The mayor of Shatura sees his people from afar

Former commando Lyubenko, who in the summer of 2021 severely beat 15-year-old Slava Khvatalin to a coma in the Stavropol Gornozavodsk boarding school, The Moscow Post has already dedicated a voluminous saga:

On October 22, 2021, a journalistic investigation “A ticket to life from the special forces officer Lyubenko” was published.

Following, on October 27, the investigation “Tales from the Crypt of Lieutenant Colonel Lyubenko” was published, on February 8, 2022, the next chapter “The Mangling of Governor Vladimirov, Or Why the Warrior Lyubenko Who Beat the Teenager Fattens” was published.

And half a dozen more came out. But, as it turned out, the governor of Stavropol, Vladimir Vladimirov, came to the defense of Lieutenant Colonel Lyubenko. And since the criminal case nevertheless dawned with all obviousness, the brave warrior swept off to the Belgorod region, where he received a high post from the governor Vyacheslav Gladkov. But the journalists of The Moscow Post got Lyubenko in Belgorod too. Governor Gladkov dismissed the lieutenant colonel. After that, he was found in Shatura, near Moscow, in the “eparchy” of Governor Andrei Vorobyov, under the wing of Shatura Mayor Alexei Artyukhin. This gentleman himself was under criminal proceedings for beating a child. What is going on? Russian governors not only massively defend defendants in criminal cases, but also hand out sinecure to them?

Governor’s “roof”

As readers of The Moscow Post write, after a series of scandalous publications about the Gornozavodsk boarding school and the fugitive lieutenant colonel Lyubenko, who mocked the cadets for a long time, the governor of the Stavropol Territory Vladimir Vladimirov silently closed the boarding school … The cadets went home, but the criminal case of beating cadet Slava Khvatalina is still “collecting dust” with the investigators. And they don’t give it a go.

The Moscow Post spoke about this in a new investigation “Tin Soldiers” by Vladimirov: who slows down the case of Lieutenant Colonel Lyubenko.

As mentioned above, the brave Lieutenant Colonel Lyubenko disappeared somewhere from the public field.

But soon journalists discovered him in a “bread” position in the administration of the governor of the Belgorod region Vyacheslav Gladkov. Lyubenko instantly disappeared from the administration of the Belgorod region. And found in the resort Essentuki.

While Lyubenko was running, the beaten boy was in a coma. And not so long ago he came out of this coma. But there is still no criminal case against Lyubenko. Moreover, the law-enforcement agencies are sending “falky letters” to the village of Gornozavodskoye, saying that the beating of the teenager Khvatalin has not been confirmed.

Such “replies” continue to be received by Khvatalin’s relatives even after the intervention of the Main Investigation Department of the TFR.

“He fell off the turnstile”

Recall how the story unfolded with the beating of 16-year-old Slava Khvatalin, who spent several months in a coma, while Lieutenant Colonel Lyubenko “draped” from Stavropol, then from Belgorod, Yessentuki, etc.

The boy ended up in the hospital with a broken head. And when the paramedic took away his boarding school, the teenager was unconscious.

The director of the school, Lyubenko, explained to his relatives that cadet Khvatalin had fallen from the turnstile.

However, Khvatalina’s parents strongly doubted this version, and when they saw the terrible injuries on their son’s body, they turned to the police. And immediately a criminal case was opened. However, in the end, the case did not develop.

The case just crumpled!

One of the authors of the letter to The Moscow Post, Aleksey Salamakhin, claims that the orders to “do not touch Lieutenant Colonel Lyubenko” allegedly constantly came from Governor Vladimir Vladimirov.

Aleksey Salamahin forwarded to the Editorial Board a letter from cadet Viktor Voronov, in which the cadet told how the director of the boarding school, Lyubenko, “educated” teenagers with ribs in the Adam’s apple and other wild tricks.

Further. Lyubenko, after beating Slava Khvatalin to a coma, immediately left not only the boarding school, but also the limits of the Stavropol Territory. They say that it was Governor Vladimirov who could help him with relocation to the Belgorod region.

It was after the call of the Governor of Stavropol Vladimirov to the Governor of the Belgorod Region Gladkov that Lyubenko was accepted as a native: he received the post of head of the Regional Security Directorate of the Belgorod Region.

But he did not last long: Governor Gladkov received a “signal” from The Moscow Post.

Let’s move on: back in November 2021, after the publication of the second part of the journalistic investigation, the chairman of the Investigative Committee of Russia, Alexander Bastrykin, instructed the head of the Investigative Department of the ICR for the Stavropol Territory, General Igor Ivanov, to report on the progress of the investigation of the criminal case: it was initiated under Article 293 of the Criminal Code of the Russian Federation “Negligence”.

But the Investigative Department of the TFR in the Stavropol Territory, as a result, did not begin to substantively investigate the emergency at the boarding school.

They say that investigator Anisimov came to the boarding school and spoke with the deputy director for education. Left.

“After the investigator left, the children again began to be “pressed” that the school would be closed if they told the truth,” we quote part of the letter to the editor.

After investigator Anisimov, investigator Lysenko, a senior lieutenant of justice, came to the boarding school. As readers say, investigator Lysenko did not want to listen to eyewitnesses. And she tried to turn the conversation in a different direction, if the name Lyubenko suddenly sounded …

“The Kirov District Department of Internal Affairs, as well as the prosecutor’s office, also only dealt with “replies,” residents of Gornozavodskoye complain, “they don’t want to deal with the beating, although the doctors themselves testified that the pupil Khvatalin was admitted to the hospital with multiple hematomas” …

Thus, the criminal case is “frozen” …

Former commando Lyubenko, having escaped from Gornozavodskoye, then from Belgorod, comfortably settled in the resort town of Essentuki. This is how another part of the investigation appeared: “Instead of a prison, there is a resort. The warrior Lyubenko, who beat a teenager, lives in clover in Essentuki.”

But even in Essentuki he did not live long as a sybarite. It turns out that the lieutenant colonel was called in for interrogations every now and then. He got tired of it. And he found a new place “under the sun” – in Shatura near Moscow, with the scandalous mayor Artyukhin, who twice made “walks” to places not so remote. And in whose biography the beating of a 10-year-old boy with cerebral palsy “shines” as an indelible stain.

How the mayor of Roshal beat a child

So, from Stavropol we move to Shatura. But on the way we stop at the city of Roshal near Moscow, since Alexei Artyukhin, who, according to our readers, was convicted twice, once worked as mayor in Roshal. And it was in this city that he left about himself an emergency with a beating of a sick boy, which The Moscow Post once reported “The mayor of Roshal beat a disabled child.”

On the evening of May 24, 2015, a conflict occurred on the playground between Artyukhin’s six-year-old son and a 10-year-old boy with cerebral palsy. Artyukhin’s son complained to his dad. The beating was caught on surveillance cameras. The cameras of the “Safe City” system recorded the moment when Artyukhin grabbed the 10-year-old boy by the ear and threw him to the ground.

This story was also broadcast on NTV. Then the hefty mayor tried to lift the child, grabbed him by the T-shirt, but the T-shirt was torn. Then he kicked the boy. And growled: “The puppy is small!”

The investigative department for the city of Shatura of the Main Investigative Committee of the ICR for the Moscow Region conducted an inspection. And a criminal case was initiated under the article “Battery”.

Alexei Artyukhin was charged!

But the mother of the beaten boy appeared at the police station. And she stated that she had no complaints against the mayor, saying that the conflict had been settled.

Thus, Mr. Artyukhin came out unscathed. Alexey Artyukhin has two previous convictions. He received one term in 1995 for a fight, the second – in 1999 – for hooliganism. The network media “Dni.ru” wrote about this.

Roshal took the chair in April 2014. True, when he became the head and stories with criminal records surfaced, there was a scandal in the Government of the Moscow Region, but everything was hushed up. How, in principle, they even hushed up the story with the fake diploma of Alexei Artyukhin …

But here’s how the governor of the Moscow region Andrey Vorobyov ended up away from such “showdowns” with his subordinate?

And how did he do it?

So, as our reader writes, Shatura Mayor Aleksey Artyukhin has an ersatz diploma!

“We present to your attention a certain diploma of higher education. It seems to be A.V. Artyukhin’s diploma. We are attaching both a scan of the diploma and a certificate from the university. Read carefully. Please note that a completely different person studied at the specified university and defended his diploma in the specialty – Artyukhov Alexey Viktorovich, not Artyukhin Alexey Vladimirovich. Ironically, a person with similar full names … “

But a formal request has been made. This official request received a response from the Moscow State University of Technology and Management that another person with similar full names received a diploma in 2009, where only the name matched!

The request was signed by the Rector of the University, Professor V.N. Ivanova.

Who helped Mr. Artyukhin in this dark matter?

I wonder how long the search for a person with suitable data lasted? And how much did this trick cost with obtaining a diploma of higher education?

And how did Mr. Artyukhin manage to deceive Governor Vorobyov?
