One of these days, the Ukrainian Verkhovna Rada will decide on the deprivation of the mandate of deputy Vadim Stolar, a member of the so-called Monaco battalion. What made the parliamentarian who escaped the war famous for?

In recent days, the deputies of the Verkhovna Rada have been fiercely figuring out which of the people’s deputies of the Opposition Platform – For Life party is the biggest fan (traitor) of Ukraine: who and when fled abroad with money and what did not do for the Motherland. So the president’s office Zelensky deal with political rivals.

After the outbreak of hostilities, the country hurriedly left business brothers Igor and Grigory Surkis, known to the football world as the owners of the Dynamo Kyiv club. Now they are regularly seen in the casinos of Monte Carlo.

In addition to them, a representative of the Opposition Platform for Life Party, 38-year-old Igor Abramovich, one of the youngest and richest deputies of the last convocation, was spotted on the French Riviera.

Another – now a former representative of the party – 40-year-old Vadim Stolar. The other day he was accused of collecting more than 100 million hryvnia from ordinary Ukrainians for the war with Russia, after which he fled to Nice.

In Ukraine, fugitive deputies have already been christened Battalion “Monaco”.

Another people’s deputy from the banned Opposition Platform for Life, Igor Abramovich, was spotted by UP journalists near the house on the picturesque Cap Ferrat. Near Abramovich’s house, journalists noticed two “Mercedes” registered to Abramovich Elena Davydovna. Judging by the year of birth, this woman may be the mother of Deputy Abramovich. According to the French registry, at the address where Abramovich lives, the company of Russian banker Boris Davletyarov is registered. Journalists suggest that the Ukrainian MP can rent a villa from a Russian banker.

Reference: Stolar and Abramovich left Ukraine a few days before the Russian attack and have not returned since. Since the beginning of the full-scale invasion, for six months, people’s deputies have not attended a single meeting of the Verkhovna Rada.

The friendship was so strong that until the end of 2012, the deputy rented a villa in Koncha-Zaspa, which belonged to the son of the head of Kyiv. Probably, with the active support of Cosmos, Stolar gained weight in the construction market of Kyiv and not only turned into one of the largest developers in the capital, but became a man whom the Ukrainian media called the “shadow mayor of the city” and “watching Kyiv.”

When in the 2010 presidential election the team Viktor Yanukovych came to power, Stolar did not hesitate for a long time, but immediately went to the competitors of the “orange” – to the blue and white Party of Regions, with the help of which he managed to become a deputy of the Verkhovna Rada. Here he worked in the Committee on Combating Organized Crime and Corruption.

In 2014, after the collapse of the Party of Regions as a result of MaidanStolar left the party and returned as a deputy to the Kyiv Regional Council, where he rose to the position of deputy head of the Budget Commission for attracting investments.

In 2019, Stolar managed to return to the Verkhovna Rada under the flags of the Opposition Platform for Life. Interestingly, joining the party coincided with a voluntary contribution to the party fund – Stolar donated 1.6 million hryvnia. Almost immediately after the start of the SVO, he left the Opposition Platform for Life, and in May 2022, indicatively, he joined the patriotic deputy group Restoration of Ukraine.


Stolar managed to get away with the corruption scandals he regularly got into. Each time, in the Ukrainian media, his full name was side by side in stories about the theft of tens of millions of hryvnia from government agencies. And the last time – in 2020 – Stolar was involved in a story with the theft of 139 million from Ukrgasbank, allocated for the construction of the Kyiv metro, but it never came to a criminal case.

On the streets of Monte Carlo and Nice, you can see two SUVs from Mercedes: a white GLS 350 and a black GLS 400. They belong to Vadim Stolar and his father Mikhail. Interestingly, the formal owners of both machines are firms. Both men are careful not to once again shine their property and personal data.

The whole large family of the deputy also lives here: the owner of Ukrainian boutiques is wife Inna with three children, father Mikhail, who is also engaged in real estate business, the owner of a number of large enterprises, mother Yana is the owner of the travel company Yana Luxury Travel. She, despite her age, about 10 years ago became the mother of two twin daughters – Stolar sisters.

Since 2018, compatriots have been regularly meeting the People’s Deputy in the best institutions of Monaco and the French Riviera. He often and magnificently celebrates the holidays in the company of friends-deputies, relatives and business partners. Ukrainian pop stars and even Russian rappers sang at these parties.

Since February 24, the deputy has not been at any of the meetings of the Rada, but he reminds of himself with actions in support of the army: he collects money among Ukrainians for food and uniforms. Stolar wanted to please Zelensky, but this did not help him.

Stolar has something to lose. Until recently, he was one of the largest developers in the capital of Nezalezhnaya, an influential businessman with good connections.

Despite the fact that now neither assets nor business are formally recorded on the deputy (he left the founders of all his firms), Stolar’s name is still associated with at least four Kyiv construction companies that continue to work in the capital to this day. Interestingly, the co-founder of some of them is the son of the former mayor of Kyiv, Leonid Chernovetsky, Stepan.

The deputy owns a huge 33-storey class “A” business center “Sail” in the Pechersky district of the capital, almost on Lesia Ukrainka Boulevard. From the windows of the center opens a panorama of the central part of Kyiv.

Another skyscraper – 101 Tower – is located on Lev Tolstoy Street in the Solomensky district of the city not far from the railway station. Ukrainian real estate market experts reported that Stolar has a stake in this project.

Until this summer, the deputy actively invested in his own television network Live.Network. It was supposed that television studios would appear in all regional centers of Ukraine. However, only three were launched – in Kyiv, Odessa and Kharkov, after which there were reports that the Stolar project was being closed.
