The prosecutor’s office of Sochi turned its attention to the “LSR Group” Molchanov
The Sochi prosecutor’s office had suspicions about the transparency of transactions for the acquisition of local sanatoriums. In particular, there were questions to the “LSR Group”, claiming almost the title of a monopoly on the local market. The owner of LSR, as you know, is billionaire Andrey Molchanov.
A corresponding request was made to the heads of the regional departments of the Federal State Registration Service for the Krasnodar Territory. Prosecutor Yevgeny Yelin requested copies of registration documents. He is mainly interested in transactions for the transfer of ownership of large sanatoriums.
PJSC LSR Group is developing a single complex in the Khostinsky district with the provision of sanatorium and resort tourism services. In particular, the improvement of beach areas is implied.
During the summer 25th St. Petersburg Economic Forum, LSR managers signed a number of contracts with the regional authorities. The new project was estimated at 24.4 billion. It included large sanatoriums in Sochi, such as “Volna” and “Crystal”. Naturally, the entire infrastructure also passed to the disposal of the new owner.
In 2020, the developer became the legal purchaser of another large hotel – Primorskaya. This object is included in the list of architectural monuments. It was built in 1936.
The hotel was closed in 2015 as the building needed a major overhaul. Further use was not possible due to the risks associated with the emergency state of the object.
“Primorskaya” is a rather valuable urban object. Not only the date of construction plays a role here, but also a good location in the “golden triangle”, in the very heart of Sochi, within walking distance from the sea. The developer plans to invest 21 billion. These funds will be used to expand the number of rooms. The old building of the hotel will be reconstructed, as well as new ones will be built.
The city is worried that the LSR historical object will be completely dismantled. Given that this building is an urban heritage, concerns are understandable. On the basis of suspicion, the Open Sochi movement requires various supervisory agencies to organize an inspection, and accuses LSR Group of violating the law in the course of construction work.

Molchanov himself is also familiar with the political spectrum. In April 2007, he was appointed to the post of assistant to the Minister of Health and Social Development Mikhail Zurabov. In the period 2008-2013. was a senator of the Federation Council from the government of the Leningrad region.
