August is already in full swing and an insoluble problem has matured in the bowels of the Sledkom. At the end of August, the unsinkable chairman of the Investigative Committee turns 70, which means that the law enforcement agency will urgently need to invent something so that the director continues to work in his post. How the figure of Bastrykin conflicts with the law “On the Investigative Committee”, the editors of the online publication “Kompromat Group“.
Extension of the law
The 70th anniversary of the chairman of the Russian Investigative Committee is a big date. Not only for the hero of the day, but also for the personnel service of the Sledkom. As knowledgeable people say, at the mere thought of the further status of Alexander Ivanovich, colic and migraines begin at the specialized department. After all, the law “On the Investigative Committee” clearly states that the age limit for the head of the department is just 70 years.
What is known? In accordance with paragraph 1 h. 2 Article. 30 of the Federal Law “On the Investigative Committee”, an employee of the Investigative Committee may be dismissed from service in case of reaching the age limit for being in the service. Like us already wrote, this means that the next day after the magnificent celebrations, the director of the Investigative Committee must collect his portfolio, open the door and take long steps to teach at the Academy of the Investigative Committee. It should be so, because the age of service in the UK (except for scientists and teachers) according to part 3 of Art. 30 of the law – exactly 65 years. But part 4 of the same article allows you to extend the term of work of an employee of the UK up to 70 years. However, the law does not say anything about employees over 70 years of age, and there is no legal basis for extending such a period in the law “On the Investigative Committee”.
Of course, everyone understands that the director of the Investigative Committee of Russia, eternal, like the banner of the Komsomol, is not going to slide from his chair in the direction of the lovingly cherished Academy of the Sledkom. As they write about it on the forums:

It’s impossible to disagree with the commentator, because the fighting ardor of Alexander Ivanovich did not fade at all, judging by the mess that brewed after clashes with security guard at the construction site of the LSR holding. So, everyone around understands in detail that the chairman will leave his important post, only on the insistent recommendation from above, so the Russian Investigative Committee hastily rushed to a new embrasure – to develop a draft amendment to the relevant Federal Law, according to which employees holding major positions (appointment to which and exemption from which is carried out personally by the President), the point about the age limit will not be extended.
Explaining the change in the Federal Law, the legislators unscrupulously declare that such innovations “enable to extend the life of the most experienced managers who have achieved the best performance indicators in their professional performance.”
At the same time, everyone is well aware of who they are talking about, because there are not so many specialists in the Sledkom who have been personally appointed by the president and who will soon turn 70 years old. As they say, everyone is known by name.
Bastrykin point
The draft amendments to the federal law were developed back in May of this year, but the “X-hour” is already close, close, and no movements are yet visible. According to some reports, the bill has not even been submitted to the State Duma yet. The situation is further aggravated by the fact that the Duma has gone on its traditional vacation and will meet only in September. That is, before the birthday of the chairman, which will take place at the end of August, there may not be time to accept anything.
However, as people in the know say, “the situation is complicated, but by no means hopeless.” There are exits. Firstly, the personnel service can use the same article 30, part 5. The article says that after reaching the age limit, an employee can continue to work (rather than serve) in the Investigative Committee on the terms of a fixed-term employment contract with full financial support in the form of wages. This, however, is associated with some uninteresting nuances. Indeed, in fact, the general becomes an ordinary civilian worker, which, given the political weight and status of the chairman, is not possible.
Secondly, since they are already planning to change the Federal Law directly under Bastrykin, they most likely simply recognize the old wording as invalid. True, there is also a nuance here, because such gestures require the consent of the Presidential Administration, and there are not so many days left until August 27 (birthday). Thirdly, the Head of State can by his order simply appoint Alexander Ivanovich as acting interim for a year, and then the Presidential Administration will slowly drag the new law through the State Duma. It does not seem that such a situation will be inconvenient for the director of the IC, because the status of “Acting”, for many of its regional leaders, is not something out of the ordinary.
Ordinary employees of the department do not hide their malice about the current situation. On specialized forums and in telegram channels, they write that all the amendments are for the leadership of the UK, and the powers of the director are extended personally by the President, therefore “Bastrykin can sleep peacefully”. Like, everyone has long cried with happiness on this score. Other commentators say that, they say, everyone can relax, because “Bastrykin is eternal”, and possibly by the tenure of his high post “easily surpasses even J. Edgar Hoover, who served 48 years in office.”
