The collision of two tankers TR-901 and TR-900 “Erofey Khabarov” occurred on June 12 at 21:15 near the village of Alekseevsk, in the Kirensky district.
The first ship was being repaired in the port, and “Erofey Khabarov” was carrying 832 tons of gasoline. Due to the collision, the TR-900 tank was damaged. As the governor of the Angara region, Igor Kobzev, said on his Telegram channel, there were 138 tons of fuel in the damaged tank car of Erofei Khabarov.
And this is not the first case of a collision of ships on the Lena River since the beginning of the opening of navigation. On the night of May 25, the ship “Vasily Dubrovsky” collided with a barge and the ship “Sergey Pokhabov” in Ust-Kut, and a few days later, on May 31, the ship “RT-482” and the ship “Kapitan Kablukov” collided near Ust-Kut.

The investigation has already found out that the captain of the tanker “Erofey Khabarov” did not knit a bast during the passage of Alekseevsk, therefore the captain’s assistant controlled the tanker … But are there really so few such emergency situations in the Lena United River Shipping Company (abbreviated as LORP)? But the accidental settling of ships entails not only additional costs. The danger is that such slop ships can be lost during ice drift. He can tear down and crush.
And these were unique vessels that, with a small draft, are capable of taking a lot of cargo. They are ideal for working on northern rivers.
In fact, the situation with the river fleet in Yakutia is extremely difficult to this day, if we take into account the state of emergency of June 12 near the village of Alekseevsk.
“Multi-station” Larionov
Let’s take a look at the Lena United River Shipping Company, which has been run by the infamous Sergey Larionov, a deputy of the State Assembly of Yakutia, for more than ten years.
The Lena United River Shipping Company is the flagship of the water river transport of Yakutia. The controlling stake (51% of the authorized capital) belongs to the Ministry of Property and Land Relations of the Republic, and the main shareholders of the company are Sergey Larionov, General Director of OJSC “LORP” (8.83%) and entrepreneur Irina Chistyakova (5.29%).
The annual turnover is calculated in billions. LORP, as a strategic republican transport company, is annually supported by state budgetary guarantees.
The shipping company disposes of “cosmic” amounts: the shipping company is a supplier in 454 state contracts for 5.2 billion rubles. And the customer in 1252 contracts for 12.8 billion rubles.
The media wrote that Mikhail Larionov could implement schemes to embezzle budget millions. This follows from the video published on the portal.
The authors of the video mention the contracts that went to Freight Transportation LLC as the only supplier, as if because the conditions of the tenders were created specifically for this office.
In total, Freight Transportation has recently received 14 contracts worth 4.4 billion rubles from LORP.
But the founder and CEO of the company is a certain Vladislav Atlasov. And Mr. Atlasov seems to be the nephew of Yegor Vinokurov, an assistant to Sergei Larionov.
Is that why “Cargo” and get such “carrots”?
Such an interesting detail: until 2018, Fondano Limited (Republic of Cyprus) was listed as the founder of Freight Transportation LLC. And, as you know, if you own a foreign company, it is easy to fuse the “tugriks” across the cordon.
LLC “GT Nizhny Bestyakh” can also boast of an enviable volume of orders from LORP – almost half a billion rubles.
They say that Yegor Vinokurov previously worked for this office.
But Atlasov and Vinokurov may not be the only ones through which Mr. Larionov acted.
Mirage – Zhatai shipyard
Another plot emerges, in which Mr. Larionov and KO could take the most active part.
Respectable citizens have been tormented by the question for more than a day: where did the budget billions that were allocated for the creation of the Zhatai shipyard in Yakutia evaporate?
There is still a lot of obscurity in this dark history.
For example, the attitude of the RF Ministry of Industry and Trade is unclear. The Ministry of Industry and Trade proposed to postpone the commissioning of the Zhatai shipyard from 2021 to 2023. Then there will be problems with penalties. In this case, the regional Development Corporation of Yakutia will have to fork out. And, apparently, and LORP too.
The desire of the Ministry of Industry and Trade to save organizations from having to pay a penalty can be explained by the fact that behind the LORP is the influential Sergey Larionov, who could not only participate in schemes for the withdrawal of budget money, but also initiate criminal prosecutions of his competitors. Here it is necessary to recall the following figures: for the project of the Zhatai shipyard in 2019–2021. 4.1 billion rubles of budget investments were allocated, and in 2016–2018. 750 million rubles were raised from the Development Corporation of the Republic of Sakha Yakutia.
At that time, the money was issued to Zhatai Shipyard LLC, which in 2018 was reorganized into a joint-stock company.
One of the reasons for the postponement, the department calls the untimely attraction of credit funds for the purchase of equipment by Zhatai Shipyard JSC. And this happened because the authorities of Yakutia delayed the deadlines for issuing guarantees that the company’s costs for paying the principal and interest on the loan would be compensated.
And another role in the slow pace of the project was played by the abnormally low temperature in winter and the difficult transport accessibility of the village of Zhatay.
It turns out that the bitter frosts, impassability are to blame, but not the Corporation for the Development of Yakutia and LORP.
By the way, Yakutia Development Corporation JSC has been receiving losses of tens of millions of rubles for several years. The Development Corporation ended 2020 with a loss of 73.8 million rubles due to a decrease in income from investments. And it is unprofitable for the second year in a row. If in 2019 the losses amounted to 10.7 million, then a year later they increased by 7 times.
The Development Corporation was established in December 2014 by the Ministry of Economy of Yakutia. The company implements investment projects in the field of energy, shipbuilding, development of a network of industrial and agro-industrial parks, industrial clusters and territories of advanced socio-economic development in the republic, etc.
But the shipyard itself should appear on the basis of a shipbuilding and repair plant built in 1943 in the village of Zhatay. It is assumed that in the future the shipyard, the cost of which was initially estimated at 5.75 billion rubles, will be able to build 10 ships, modernize 6 and repair 120 ships per year. This will help ensure uninterrupted cargo transportation in the remote Lena basin, isolated from other rivers, as well as in the Arctic zone of the Russian Federation.
But where did the budget billions disappear to?
Case of Evgeny Balo
In this regard, the criminal case of the director of the Lenaturflot company (a structure of the LORP) Yevgeny Balo is extremely interesting.
In 2003, LORP created a subsidiary company “Lenaturflot”, whose job was to manage all cruise, passenger and high-speed vessels.
In 2015, the General Director of the “Lenaturflot” Evgeny Balo created 4 private companies: “Lenaturflot-S”, “Lenaturflot-B”, “Lenaturflot-K” and “Lenaturflot-SPK”.
In these offices, Balo himself was a 100% founder.
Being the owner of private companies and at the same time the head of a subsidiary of LORP, Evgeny Balo concluded a lease agreement with himself and transferred fleet management to his personal companies.
The criminal case was opened on June 27, 2018. Yevgeny Balo was accused of large-scale fraud and tax evasion.
According to investigators, in 2015-2016. Yevgeny Balo appropriated 45 million rubles from the state subsidy allocated for the organization of river passenger transportation. This was reported by Komsomolskaya Pravda. Yevgeny Balo spent several months in a pre-trial detention center.
On July 6, 2020, the case was dismissed due to the absence of corpus delicti in the act. Then the former director of the Lenaturflot company sued 300 thousand rubles for a two-year illegal criminal prosecution.
In the lawsuit, he explained that he was placed in a pre-trial detention center in Yakutsk, then there was house arrest and a written undertaking not to leave. This affected his family life.
Evil tongues gossiped that all the schemes were invented and supervised by the head of the LORP, deputy Sergey Larionov, and Evgeny Balo was just a performer. However, this is just an assumption, and the investigation had claims only to Yevgeny Balo.
But in the end, the criminal case of Yevgeny Balo collapsed, and the “gray” schemes continue to bring in millions.
