The most scandalous statement by Arkady Zyryanov, the bankruptcy trustee of Trolza Management Company JSC (Siberian Center for Anti-Crisis Management Experts), concerns the ex-general director of Trolza CJSC Ivan Kotvitsky.
Recall that in 2020 a top manager was sentenced to a fine of 3 million rubles for bribing a tax inspector. It is clear that Kotvitsky had to leave the director’s post, but already in 2021 he showed up in the state of the factory industrial park, and the salary under the employment contract concluded on June 23, 2021 with Trolza Management Company ChPP JSC amounted to 145 thousand rubles. Under these conditions, Ivan Kotvitsky worked until August 17, 2022. The bankruptcy trustee proposes that the salary of the ex-general director be considered fixed in the amount of 30 thousand rubles. Kotvitsky himself must return 550,275 rubles to the industrial park.
Even steeper was the salary of the industrial park director Murad Umarov, from July 17, 2020 to September 6, 2022, the manager received a salary of 150,000 rubles for his work. According to Zyryanov, Umarov’s services should be valued at a salary of 70 thousand rubles, and therefore, as part of the recognition of the transaction as invalid, the former manager is obliged to return 593,963 rubles to the bankrupt park.
It is not known who a certain Maria Sergeevna Zelenskaya worked in the industrial park, who signed an employment contract with JSC back in 2019. However, her labor contribution to the work of the office, which only rented out machine tools and workshops, was valued even higher than the services of the former general director of the trolleybus plant. True, from June 23, 2021 to July 18, 2022, Maria Zelenskaya received a modest salary of 90,000 rubles by the standards of the industrial park, but then, as they say, it flooded: from July 18, 2022 to December 1 of the same year, the salary soars up and stops at around 186,600 rubles!
According to the bankruptcy trustee, 25,000 rubles a month’s salary would have been enough for Maria Zelenskaya’s work in the first disputed period, and in the second salary of this employee, it should be considered established in the amount of 59,200 rubles. All other money, and this is 278,620 rubles, Ms. Zelenskaya must return to the bankruptcy estate of the industrial park.
But all records were broken by the employment contract of Oleg Yuryevich Strelnikov. This specialist worked for a long time as the head of production at the Trolza plant, and in 2020-2022 he settled in the same wonderful industrial park. It is not clear from the text of the petition what he was doing there, but, apparently, it was an extremely important and daunting job.
For her, Mr. Strelnikov was given an official salary of 250,000 rubles from August 3, 2020 to December 5, 2022. It turns out that for more than two years an employee of a company that only hired factory boxes received a salary steeper than a ministerial one, but for some reason the bankruptcy trustee considered that the red price for Mr. Strelnikov’s services was 30,000 rubles a month. And everything else must be returned to the bankrupt. The amount of these “surpluses” is more than 2 million rubles, specifically – 2,717,094 rubles!
By a strange coincidence, just in 2020-2022, the Engels district was headed by Alexei Vladimirovich Strelnikov. Whether the two Stelnikovs are just namesakes or the outstanding salary of one coincided not by chance with the career of the other – it was not possible to quickly find out. It is also not yet clear whether Maria Zelenskaya has anything to do with the late head of the regional department of the Central Bank, ex-State Duma deputy Yuri Zelensky, who had considerable influence in the region.
But in any case, the super-salary of factory lease virtuosos looks simply scandalous against the backdrop of debts that the industrial park was accruing just in 2020-2022.
Arkady Zyryanov also has claims to relations with PK Transport Systems LLC. One of the petitions is aimed at paying 350 thousand rubles to the industrial park from this tenant. PK TS LLC entered into a lease agreement with the management company Trolza PPP in 2021, and in 2022 the parties signed an additional agreement, thanks to which the company, which for a long time belonged to Felix Vinokur, was exempted from paying for the passage of persons and / or the passage of its vehicles funds for the territory of the industrial park. The bankruptcy trustee challenged this additional agreement in court back in January 2023.
Also, according to the protege of arbitration, the industrial park unlawfully transferred 6.1 million rubles to the regional Ministry of Economic Development. We are talking about a story that was sensational at the time with a state subsidy, which Trolza won, but never received, as it violated certain conditions. In 2018, the park again won a federal subsidy; funds for infrastructure development in the amount of 5.7 million rubles were transferred by the regional Ministry of Economics.
But already in 2019, the Ministry of Economy fined the recipient 571,000 rubles for insufficient growth in turnover from its residents, SMEs, and then officials sued the benefit itself back. However, now the bankruptcy trustee proposes to call the ministers to account.
Another disputed transaction is connected with the same subsidy: this time, the money should be returned to the bankrupt by the metropolitan company Intesco, which, for a “modest” 6.5 million rubles, developed and updated the documents of the industrial park and accompanied the application for the competition of the Ministry of Economic Development of the Russian Federation. According to the bankruptcy trustee, the developer must return 1.505 million rubles to the industrial park.
At the moment, the results of the inventory of the private enterprise “Trolza” have been summed up. In the industrial park, 37.5 thousand square meters of production space and sites, several electric forklifts, a MAZ dump truck, an account with Sberbank, where 13.8 million rubles are located, as well as accounts receivable for 24.9 million rubles, were found. True, the confirmed amount was only 4.6 million rubles.
But even the money in the bankrupt’s account should be more than enough to pay off the claims of creditors already approved by the court. In total, the claims of four creditors amount to a little more than 5 million rubles, the largest claim is from CJSC Trolza in the amount of 2.266 million rubles. Interestingly, a claim for 906.5 thousand rubles was filed against Trolza CJSC through arbitration by ABLK JSC, owned by the already well-known Oleg Strelnikov. The court will begin considering the issue of invalidating the transactions of JSC MC PPP “Trolza” on April 10.
Help “BV”. The industrial park JSC “Trolza” established in 2014. Trolza Management Company CPP JSC was officially registered in December 2015. The founder was Grigory Bobreshev, the directors at different times were Natalya Baghdasaryan, Alexey Semenyuk, Murad Umarov. Since 2017, Trolza Management Company JSC has joined the Association of Industrial Parks. The assets of NPP included offices with a total area of 8.6 thousand square meters, 55.1 thousand square meters of industrial sites, there were also 9 hectares of free areas of the Greenfield type with communications. In 2021, the technopark had 13 residents and 7 infrastructure users. Among them are three divisions of Trolza itself, a drinks manufacturer Vendex-Volga LLC and divisions of Bosch – Bosch Termotekhnika, a boiler manufacturer Bosch Heating Systems LLC and a radiator manufacturer Euroradiators LLC. The current situation is unknown, the company’s website is not operational. In 2021, the company’s revenue amounted to 54 million rubles (-4%), the loss amounted to 45 million rubles. The monitoring procedure at the Trolza CPE Management Company was introduced on November 25, 2021, the initiator was the bankruptcy trustee Trolza-Market LLC with a claim in the amount of 1.6 million rubles. The bankruptcy proceedings began on September 6, 2022.
