The showdown around the multibillion-dollar inheritance of the late businessman from the Forbes list Oleg Burlakov turned into regular courts.
Moreover, the subject of the dispute was the shares in the Tyumen asset of the oligarch ¬ “Social Housing”, which later, together with dozens of hectares of land, was transferred to the beneficiary of the TIS Group of Companies Viktor Belichenko. Now Burlakov’s widow has filed a lawsuit in the district court of St. Petersburg for hundreds of millions of rubles against the businessman’s sister and her spouse, Burlakov’s partner, announcing the withdrawal of property. Belichenko was also involved in the proceedings, who, as market participants say, distributed the land long ago. Experts see risks for builders in the disputes around Social Housing, pointing to poorly predictable results and, for example, interim measures that can seriously hit existing projects. At the same time, observers draw attention to a whole series of conflicts around the business of Viktor Belichenko, which have unfolded recently and have become the basis for courts with the Federal Tax Service and officials. Meanwhile, in Tyumen, they continue to prepare for the redistribution of Burlakov’s inheritance – work is underway on both commercial real estate and Stroylesbank, and the oligarch’s will is being challenged even in Monaco.
The Petrogradsky District Court of St. Petersburg will hold a hearing on the claim of Lyudmila Burlakova, the widow of a businessman from the Forbes list Oleg Burlakov, against his sister Vera Kazakova and Nikolai Kazakov. As reported by the joint press service of the courts of St. Petersburg, we are talking about the recovery of 800 million rubles, and the subject of the dispute was a stake in Social Housing LLC (Tyumen).
This company appeared on the public agenda in conjunction with a deal to acquire 40 hectares of land from Burlakov, the beneficiary of the Tyumen TIS Group of Companies, Viktor Belichenko, which were registered as a company. Then the cost of the transaction was estimated at about 1 billion rubles, and Belichenko became the only participant in OOOshka.

According to Kontur.Fokus, before Belichenko, Vera Kazakova was the owner of a 100% stake in the company, before her, the company was completely owned by Nikolai Kazakov for several months, while earlier 80% in it belonged to Oleg Burlakov.
As follows from the material of the court, the plaintiff believes that the transactions for the alienation of shares, “obviously, were sham and were aimed at circumventing the legal requirement to obtain the consent of the spouse and the withdrawal of property from the common.”
We add that the press service mentions Viktor Belichenko in this case as a third party. In the court file, however, he is listed as one of the defendants.
Speaking about the proceedings, market participants agree that this conflict is more related to relationships within the Burlakov family. So, after the death of a businessman in the Lapino clinic near Moscow, courts quickly unfolded, the participants of which were Lyudmila Burlakova, who was in a divorce proceeding with the oligarch, his sister Vera Kazakova and Nikolai Kazakov, who, unexpectedly for many, declared himself a full-fledged partner of the late businessman, as well as a stewardess of the personal aircraft Burlakova Sofia Shevtsova.
According to the Daily Mail, Burlakov’s legacy was estimated at about $3.9 billion. As the publication reported, now Lyudmila Burlakova is also trying to challenge the businessman’s will in court in Monaco. Pravda UrFO, in turn, spoke about the proceedings that unfolded around LLC CB Stroylesbank (Tyumen), as well as manipulations with the shares of Burlakov’s partner, Deputy Governor of the Tyumen Region under Sergei Sobyanin, Pavel Mitrofanov.
Interlocutors of the publication on the Tyumen real estate market note that disputes around Social Housing LLC can also carry significant risks. “It is clear that the land has long been re-registered for individuals, Belichenko himself and the group’s companies, and some even given to other developers. It is difficult to predict how the courts will turn. If, for example, some interim measures are taken, this could be a blow to construction projects. It is always a difficult process, ”says the source of the publication.
“Viktor Belichenko was not very lucky with this land. I bought it in 2019, I started building up only now, and then a small piece, and now there is a scandal and courts, ”the Agenda Telegram channel notes.
Another interlocutor of the publication draws attention to a series of conflicts that unfolded around the large Tyumen developer GK TIS and Belichenko.

The company actively sued the claims, but lost a significant amount of disputes.
The courts also failed regarding about 20 hectares of land near Zatyumensky, which, as the source of the publication adds, “spoiled the group’s relations with officials.” “It remains to be hoped that no one will try to sue the developer for another plot bought for 1 billion – 20 hectares near Lake Alebashevo. After all, he bought it from the structures of another scandalous entrepreneur, Dmitry Mazurov, the ex-owner of the Atyrau Refinery, ”the Agenda adds.
