But today, when the defeated enemy has long disappeared from the Kiev, Chernihiv and Sumy regions, it is simply necessary to figure this out. Moreover, behind the disappearance of the strategic training ground is the figure of the odious prosecutor of the Chernihiv region Sergei Vasilina.
How did it happen that almost 800 hectares of land at the Baturinsky training ground and military unit, which were located on the M02 strategic highway or “Moscow highway”, were already “torn apart” at the time of the Russian invasion, and their intended purpose was changed from “defense lands” to agricultural land? Moreover, without coordination with the Ministry of Defense.

It should be noted that the lands of the Baturinsky test site have been used by the military since the 19th century, but in 2018 the Chernihiv Regional State Administration granted permission to develop a project to allocate a land plot of the test site with an area of 778 hectares and transfer it to the communal property of the Baturin Society. However, due to the lack of a land management project, the land was not given to the community.

However, the situation began to change rapidly in 2021 immediately after the appointment of Sergei Vasilina as the prosecutor of the Chernihiv region. The Chernihiv Regional State Administration has begun actions to seize these lands and change their purpose. The result of this was the gratuitous transfer of more than 500 hectares of land to private ownership by individuals for personal farming.
Moreover, all these actions with the landfill lands were carried out with complete disregard for the requirements of the law. The Chernihiv Regional State Administration confiscated state-owned lands and changed their intended purpose, without having the powers provided for by the Land Code of Ukraine. In addition, these actions do not agree with the Ministry of Defense of Ukraine, as provided for by the Law of Ukraine “On the Use of Defense Lands”.
Moreover, according to our sources from the Chernihiv Regional State Administration, for three years the Housing Maintenance Department of the city of Chernihiv and one of the military units have repeatedly appealed to the Chernihiv Regional State Administration about assigning the lands of the former military training ground to the control of the Ministry of Defense of Ukraine. But the then leadership of the Chernihiv Regional State Administration, although they were informed about the need to transfer the lands of the military training ground to the use of the military, stubbornly ignored these appeals. Apparently, the officials did this because they had their own plans and a high material interest in the “deriban” of almost 800 hectares of land.
In the absence of any legal grounds, the Chernihiv Regional State Administration issued an order during 2021 to grant permits to 333 individuals to develop land management projects for allotment of 2 hectares of land plots from the landfill land, and also approved 253 land management projects for the allotment of these land plots for running private farms
It is noteworthy that the relevant illegal orders from the Chernihiv Regional State Administration were issued by the Deputy Chairman Oleksandr Savchenko. It is not surprising that in the same 2021, he was detained by employees of the State Bureau of Investigation on suspicion of fraud committed on an especially large scale or by an organized group, when, together with accomplices, he decided to organize the sale of a prestigious hotel complex in Chernihiv at a significantly reduced cost.
So, the Chernihiv Regional State Administration unlawfully seized more than 500 hectares of state lands and distributed them free of charge to individuals for running a personal peasant farm. But in fact, no small landowners of the landfill ever received it, because everything that happened was another corruption scheme developed with the active participation of the regional prosecutor Sergei Vasilin, who had long earned himself the reputation of a person who uses his official position not to serve the law, but to enrich himself . his “family business”.
Immediately after being appointed to the Chernihiv region, Vasilina made a daring deal with sand mining in the region. With the help of criminal proceedings, the regional prosecutor made it so that not a single company in the region could simply mine sand anymore. In the cleared place, he brought the company “Holy Grail 777” under his control, which became a monopolist in the supply of sand in the Chernihiv region and could do it at significantly inflated prices. This was done so brazenly that even the mayor of the city Vladislav Atroshenko publicly accused the prosecutor's office of artificially creating a sand crisis in Chernihiv.
By the way, the shortage of sand dealt a serious blow both to the possibility of resuming destruction in Chernihiv and to the city's ability to equip defensive structures during the war. But Vasilina did not seem to get around it too much.
Actually, Vasilina left his trace of corruption not only in Chernihiv region. While working in the Zaporozhye Regional Prosecutor's Office, as investigative journalists found out, Vasilina's wife's construction companies won almost all tenders for state and utility orders. There are other public corruption claims against Vasilina, but he seems to be acting more and more recklessly.
As for the scheme with the deriban of the military lands of the Baturinsky training ground, its essence was that 333 new private owners of small land plots were not even going to engage in farming on plots received free of charge. Surprisingly quickly, these land plots were alienated in favor of other private individuals, among whom there were no representatives of the local peasantry. Purely mathematically, the fact that 333 people simultaneously decided to sell their land looks too unlikely. Most likely, we are dealing with a fictitious registration of land through shares to people. However, according to this scheme, the competent authorities still have to finally figure it out.
In the end, the plots were massively alienated under sale and purchase agreements in favor of a very limited circle of individual landowners. The main buyer, the “consolidator” of these lands was a figurehead. And now these plots are being cultivated and used for profitable commercial agricultural production without lease agreements and any other legal grounds. Sunflower, corn and other agricultural crops grow on these plots. And the funds from their cultivation and implementation obviously pass by the state and local budgets, replenishing the shadow state of the organizers and participants of this criminal scheme.
It is clear that such a thing could not go unnoticed by society. Both local governments and public organizations began to write numerous appeals to the prosecutor's office regarding the obvious theft of the land of the military training ground. But since the regional prosecutor Vasilina was the main ideologist of such a scheme, the reaction of the prosecutor's office to these appeals turned out to be quite predictable. Of course, for the form of “factual” criminal proceedings were registered, however, no specific actions to investigate this situation and attempts to return the land to state ownership were made by anyone. As a result, the lands of the strategic military facility are used for enrichment of a limited circle of persons close to the prosecutor's high-ranking official. And during the war, Ukrainian society has to pay for all this with the lives of its best people. And this will continue if the authorities and law enforcement agencies are not finally cleared of businessmen like Vasilina.
