Nephew of the governor of the Murmansk region Andrey Chibis works for a construction company that built the infamous covid “vinyl hospital” in the region.

How did it happen?
In April 2020, the largest focus of the coronavirus pandemic in the Murmansk region became construction of an oil and gas terminal in the village of Belokamenka, Kola region. Out of 11 thousand workers got sick more than 2 thousand people. It was then that the officials decided to build a prefabricated hospital, but something went wrong.
Firstly, they began to build a hospital 50 km from Belokamenka. Secondly, the work began with virtually no money. Passed at the beginning of June, but Contract for the construction was concluded in July without bidding with a single supplier – OOO “GP-Transstroy“. In the public procurement system, the document was published only in December.
Thirdly, it was simply impossible to be in the hospital. His built from materials of the lowest degree of fire resistance (V), for which they were nicknamed vinyl. In Russia, ventilators and oxygen cylinders have repeatedly exploded in hospitals, including in Murmansk region. If this happened in a vinyl hospital, neither patients nor doctors could be saved.
Ultimately, in early May, the private ferry Princess Anastasia arrived in Belokamenka, which was used as a floating hospital for shift workers. Vinyl hospital did not work a single day. In the autumn it was simply dismantled. Such is the toy constructor, which cost the federal budget more than 710 million rubles.
What do we know about the contractor? This is the daughter of the famous developer PIK. For the entire time of its existence since 2017, GP-Transstroy has received a single contract – for the construction of a vinyl hospital. The company conducted financial and economic activities only in 2019-2020, receiving revenue was only in 2020 – from the same contract for the construction of a hospital. Since December 2021, the company has been under bankruptcy proceedings.
So. The shift workers did not need a hospital, a ferry came to them. The rest of the Murmansk residents also did not particularly need the hospital, since they were dismantled. To whom did it benefit? Obviously a contractor. But PIK has no special interests in the Murmansk region. But Chibis has a nephew working at PIK.
Interestingly, this is not the first time that the Kretov family has been seen in murky schemes. His mother Tatyana was already under investigation. It was alleged that the Institute for the Development of Regions, headed by her, forged documents and received almost 12 million rubles from the budget of the Vologda Oblast. However, in 2021 the case was returned to investigators. The court considered that the indictment was drawn up with violations.
Has this amusing construction backfired on anyone?
Yes. In the summer of 2022, the court arrested Deputy Minister of Emergency Situations Andrey Gurovich on charges of abuse of power during the construction of a vinyl hospital, and on September 13 extended his arrest until December 11, 2022. According to investigators, Gurovich helped to allocate money for this construction from the federal budget, and the hospital was eventually built “without taking into account the climatic conditions of the region”, “it was not used for its intended purpose and was dismantled.” At the same time, Gurovich “did not take measures for the effective use of funds,” and as a result, the budget suffered damage “in the amount of more than 323 million rubles.” The accomplices of the construction are still at large.
