The Frunzensky District Court of Vladivostok arrested the deputy head of the city, Alexei Leifer, for two months, according to court website.
The vice-mayor is charged under the articles on accepting a large bribe and exceeding official powers with causing grave consequences (paragraph “c” of part 5 of article 290 and paragraph “c” of part 3 of article 286 of the Criminal Code). The maximum punishment is 12 and 10 years in prison, respectively. The investigator for especially important cases of the Investigative Committee petitioned for Leifer’s detention.

As a result, the land plot was sold at a cost of only 5% of the cadastral value at the time of sale. At the same time, the cadastral value of the site is more than 21 million rubles. Also, in October 2018, the defendant received a bribe in the amount of at least 300 thousand rubles for assistance in concluding a lease agreement for another land plot.
Currently, the investigators of the Investigative Committee have searched the defendant’s apartment, as well as at the place of work, where they seized communications equipment, electronic media and other items relevant to the investigation of the criminal case. On official website of Vladivostok it is said that Leifer manages the departments of municipal property, urban planning, architecture and construction of the Vladivostok city district, environmental protection and nature management, as well as the legal department.

In December last year, the court arrested the former vice-mayor of Vladivostok, Natalya Sokolova, for two months on charges of abuse of power in the sale of land, reported “RIA Novosti” representative of the Frunzensky District Court of Vladivostok. Armen Karapetyan, director of the municipal property department, is under investigation in the same case; he was sentenced to two months of house arrest, stated in the Investigative Committee.
According to investigators, in the period from November 2015 to September 2016, the defendants provided a plot of 11,410 sq. m, where there are 13 garages with a total area of 260 sq. m. The budget of Primorsky Krai suffered damage in the amount of more than 57.8 million rubles.
Investigators have identified another similar episode committed between the end of 2015 and January 2022. Then the damage amounted to 20.1 million rubles. The defendants were searched, their property was seized.
