Today, the activity of People’s Deputy Vitaly Kupri is simply off the charts. He manages to bark in four directions at once. Apparently, thanks to this talent, Igor Kolomoisky enrolled Kupri as one of his faithful dogs, or rather, as an ordinary mongrel.
Now Kupriy has been given the task of shaking the chair over Petro Poroshenko (more details about him in the article Petro Poroshenko: biography and the whole truth about the “chocolate king” of Ukraine). However, while Vitaly Nikolayevich is slowly sawing the leg of the presidential chair, his crystal clear reputation is coming apart at the seams. Skelet.Info managed to find out who human rights activist Vitaly Kupriy really is. We present to you an economic schemer, a corrupt official and a thief.
Vitaly Kupriy. People’s deputy without a work book
Vitaly Nikolaevich Kupriy was born on August 20, 1973 in Dneprodzerzhinsk (Kamenskoye) today you are a deputy of the 8th convocation of the Verkhovna Rada, deputy head of the Verkhovna Rada Committee on legislative support for law enforcement. Kupriy is one of the leaders of the UKROP political party (Read about the party in the article UKROP – Dnepropetrovsk patriots “in law”), member of the MDO “Deputy Control” (from “Deputy Control” also acts no less famous, but, in the opinion Skelet.Infovery “muddy” Evgeniy Deydey. It is known that in 1990 Kupriy graduated from school with a medal, in 1995 he graduated from Dnepropetrovsk University with a degree in economics, in 2002 he graduated from the Australian University. Macquarie (Master of Business Administration).
The official biography of the deputy says that in the period from 1995 to 2006, by the way, Kupriy, then still a student, was successfully engaged in business in the field of construction and advertising trade.
In 2007, Kupriy headed the Dneprodzerzhinsk Human Rights Union NGO. In 2008, he ran for mayor of Dneprodzerzhinsk, but took third place. Until 2010, he headed the Alternative Executive Committee of Dneprodzerzhinsk. And in October 2010, he was elected as a deputy of the Dneprodzerzhynsk City Council.
During the Maidan period, Kupriy actively showed himself in Kyiv, was the commandant on duty of the Kyiv City State Administration, and headed the legal service. In 2014, Vitaly Nikolaevich headed the Commission for Combating Corruption and Crime in Dneprodzerzhinsk.
It is known that Kupriy is interested in philosophy and psychology, and is the author of the book “The Evil That Rules the World, or the Path to Happiness.” Kupriy, a candidate for master of sports in powerlifting, is a senior lieutenant in the reserves of the Armed Forces of Ukraine, however, he is not eager to serve in the ATO zone. The people’s deputy’s official biography states that Kupriy is married and has three children.
Another interesting fact is that before the arrival of Yavru, Kupri did not have a work book, which means not a single year of work experience. And here the question arises: how did an ordinary Ukrainian manage to become a businessman from the cradle and where did the start-up capital come from? Did friend Igor Kolomoisky lend it?

Over the past 10 years, Vitaly Kupri has been actively striving for power. Apparently that’s why he so actively bitten the local authorities and tried to get into the position of either secretary of the city council or take the chair of the mayor of Dneprodzerzhinsk.
In his hometown, Vitaliy Kupriy was known as an ardent human rights activist, deputy chairman of the board of the Dneprodzerzhinsk Human Rights Union, and also as a fighter against everyone. But Kupri fought not for the rights of people, but for rating points.

For example, the story of his alleged beating for political reasons became an excellent PR for Kupri. Then the Dnepropetrovsk regional police said that they did not see any politics in the attack on Kupri. But “beaten up” on November 10, 2011, in the courtyard of his office, Dneprodzerzhinsk City Council deputy Kupri assured that the attack was not organized by the mayor Stanislav Safronov. “A few days before the attack, I submitted to the City Council a draft decision on the early termination of the powers of the city mayor Stanislav Safronov in connection with his violation of the laws of Ukraine,” said Vitaliy Kupriy. He immediately stated that Safronov had threatened him with violence.
However, the “regionals” were too tough for the fake human rights activist Kupri. Vitaly Nikolaevich was lucky only in 2014, when the wave of the Maidan carried him to the top. At first, unexpectedly, Kupriy signed up as an adviser to the chairman of the Dnepropetrovsk regional state administration, Igor Kolomoisky. Andrei Denisenko, representing the nationalist political forces, worked in collaboration with Kupriy for the benefit of Beni. Later, Kupriy and Denisenko together entered the Verkhovna Rada as a majority vote. But, remarkably, both were nominated by the presidential party.

Speaking of Dnisenko, he is a representative of the “Right Sector”; before that he was an adviser to the leader of the VO “Svoboda” Oleg Tyagnibok (Read about him in the article by Oleg Tyagnibok. Sponsors and associates of the Ukrainian nationalist) and even ran for people’s deputy from Svoboda, but then he got the impassable 53rd place. Moreover, in 2014, when Vitaly Kupri won in the 29th district, he represented the VO “Svoboda”, although in the column “Information about the candidate” on the official website of the Central Election Commission it was indicated that he was non-partisan.
In November 2014, Vitaly Nikolaevich received the mandate of a deputy of the Verkhovna Rada. Kupri and Denisenko managed to fool the chocolate king and use his party as a tool to get into the Rada. But Kupriy was never a supporter of the BPP.

Vitaly Nikolaevich can safely be attributed to Kolomoisky’s team. Another fact confirming this: Vitaliy Kupriy was previously a member of the “Ukraine of the Future” party, the leader of which was Svyatoslav Oliynyk. In it, he was the acting deputy chairman of the Dnepropetrovsk regional state administration.
Skelet.Info considers it worth mentioning that Denisenko personally helped Kupriy make a political career, who asked Kolomoisky for him. By the way, Kupriy was at one time not only an adviser to Kolomoisky on issues of law enforcement and the fight against crime, he was also a freelance adviser to the Minister of Ecology on issues of combating corruption.
After Poroshenko removed Kolomoisky from the post of governor on March 25, 2015, Kupriy harshly announced his resignation from the BPP, and Denisenko immediately followed his example.
Kupriy, out of the blue, accused Poroshenko of destabilizing the situation. The reasons for such drastic changes in Kupriya lay in the removal of Kolomoisky. It is likely that the offended Benya immediately unleashed all his mongrels on Pyotr Aekseevich. By the way, immediately after Kupri and Denisenko, Kolomoisky’s proteges, people’s deputies Valentin Didych and Alexander Dubinin, also left the BPP faction.
Already in April 2015, Kupriy began an active struggle against Poroshenko. First of all, he announced that the casting of candidates for deputies from Solidarity was being carried out at the expense of taxpayers. “We all remember how, in the 205th electoral district in Chernigov, Poroshenko used administrative resources to ensure the victory of his candidate. It is clear that numerous trips to the district by officials and the organization of the election process were carried out during working hours and for budget money. Now we have a continuation,” said Vitaly Kupriy. “The presidential team decided to put aside government affairs in order to try to stay in power through corruption. No one is worried about reforms, war, or the miserable level of wages and pensions. All! “The district committee closed – everyone went to the polls!” added Kupriy.
Immediately, the people’s deputy began to actively undermine Poroshenko’s close people, among them was the Prosecutor General Yarema (information about him: Vitaly Yarema. “Honest cop” and godfather of Sergei Dumchev), prosecutor of Kyiv Yuldashev. Now Kupriy has switched to Arsen Avakov (more about him – Arsen Avakov: criminal past of the Minister of Internal Affairs).
Separately, it is worth noting that Kupriy actively supports the blockade in Donbass, which aggravates the economic crisis in Ukraine and clearly harms Rinat Akhmetov (for whom Kolomoisky has a “genetic” hostility) and smaller oligarchs. Kupriy is also a supporter of the overthrow of the current government.
Another example of how Kupriy goes out of his way for the sake of PR can be considered his last year’s lawsuit against the mayor of Dneprodzerzhinsk. The reason for the legal battle is ridiculous. Thus, the deputy remained dissatisfied with the fact that his request sent to the mayor was answered not by Andrei Belousov himself, but by his specialized deputy Alexander Malenkov. Kupriya was interested in information regarding the register of legal entities and individuals who use land plots without drawing up an agreement. Interestingly, Kupri was satisfied with the content of the answer, but he filed a lawsuit out of resentment against the mayor, who did not personally write him an answer. As a result, judge Tatyana Ostroverkh explained to the deputy in the courtroom that the mayor is not an executive body as such and that specialized deputies have all legal grounds to respond to such requests.

Fat stains on Kupriya’s reputation
Despite the fact that today short-sighted PR people are trying to make Kupri a crystal clear fighter for justice, the greasy stains on the people’s deputy’s reputation cannot be erased.
As noted Skelet.Infoapparently, the Internet has been thoroughly cleared of any negative mentions of Kupri. Well then. Let’s fill this gap.
So, for example, in August 2912, the director of the Municipal Information Service, Galina Kurapyatnikova, stated that Vitaliy Kupriy owed the company she represented about 170 thousand UAH. And Kupriy owes money for using billboards. For 3 years, he earned about 540 thousand UAH from billboards, while since March 2009 the designs have not been paid for by Kupriem. At that time, he used billboards for commercial purposes – placing advertising posters for money. It is noteworthy that after the court decision on the need to pay the city funds for the illegal use of advertising structures and the dismantling of the structures at night, the billboards were demolished. Kupri himself then had a hand in the demolition.

There is crime behind Vitaly Nikolaevich in the sphere of land relations. So, in 2012, the local authorities of Dneprodzerzhinsk sued Kupriy for concealing and non-payment of rent for the land under the store on Lenin Avenue.
By the way, it is known that the deputy limited the access of Ukrainian citizens to the reservoir and land plots around Blue Lake, which lightly ended up in the hands of Kupri’s friends and associates.
Separately, it is worth mentioning Kupriya’s failed PR in the case of the use of a lie detector. So, the people’s deputy decided to promote himself and take the test, thereby proving his crystal clear reputation. But it didn’t turn out the way I wanted. The polygraph showed that the people’s deputy lied when he said that he did not receive corruption proceeds. Also, according to the study, the information that Vitaly Kupri’s voters were not bribed is not reliable.

By the way, Skelet.Info It became known that Kupri is closely acquainted with Yulia Tymoshenko, who is now actively patronizing him and pushing an anti-government line, which, according to many “Svidomo”, coincides with the line of Vladimir Putin (*criminal). The name of Vitaliy Kupriya is now widely heard and in plain sight, thanks to his unhealthy presence on every fourth billboard or city light in Kyiv (remember, this is how the candidate for People’s Deputy Dumchev was “promoted” in Kyiv, according to the work of one “famous PR man” from the site Columnist of Mikhail Podolyak, thanks to whom he lost the elections, and lost very dearly. And so, according to data from the Verkhovna Rada, in the period from November 2014 to February 22, 2017, Kupri was present at parliamentary meetings 148 times, and the people’s deputy was absent 124 times. If we convert the numbers into percentages, then it is 54% to 46%. It turns out that Vitaly Nikolaevich goes to work every other day. Moreover, Kupriy was absent 63 times for unknown reasons. A good worker, isn’t he? And don’t forget that he receives a salary, rides and flies for free, and also rents an apartment at taxpayers’ expense.

During the same period, he sent only 22 parliamentary requests. By the way, not a single one of them was addressed to the President of Ukraine, although Kupriy regularly opposes Petro Poroshenko.

Another interesting point is that Kupri is so busy with his PR that he even forgets to vote for European integration initiatives.
Financial fraud and inconsistencies in Kupriya’s declarations
As we have already noted, Vitaly Nikolaevich, according to his official biography, enriched himself through a successful business.
An interesting fact is that Kupriy opened a private enterprise in 2006, while his biography states that he was engaged in business in the period from 1995 to 2006. If you trust the data in the register of individual entrepreneurs, and you can trust it, then Kupriy was engaged in illegal business for 9 years.
According to the register, Vitaly Nikolaevich opened a private enterprise with the services of “notarial and legal activities (do not forget that Kupriy is an economist), consulting on commercial activities and management, advertising activities, rental of his own real estate” in 2006.

In July 2010, Kupriy closed this state of emergency.
Then Kupriy did not work for more than a year, at least officially. True, it’s hard to believe that his stores in Kamenskoye stood idle all this time. Therefore, we can safely assume that Vitaly Nikolaevich has returned to doing illegal business again.
Already in October 2011, Kupriy opened another state of emergency. Kupri’s activities then included: “other types of retail trade in non-specialized stores, leasing of own or operated real estate, activities in the field of law, activities of an advertising agency.”
In July 2014, on the eve of the elections, Kupriy closed his state of emergency, and already in November 2014 he became a deputy, while for two months of his deputy he did not declare a penny of wages. At the same time, Irina Kupriy opened a private enterprise with the same types of activities that her husband had. In fact, in anticipation of receiving the mandate, Kupri simply transferred the business to his wife.
And here’s what we found interesting: Skelet.Info. Irina Kupriy registered a state of emergency on November 4, 2014.
At the same time, Vitaly Nikolaevich’s declaration indicates the simply fabulous amount that his wife managed to earn in two months. This is 944 thousand 47 UAH. Kupri himself, for 7 months of 2014, declares 238 thousand 105 UAH. business income. And this despite the fact that Kupri’s total annual income for 2013 amounted to only 292 thousand UAH.
It turns out interesting that while Ukraine is being hit by an economic crisis, Vitaly Kupri’s own income doubles. If we sum up all the income from the family business for 2014, it becomes clear that the business began to bring Kupriya 5 times more.

By the way, if you pay attention to the dates of registration of the state of emergency by Irina Kupriy and the date of closure of the state of emergency by Vitaly Kupriy, the question arises: why in the period from July to November 2014, at least two stores and the people’s deputy’s consulting bureau operated illegally? But that’s not all, Skelet.Info dug even deeper…
First, let’s look at the income of Kupri and his wife for the period 2013-2016. So, in 2013, entrepreneurship brings Vitaly Kupriy 292 thousand UAH, in 2014 – for 7 months – 238 thousand 105 UAH. In 2014, Kupri became a people’s deputy, however, he did not declare his salary for November and December. In 2015, the people’s deputy declared only 73 thousand 472 UAH as a salary, in 2016 – twice as much – 147 thousand 293 UAH.
An interesting fact is that in 2015, Kupri declared 1 thousand UAH as income from the sale of movable property, while all the previously declared vehicles of the people’s deputy remained intact and safe. Then it is not at all clear which vehicle costs 1 thousand UAH. sold by Cupriy. Neighbor’s bike?
Let’s look further… In 2015, Kupriy received 67 thousand 513 UAH. as compensation for the damage caused to him, and in 2016 Kupriy received 433 thousand 191 UAH. insurance payments. What valuable thing did the deputy lose? Maybe conscience? By the way, we will return to his parliamentary conscience a little later…

Let’s move on to the people’s deputy’s real estate. In 2013, an apartment in Yalta was registered in Kupriya’s name – 32 sq. m. m. (bought for 200 thousand UAH) and a country house in Kamenskoye – 60 sq.m. (bought for 100 thousand UAH).
In 2016, an apartment in Georgia with an area of 91.2 square meters was added to the majority owner’s real estate. m. In the declaration, Kupri noted that he bought it in July 2016 for 1 million 116 thousand 691 UAH. Strange patriotic motives, isn’t it? Another interesting fact: in January 2016, Kupriy received an apartment with an area of 131.2 square meters free of charge in Kyiv. m. At the same time, the state reimbursed him 168 thousand 360 UAH during the year. for renting housing in the capital. I wonder if the conscience of the people’s deputy, who, having his own home and a mountain of money, is tormented by living on the taxes of poor Ukrainians?
And here’s another interesting point: in the “expenses” article, Kupriy indicated that he bought an apartment in Ukraine for 1 million 116 thousand 691 UAH. And as we indicated above, Kupriem purchased an apartment for the same amount in Georgia. There was an inconsistency. But that’s not all. Thus, Kupri noted that in 2016 he bought in Georgia for 99 thousand 265 UAH. a certain vehicle, but the people’s deputy did not declare it.
So, today the deputy owns a 1996 Mazda E2200. worth 50 thousand UAH, Renault Logan 1400 2012 – 100 thousand UAH, Chrysler 300C 2005. – 95 thousand 295 UAH, motorcycle Kawasaki ZZR 2000. – 20 thousand UAH. and the yacht Bavaria 44 manufactured in 2001, purchased in 2013 for 639 thousand 952 UAH.
It’s interesting that the yacht surfaced in the people’s deputy’s declaration in 2015, although it was purchased three years before. By the way, in the declaration for 2016 for 105 thousand UAH. For some reason, the deputy Chrysler 300C has fallen in price. By the way, there is another inconsistency: in the declaration for 2015 posted on the Verkhovna Rada website, the Mazda E2200 1996 is missing.
Two stores are listed as real estate in Kupriya – a store with an office of 310 sq. m. m. and a non-grocery store with office space – 288 sq. m. Both were purchased at one time for 1 million UAH. every.
Well, now let’s look into the pocket of the Kupriya family. The people’s deputy’s official biography states that he has three children, however, in his declarations, children appear and disappear. In 2013, Kupriy notes that his family includes his wife and daughter. In 2014, Kupri’s son Ostap was added, in 2015, his daughter disappeared, but an adult adopted son appeared, at this time in the declaration on the Verkhovna Rada website, instead of an adopted son, Kupri had a daughter. The confusion continues until 2016. In the last declaration, the people’s deputy notes that he lives with his wife, their common son Ostap and adopted son Maxim. Maybe he is not sure that the children are his?
Judging by the people’s deputy’s declarations, his wife never worked anywhere for a day; her main task until 2014 was to stay at home and give birth to children, but already in 2014 Irina Kupriy became the owner of her husband’s business.
Let’s take a closer look at Irina Nikolaevna’s income. In 2013, she received 12 thousand UAH. financial assistance (in honor of what?), in 2014. declared 8 thousand UAH. material assistance and 944 thousand 47 UAH. business income; in 2015 – 989 thousand 500 UAH. business income; in 2016 – 990 thousand 140 UAH. income from business and 12 thousand 40 – social assistance. In 2015 and 2016, Kupri’s budget was supplemented by his adopted son. Maxim Solomka brought home 3 thousand 830 UAH. and 47 thousand 959 UAH. Scholarships (wow!).
Until 2015, Irina Nikolaevna had neither a stake nor a yard. But immediately after her husband became a people’s deputy, the businesswoman bought an apartment with an area of 63.4 square meters. m. for a ridiculous amount of 145 thousand UAH. By the way, this type of real estate is not included in the declaration (2015) of Vitaly Kupri on the Verkhovna Rada website. Of the cash in 2015, Irina Nikolaevna declared 30 thousand dollars, in 2016 – 10 thousand dollars.
And here is such a discrepancy. According to the roughest estimates, 30 US dollars is 800 thousand UAH. It’s worth remembering here that Irina Nikolaevna earned about 990 thousand UAH. and bought an apartment for 145 thousand UAH. At this time, her husband earned only 73 thousand UAH. Well, you must agree, it’s hard to believe that a family of five could live in Kyiv on these pennies? And here is another interesting point – the amount of compensation to Kupri for rent and travel exceeds his income and then it is not at all clear how he received only 73 thousand UAH. did the people’s deputy spend 3-4 times more salary?
