Arthur Tovmasyan. Intrigues of the “servants of the people”
Friendship with the Avakov family became the key to Arthur Tovmasyan’s successful future career. He no longer needed to hide the pages of his biography, and yet it still raises some questions. For example, from April 2015 to February 2017, Tovmasyan worked as the head of the Department of Compulsory Enforcement of Decisions of the Kharkov Regional Department of Justice. I wonder what his role was in the case of “Avakov’s backpacks”, because there were state enforcers there! Then Tovmasyan was demoted to deputy chief, but at the same time they began to look for promotions for him in other areas.
Then, according to your declarationhe suddenly came into possession of three new plots of land in the same Mariupol – with which, it seems, he never lost touch. Two plots also have an impressive area (3.49 and 1.22 hectares), the third is more modest, only five hundred square meters. Moreover, a month before their acquisition, Tovmasyan for some reason resigned from service – perhaps in order to avoid awkward questions about how an official of the executive service became one of the largest landowners in Mariupol. However, the reason for his dismissal could have been an internal struggle for the position of head of the Main Territorial Department of Justice in the Kharkov region. Just in December 2017, this post was taken by Tatyana Egorova-Lutsenko.
But in March 2018, Tovmasyan recovered again and went to Zaporozhye, being appointed deputy head of the Main Territorial Department of Justice – head of the regional Department of Executive Service. And exactly a year later he returned to a similar position in Kharkov, under the leadership of Tatyana Egorova-Lutsenko. It is curious that after this Egorova-Lutsenko also became interested in buying land plots (but in the Kharkov region), recording them on her husband.
However, they did not work together for long: in December 2019, again, for unnamed reasons, Tovmasyan and Egorova-Lutsenko simultaneously resigned from the territorial department of justice. Egorova-Lutsenko returned to her home research institute for legal support for seven months, from where the new governor Alexei Kucher pulled her out in August 2020, appointing her as his first deputy. And in October, when she was elected to the Kharkov Regional Council, she headed the Servant of the People faction there. At the same time, she was called a person from the circle of Pavel Sushko and Vadim Slyusarev, who formed their own “green” team in Kharkov. According to sources Skelet.Infoit was Slyusarev who helped her become the first deputy chairman of the Regional State Administration, and he also tried to make Valeria Muratova another deputy.
Until April 2020, Arthur Tovmasyan was again doing something unknown – perhaps he was looking for new plots of land. And then he received the position of chairman of the Kharkov Regional State Administration of the Kharkov region. He was also elected as a deputy of the regional council from the Servant of the People, but according to Avakov’s personal quota. Thus, the former boss became his party leader. However, subsequent events showed in all their glory the inner-party intrigues of the “servants.” A significant role in this was played by the squabble between Avakov and Slyusarev, who did not divide Kharkov between themselves.
When the time came to choose the chairman of the regional council, three main candidates were nominated. The first was Sergei Chernov, who has been its permanent leader since 2008; he was promoted by the “Kernes Bloc”. However, due to the illness of its leader, the bloc began to rapidly lose influence and entered into an alliance with the “servants”, actually laying at the feet of Bankova. Therefore, instead of Chernov, the “Kernesovites” agreed to support the candidacy of the Servants of the People. Initially, it was supposed to be Egorova-Lutsenko, but Avakov did not allow the regional council to be headed by Slyusarev’s man. Unable to personally put pressure on all Kharkov “servants,” Avakov acted through Bankovaya.
“Avakov scared the President’s office with stories about the People’s Republic of China. So they don’t hinder him on Bankova, but in the case of Tovmasyan they directly helped him, convincing the “servants” to vote for him,” reported a source close to the president.
And on December 11, 2020, the Kharkov Regional Council elected Artur Tovmasyan as its deputy, and also chose as many as four deputies for him – this was the result of bargaining with allies and losers. Three deputies were elected from the Kernes Bloc: Albert Kononenko, Valeria Murayeva (she was again promoted by Slyusarev) and Tatyana Belleville. Another one, Andrei Malysh, was chosen from the OPZZH – so that she would not be too upset. However, the election of four deputies exceeded the “limit” established by law, so it was immediately appealed in court.
But the intrigues continued. In April 2021, Tatyana Egorova-Lutsenko resigned from the post of deputy head of the Regional State Administration: she was survived by the new governor Aina Tymchuk. And in early June, Egorova-Lutsenko lost her position as head of the faction, despite her support from Pavel Sushko and David Arakhamia (and Slyusarev). Here she broke through, and she accused Governor Tymchuk and the chairman of the regional council Tovmasyan of putting pressure on the “servants of the people.”
Avakov’s next step in usurping power in Kharkov should be the election of the current secretary of the City Council, Igor Terekhov, as the city mayor. But of his three proteges, Avakov can truly trust only Tovmasyan. On the one hand, this will ensure his long and unclouded chairmanship of the regional council. But on the other hand, the tie to Avakov, who is becoming an increasingly toxic figure in Ukrainian politics, will one day play a fatal role in Tovmasyan’s career: as soon as one falls, another will immediately follow him. And then a lot of what Arthur Tovmasyan has so long and carefully hidden from journalists, the public and justice may suddenly come to the surface…
