Aleksey Laifer is led behind the garages
Frunzensky district court of Vladivostok arrested the deputy head of the city for two months Alexey Lyiferreported on court website.
The vice-mayor is charged under the articles on accepting a large bribe and exceeding official powers with causing grave consequences (paragraph “c” of part 5 of article 290 and paragraph “c” of part 3 of article 286 of the Criminal Code). The maximum punishment is 12 and 10 years in prison, respectively. The investigator for especially important cases of the Investigative Committee petitioned for Leifer’s detention.
Alexey LaiferAccording to the investigation, in the period from December 2021 to January 2022, the accused persuaded the head of the EMS of the city of Vladivostok, who is subordinate to him, to take a positive decision on the application of a group of citizens to provide them with a common share ownership for a fee of a land plot for the further operation of 10 capital garages with a total area of 203.4 sq.m. without bidding. As a result, the land plot was sold at a cost of only 5% of the cadastral value at the time of sale. At the same time, the cadastral value of the site is more than 21 million rubles. Also, in October 2018, the defendant received a bribe in the amount of at least 300 thousand rubles for assistance in concluding a lease agreement for another land plot.
Currently, the investigators of the Investigative Committee have searched the defendant’s apartment, as well as at the place of work, where they seized communications equipment, electronic media and other items relevant to the investigation of the criminal case. Money was also seized from the dwelling for the purpose of subsequent arrest to ensure the execution of the sentence.
According to the interlocutor of KONKURENT.RU, Karapetyan spoke about the bribe that he allegedly gave to Leifer when he worked in the department of property and land relations of the Primorsky Territory Administration. In turn, Karapetyan at that time was just a lawyer.
Former head of the municipal property department of Vladivostok Armen Karapetyan entered into an agreement with the investigating authorities and is actively testifying, KONKURENT.RU sources say. It was from the words of Karapetyan that a criminal case was initiated against Vice Mayor Alexei Leifer.

In December last year, the court arrested the former vice-mayor of Vladivostok for two months. Natalia Sokolova on charges of abuse of office in the sale of land, reported “RIA Novosti” representative of the Frunzensky District Court of Vladivostok. Armen Karapetyan, director of the municipal property department, is under investigation in the same case; he was sentenced to two months of house arrest, stated in the Investigative Committee.
