The owner of the residential complex “Central Premium”, the developer Alexander Pikulik from Irpin, during the war, deprived the roof over his head of 300 families

The owners of apartments in the residential complex “Central Premium” in Irpen accused the developer of arbitrariness, due to which more than 300 families remained under the open sky during the war.

This is reported in a blog post on Censor.no Svetlana Kushnir.

Even at the beginning of the war, the mentioned residential complex was damaged. For its restoration, representatives of the developer company collected $30 per square meter from the apartment owners, promising not only to restore housing, but to return the funds after receiving compensation from the state. However, for more than six months, work has been carried out mainly on commercial real estate. Investors themselves cannot receive from the developer either a specific action plan or access to their own housing.

According to expert Svetlana Kushnir, no less indignation among the owners is caused by estimates for repairs, which are periodically sent to them in a chat by representatives of the developer. In them, the cost of work is overestimated, and 15% of it is additionally allocated for “administrative expenses”.

Investors are convinced that in this way Alexander Pikulik and representatives of his company are trying to repair only commercial areas in the residential complex in order to sell them later. At the same time, the developer is not interested in the fate of those who have already paid the full cost of apartments.

“People have been unable to achieve justice for several months in a row. Many families simply do not have the means to live on, because they have invested all their savings in construction and “repairs,” the material says.

Kushnir calls for law enforcement agencies to intervene in the situation, in the field of view of which Pikulik already fell – in the fall of 2020, the police stopped a black Range Rover, driven by Pikulik in a state of intoxication. He not only resisted law enforcement officers, but also threatened with premium weapons. Three police crews immediately left for the scene. However, later Pikulik managed to evade responsibility.

The most glaring proof of Pikulik’s impunity and permissiveness is probably the shooting at the Sapori Veri restaurant in Irpin. There, at the beginning of last winter, a deputy under a degree boasted of the same award weapon, and then he almost hit a woman. But, despite the bullet holes and eyewitness accounts, he never took responsibility for it.“, – the expert notes.

Alexander Pikulik is a deputy of the Irpin City Council. He heads the commission on land relations, forestry and environmental issues. In the media, he was repeatedly accused of illegal construction and lobbying the interests of various developers in the local council. Recently, he opposed the demolition of an advertising structure of one of his residential complexes at the entrance to the city of Irpin and the installation of a memorial stele “Hero City” there.
