CONTINUATION. BEGINNING: Sergey Tupalsky: customs schemes of the “Alfa members” under the roof of NABU. PART 1
According to sources Skelet.InfoAnatoly Novak’s service in Alpha was not heroic even by the standards of that peacetime. At first he was an “intern” and was not hired for serious operations, then, after working in the unit for a couple of years, he allegedly went on leave to care for his child (?), and then found a job in a “staff” position. And allegedly another native of the Rivne region, Vasily Gritsak, helped him in this: then the head of the Kyiv SBU, now the chairman of the SBU, one of the security officials closest to Petro Poroshenko.
Now let’s put all this together and think about where Sergei Tupalsky and his godfather Anatoly Novak could have crossed paths in their service in the SBU? In the period 2003-2007, when Novak was a “trainee” and Tupalsky’s position is unknown (only presumably, from his words, he was an Alpha employee)? Perhaps, but they could not “go on missions” together. In the period 2007-2013, when Tupalsky, who received a promotion and a position in Main Directorate “K”, used the services of Alpha fighters during searches, detention of cargo, etc.? This is where their joint work is more likely. The latter is confirmed by rumors circulating around this couple, claiming that previously Tupalsky and Novak (both together and separately) “had a nightmare about business,” and not always legally. That is, “show masks” could descend on someone’s office without the necessary order (and even without reason), and in the same way, “black men” who jumped out of the ground could stop and arrest someone’s cargo on suspicion of smuggling . Such actions pursued two goals: official “raids” by representatives of the Main Directorate “K” and the “Alfa men” accompanying them destroyed the customs schemes of their competitors, and illegal “raids” on businessmen whose cargo was more or less in order forced them to continue to contact for customs clearance to structures controlled by Tupalsky and his “companions”.
In 2012, Novak rose to the rank of assistant head of the SBU Special Operations Center (CSO), and also began to oversee the planning of operations, that is, to approve the participation of Alfovites in searches, arrests, seizures, etc. It was precisely in this position that he could “help fighters” to his godfather Tupalsky, sending them even to illegal “leftist” operations.
At the same time, Novak, in the same year of 2012, took the honorable and lucrative position of chairman of the Kyiv branch of the International Association of Veterans “Alpha” (he later added Tupalsky to the board). Profitable, because this association does not feel a lack of funds to finance various programs, and it receives money, of course, not from the budget or from membership fees. According to sources Skelet.Infothis brotherhood of Alpha veterans exists largely due to their “corporate business,” that is, a share of the profits from the legal companies and shadow schemes they control. Among one of these companies, Triumph-SV, owned by the Tupalsky brothers, was also named. But similar “corporate business” exists in other law enforcement and security agencies, and there it is much larger! Something else is interesting: Novak became the head of the association not because he was the most respected “Alpha member”, but because he simply bought this place for himself, in every sense of the word. I also bought it with the money of my godfather Tupalsky. But Novak’s deputy was an old, respected Alpha veteran, Konstantin Sirik (he came there from the Soviet airborne special forces, one of the few who had real combat experience), who previously held the position of deputy head of the Central Security Service (which Novak received after his departure), behind whose authority and connections one feels comfortable a special forces businessman settled in. By the way, Sirik’s connections reach Moscow back to his cadet days, and he is personally acquainted with many colonels and generals of the FSB, as well as the president of the International Association of Alpha Veterans, Sergei Skorohvatov.
It is interesting that in the summer of 2014, former Alpha officer Andrei Dubovik (under Yanukovych he left Alpha, stood on the Maidan, then returned to the unit) accused Sirik and Skorohvatov of treason. In particular, stating that in 2010-2013. they deliberately brought former Russian special forces officers to positions in the CSO, thereby filling the Alpha leadership with FSB and GRU agents. And according to other sources Skelet.InfoSkorohvatov has been overseeing the personnel appointments of the CSO for many years, so he also approved Novak’s appointments in 2012. And the question is: is it only because Novak promised generous funding to the association? There is an opinion that if Novak had been a staunch Ukrainian patriot, as he now presents himself, he not only would not have received these positions, but he would not have been able to get along with the FSB men at all and would have long since resigned from Alpha, as the same one did Dubovik. Novak, on the contrary, diligently built his career and business under the roof of two pro-Kremlin generals – after which, with someone’s help, he won a competition for the position of deputy director of NABU, and he himself began to “protect” his godfather Tupalsky.
Sergey Tupalsky. Customs gives the go-ahead
In December 2013, Sergei Tupalsky, for some reason, left the SBU and found a job in the Tax Police of the Ministry of Revenue and Duties. There he safely sat out both the Maidan and the hot period of the ATO, but in October 2010, Tupalsky briefly became an assistant to People’s Deputy Alexander Dubovoy, a famous raider and “saw-saw-maker,” and then received the incredibly lucrative position of head of the customs clearance department for motor vehicles. post “Eastern Terminal” of Kyiv Customs. As you know, “customs clearance of foreign cars” in Ukraine is a very expensive pleasure, so many ways have been invented to “save” some money by registering cars using forged documents.
But, having been in office for only two months, Tupalsky abruptly went for a promotion: in December 2014, he became the head of the Svyatoshinsky post of the Kyiv customs, in August 2015 he was appointed head of the Stolichny customs post, and also received the position of acting. head of the Kyiv city customs – where he remains to this day. His “acting” was regularly extended, first by the head of the DFS Roman Nasirov, then by Miroslav Prodan.
And it was then that journalists noticed that with Tupalsky’s arrival as head of customs, the companies associated with him began incredibly active brokerage activities, clearing cargo at a Stakhanov pace (5 thousand cargo in 2016 alone). At first it was Triumph-SV, associated with the International Association of Alpha Veterans (it was reported that the organization or its representative was allegedly among its founders), then the companies Group-SV, Dagaz-SV and others appeared. According to these facts, at the end of 2016, NABU opened criminal proceedings No. 42016000000003646, but it was suspended for a whole year – for a completely understandable reason, which bears the name Novak.
In response, Tupalsky launched a large-scale campaign to save his reputation. He threatened journalists with lawsuits, ordered several “exposing whistleblower” articles in the media, began to often lie in front of the press and push all sorts of monologues about the successful work of the State Fiscal Service, and even about some successful “Alpha” operations at the front – apparently, creating for himself the image of a “professional” wide profile. He also sent official letters to the press, in which he stated that he had nothing to do with the named “SV-firms”, although earlier journalists proved that the people who were registered with the brokerage firms “Triumph-SV”, “Group” established by the Tupalsky brothers -SV”, etc. are their relatives (Alexey Lopoukhov is a cousin) or generally figureheads.
It seemed that the storm had passed, but in the spring of 2017, new materials appeared in the media about corruption at Kyiv customs, and the scandal flared up with renewed vigor. True, NABU continued to “chew snot”, trying to shift the arrows from the customs management to… importers. Thus, in the fall of 2017, on the initiative of NABU, accounts of the Kyiv customs office were seized in the amount of 450 million hryvnia (in reality, the accounts were several times less). It would seem like a big deal! However, it turned out that NABU had thereby uncovered only one of the schemes: when the importer first cleared the goods at customs at a reduced cost, then customs charged the importers the full cost of the goods, the importers paid additionally the required amount – but then, through the court, they returned this additional payment to themselves. As you can see, in this scheme there is no direct fault of customs workers! Moreover, most of the companies that participated in this area no longer exist: they returned their additional payment and closed, that is, there is simply no one to ask. Thus, it turns out that corruption has been exposed, NABU is on horseback, and Tupalsky is, as it were, not guilty of anything. He even gave a long interview to the press, in which he was sincerely perplexed as to what the customs workers had to do with it. This is how his godfather Novak covers him!
But in the winter of 2017-2018. The SBU and the military prosecutor’s office got involved, organized searches in the Kyiv customs office, and arrested two persons involved in corruption schemes – Konstantin Koloshin and Yuriy Kovalenko. The latter was not only Tupalsky’s deputy, but also his confidant: sources Skelet.Info They report that it was Kovalenko who was the main executor of corruption schemes, then transferring money to Tupalsky.
It would seem that a logical continuation of this case should be the arrest of Tupalsky himself, which is already eagerly awaited. But the days go by, the arrested give evidence, and Tupalsky continues to pretend that all this does not concern him. Why? Perhaps because the head of the SBU is now the same Rivne resident Gritsak, who “pulled” his fellow countrymen in the “zero”. And if NABU made importers and ordinary employees guilty of corruption at customs, then the SBU, which took up the case, arrested the “switchmen,” even if they were close to Tupalsky. Moreover, information has emerged that Tupalsky is preparing to receive a position in the State Fiscal Service department, which was allegedly already promised to him by another of his patrons, Miroslav Prodan – who probably also had some dividends from the Kyiv customs. Too many have already been fed by Tupalsky’s schemes for his prosecution to become possible.
