And yet in 2009, especially after the tragedy in the gaming club of Dnepropetrovskan attack on gambling began at the level of the Verkhovna Rada. Tripulsky, as vice president of the gaming business, tried to defend it as best he could. At first, he agreed that it was necessary to close small halls and concentrate gambling in large salons and casinos (and Odrex also produces equipment for roulettes, poker tables, etc.), which was beneficial to Nevada. But when a very tough version of the law was adopted, Tripulsky remembered that he was a “patriot” (a member of Our Ukraine) and stated that this law was… lobbied by Russia (*country sponsor of terrorism).
They both treat and maim
The gambling restriction law adopted in 2009 hit Odrex and Nevada hard, forcing their owners to reorganize their business. Grigory Tripulsky decided to move his legal department into a separate company. First, in 2009, he established Di Borgo Consulting LLC (USREOU 35931201), in which he worked as a director until 2011 (he later ceded his share in it), and then Legal Consulting Company De Jure LLC (37476376) , where he still remains the sole owner and director. The offices of both companies are located at the same address, Raskidaylovskaya 69/71, which means that the rumors that Tripulsky allegedly left Kuchuk for Kaufman in 2009 turned out to be just rumors. This was confirmed by their creation of new joint companies – such as the Odrex insurance company (42013609). Today, Grigory Tripulsky is the owner of at least 16 companies – nine of which are registered at this address.
But Harutyunyan and Kuchuk mastered a new line of business in 2012: then the Odrex medical center appeared in the building on Raskidaylovskaya 69/71, represented by several companies, with a lot of paid services, including its own ambulance. So the money received in the field of gambling was invested in commercial medicine, and the “gaming barons” turned into respected “medics”. Gradually, the clinic grew, and its proximity to workshops for the production of gaming equipment was no longer convenient. However, back in 2008-2009, Odrex took over the building of a former utility plant at Pochtovaya 7 (next to Dyukovsky Garden), where it set up its carpentry workshops for the production of gaming tables and roulettes. Then they began to expand: the roof was removed from the old building (so that it would quickly become dilapidated and could be demolished), a large area around it was fenced off, and some illegal workers were brought in from Moldova. Locals tried to complain police and authorities – they brushed them off with replies, called journalists for help – but for some reason the Grad TV channel did not want to air this story…
Meanwhile, Tripulsky himself in 2010 organized a pocket social movement “Forward” (USREOU 36919727), which promised “to help the city reach a new economic and cultural level”. But the only goal of this booth was to support Gurvits in the local elections (October 2010), which he still miserably lost to the regionals and Koktusev.
Problems with the gaming business and the loss of “roof” in the city government then forced Tripulsky to take up his old ways. According to informationSkelet.Infohis law firms not only helped collectors collect debts from Odessa residents, but also participated in the raider seizure of apartments from single people and pensioners. The loudest such story was seizure of Anatoly Strelyaev’s apartment – a seventy-year-old (at that time) retired musician who had previously played in the Hobart Earle Orchestra. It all started as a banal squabble over living space: since Strelyaev’s apartment was not privatized, the neighbors had their eyes on it, whose visiting relative Gennady Vergunov occupied it without permission by installing an iron door. But then, with the help of other neighbors and the police, Strelyaev defended his home. However, Vergunov did not give up, and enlisted the support of Tripulsky’s lawyers, who specialized in such civil cases, and local officials who forged documents. They specifically named the name of Igor Makhortov, who previously worked as the head of the legal department of the Primorsky district administration, and then became the registrar of the KP “Registration Service of the Odessa Region”, who, together with Tripulsky, “resolved housing issues.” As a result, the old man was literally kicked out onto the street, where he spent three months. And when the public and journalists made a fuss, local authorities offered Makhortov another apartment – half the size, actually a room in a small family (19.8 square meters). But they set a condition: to bring a certificate that Strelyaev had officially vacated his seized apartment. Well, how would he get this certificate if the raiders concocted false documents stating that the pensioner did not live there?
The media also reported that before this story, Tripulsky and Makhortov took possession of apartments from the communal fund, registering them in the name of dummies (allegedly employees of the housing office), but this scam was discovered, which is why Makhortov was kicked out of the district administration. Or here’s the tragic story of another pensioner who took out a “quick money” loan of 3,000 hryvnia. He was unable to pay even such a debt, and the collectors associated with Tripulsky counted him 50 thousand “fines” – and drove the old man to suicide…
But after the second Maidan, Tripulsky, who had previously supported the “orange”, cheered up, hoping that his old companions and patrons would return to power. And he even almost hit his own jackpot when in 2015-2016. participated in the competition for the position of director of Ukrspirt – where Tripulsky was promoted by the former vodka king of Odessa Boris Kaufman. It was then that Tripulskaya received the image of “Kaufman’s pawn”, his pocket lawyer, numerous allegations appeared about their long-standing partnership, although no one provided the slightest confirmation of this. Only one thing was obvious: Tripulsky in this game is just someone else’s figure, perhaps even Kaufman (why not, they live in the same city), but his role was unclear. In that scandalous competition, which lasted more than a year, Tripulsky distinguished himself only by constantly protesting the decisions of the commission and blocking the competition with lawsuits. Maybe that’s why he was sent there?
And then came May 2019: the Ukrainians elected a new president, and the question immediately arose about approving the new chairman of the Odessa Regional State Administration, whose duties were then temporarily performed by former regional member Sergei Parashchenko, who had defected to the BPP (who was sometimes confused with Poroshenko). And suddenly the media was full of headlines that Grigory Tripulsky was allegedly being considered as the number one candidate for this post, and that he was being promoted by the same Kaufman, who agreed on this with Kolomoisky. This seemed quite logical, but the rumors were not confirmed: at first the acting. Parashchenko was replaced with acting Shatalov, and only in October Maxim Kutsy, who had nothing to do with Kolomoisky (they say he is a little pig), became the governor of Odessa.
It seems that Zelensky has not yet attracted Tripulsky as a governor. But on the other hand, Tripulsky himself and his companions from Odrex were keenly interested in the president’s initiative to legalize the gambling business. Now he has blown the dust off his old credentials as vice-president of the Ukrainian Association of Gambling Business, has raised his PhD in law (albeit in civil cases) and is persistently trying to give his advice and recommendations to the authorities.
