The Investigative Committee suspected Tatyana Volosovets, professor of the Russian Academy of Education (RAO), who headed two institutes for the study of childhood and family problems, of embezzling state funds on a large scale and initiated several criminal cases against her, Kommersant learned.
According to the investigators, Volosovets at least twice committed especially large embezzlement of state funds (part 4 of article 160 of the Criminal Code), and another criminal case against her is still considered just a large embezzlement and was qualified by the investigation under part 3 of the same article of the Criminal Code.
The TFR believes that all three frauds occur in 2018-2020, when Volosovets headed the Federal State Budgetary Scientific Institution of the Russian Academy of Education, the Institute for the Study of Childhood, Family and Education. The investigation managed to establish that, heading the institute, Volosovets actively used official privileges.
So, in 2018, she issued herself so-called incentive bonuses for a total of 82.4 thousand rubles, and becoming acting. director of the institute in 2019, illegally rewarded herself and her closest subordinates for a total amount of more than 1 million rubles. By the end of the same year, the professor, according to investigators, began to take contracts from the institute to carry out scientific work on the study of childhood problems within the framework of the state task and pay for them herself. In addition, investigators believe that Volosovets leased her personal BMW 420d to the organization, which she used for personal purposes.

Volosovets was born in 1965 in Taganrog. In 1995 she defended her Ph.D. thesis in the specialty “special pedagogy” (speech therapy), then became an associate professor at the department of speech therapy at Moscow State Pedagogical University. From 2002 to 2004 – Head of the Department of Special Education of the Ministry of Education of the Russian Federation. Later she worked in the structures of the Ministry of Foreign Affairs and in the Peoples’ Friendship University of Russia.
