While a classic war with tanks, planes and bombs is going on at the front, a secret war is going on in the rear – for resources and strategic enterprises. We are talking about the Kharkiv Institute “Energoproekt”, which develops design documentation for nuclear power facilities, in particular – for the Zaporozhye and South Ukrainian nuclear power plants, writes Anticorrosive.
True, this war is not very secret – raiding includes power scenarios, but most of the struggle still takes place in the silence of offices and courtrooms. However, this would be half the trouble if it were not for the Russians who, and this is no secret to anyone, have taken control of almost all strategically important sectors of the Ukrainian economy during the years of Independence.
Kharkiv “Energoproekt” is no exception – back in 2007, 30.19% of the shares of the institute (it is a joint-stock company) was bought by St. Petersburg JSC “Power Machines”, owned by billionaire Alexei Mordashov. In 2010, the odious businessman Dmitry Kryuchkov tried to take possession of these shares. But Prosecutor General Viktor Pshonka intervened in the case, he opened a criminal case, Kryuchkov was detained, but in 2012 the case was closed.
Then Kryuchkov ceded the same block of shares of 30.19% to the Cypriot company Biscone Limited, offshore Power Machines and Mordashov. On the same offshore Mordashov kept his shares in Turboatom JSC, which are now arrested. And Biscone Limited is on the sanctions list.
Thus, 30.19% of the shares of the Kharkov Strategic Research Institute returned to the Russians. At the beginning of the Russian-Ukrainian war, the new owners tried to distance themselves from the Kharkov enterprise, transferring it to the management of a whole group of nominal owners.
Now the ownership structure of JSC XI Energoproekt is as follows:
If we add up all the particles possessed by the beneficiaries indicated in the registries, it turns out that their sum is 91.521%. Who owns the balance of 8.49% is unknown. This is not the only strange circumstance – according to official registers, the director of Energoproekt is Sergey Zavalnyuk.
However, on the website of the institute itself, Alexander Grechko is listed in this capacity, who was allegedly removed on January 25, 2023.
The fact is that on January 24, representatives of the Mordashovskaya, that is, Russians, arrived at Energoproekt. Accompanied by a private security company, the new executives, one of whom has a Russian passport, tried to get into the strategic enterprise. The SBU worked quickly, as a result, both gave evidence.
However, despite the fact that the new leader gave evidence to the SBU, his data was entered in the state register. As you may have guessed, this is Sergei Alexandrovich Zavalnyuk. The entry of his name into the register was preceded by a series of events.
In the spring of 2022, new players join the fight for Kharkiv Energoproekt, and 19% of the shares of Russians are received by no-name people with Ukrainian passports and a little-known company: an individual Lidia Kravchenko owns a 6% stake, an individual Natalia Cherno owns a 12% , Ristens Invest LLC has a 12.192639% stake. All of them, by the way, are on the sanctions lists and have a very scandalous reputation in the media:
LLC “Ristens Invest”, which turned out to be among the owners of shares of the same “mordashov’s package”, twice tries to convene a meeting of shareholders.
The company is very young, registered a year ago, has nothing to do with nuclear energy, and already wants to remotely change the leadership of the supervisory board of research institutes during martial law in Ukraine. The leadership of the Kharkiv “Energoproekt” turned to the State Property Fund, the National Security and Defense Council and the Security Service of Ukraine for help, because it was precisely because of suspicions that the accounts of Russian owners were blocked from February 24 and the company could not carry out banking operations.
However, “this help” was such that the “Mordashovites” were able to hold a meeting, as a result of which the former People’s Deputy of Ukraine of the VIII convocation, the former head of the Ternopil Regional State Administration, the odious Yuriy Chyzhmar, became the head of the Supervisory Board from the state. He begins the procedure for appointing a new director of Energoproekt. Subsequently, a supervisory board led by Chizhmar appoints a man who came from Moscow a few years ago, where he worked as deputy director of a Russian state institute, Gennady Barabash.
Another scandal broke out, Chizhmar was fired from the post of head of the supervisory board. Instead of Chizhmar, the Mordashov Supervisory Board elected a new chairman. It turned out to be a certain Mr. Kuzyuk. An interesting personality: he was born in Russian Bryansk, changed his passport several times, when and how he became a citizen of Ukraine is unknown. In some documents, Kuzyuk indicates that he was born in the Ivano-Frankivsk region. It was this person who was chosen by the State Property Fund for the position of an independent member of the Supervisory Board of Energoproekt.
It is Kuzyuk who leads the other dummy members of the council. There is an interesting fact – Kuzyuk from SPFU was also elected to the Supervisory Board of the Sumy Institute of Atomic Enjoyment. There, 50 percent belong to the state, and 49 percent, of course, to the Russians. And also an atomic branch, and also there is no nationalization. I wonder what it is if not treason?
After the dismissal of Chizhmar Barabash, they hid, and instead of him they urgently found and put to the vote a person who was dismissed from Energoatom for corruption, a certain Mr. Sergey Zavalnyuk, who has been listed as the head of the institute since January 25, 2023.
Despite the court’s ban, private notary Oksana Korotyuk, who is a friend of Chizhmar’s wife Ekaterina, entered the person Mordashov into the register of leaders. Ekaterina Chizhmar worked for many years as the head of a department at the Ministry of Justice and was in charge of a notary. Yury Chizhmar has so far remained to work in a senior position at the State Property Fund.
Such is the course of events. A logical question arises – why should Russians so openly expose their agents in the midst of hostilities and in a situation where the Ukrainian special services, including under pressure from civil society, are forced to search for and expose those agents?
The answer is simple – Energoprojekt stores the design documentation for the Zaporizhzhya NPP. The same nuclear power plant that the Russians captured and are now trying to include in their energy system. For success, the design of the station is very necessary and the enemy found helpers. The SBU initiated a criminal case on the fact of the above events, but almost a month has passed, and no significant changes are visible: none of the above people, whose involvement in Russian agents can be asserted with almost one hundred percent probability, have no problems. And Sergey Zavalnyuk, according to the state register, is the current director of JSC HI Energoproekt.
