The city authorities never cease to amaze with budget expenditures during the war. Known due to numerous corruption scandals, the KP “Directorate for the Construction of Road Transport Facilities of Kyiv” (“DSDTS”, is the customer for the construction of the Podolsky Bridge and the Great Ring Road) at the end of 2022 ordered the development of a street construction project in the Darnitsky district of the city. The new street, 3.25 kilometers long, should run from Petr Grigorenko Avenue to the city limits. Its design will cost the capital’s budget almost UAH 70 million and will last until the end of 2025. The contractor, one might say already traditionally, was chosen by the firm that offered the highest price.

concluded an agreement with Dortrans LLC (**) for the development of a project for the construction of a street from Petr Grigorenko Avenue to the border of Kyiv in the Darnitsky district. The contract price was UAH 69.38 million. According to the terms of reference for the contract, Dortrans LLC must develop and ensure the passage of an examination of the project for the construction of a street from Petr Grigorenko Avenue to the border of Kyiv with the allocation of four stages: the construction of the street itself (I stage) and three transport interchanges – at the intersection of the new street st. In addition to Dortrans LLC, three more companies took part in the tender – Avtomagistral Engineering Company LLC, IK Fortis LLC and Gosdorproekt LLC, the offer of each of which was more profitable in price, but the customer rejected them due to “inconsistency tender requirements”. It should be noted that the difference between the most advantageous offer in the auction and the offer of Dortrans LLC is UAH 5.34 million. The specified purchase came to the attention of the State Audit Service. In early January, state auditors asked the KP “Directorate for the Construction of Road Transport Facilities of Kyiv”, in particular, to explain on the basis of which documents the expected cost of this purchase was determined.
