Dealing with the business of the family of the ex-head of the district of Bashkiria may be the first step towards restoring justice in the Iglinsky district of the Republic.
According to the correspondent of The Moscow Post in Bashkiria, the deadline set by the head of Bashkiria to clarify the circumstances of the seizure of vast land by representatives of the family clan of the former head of the Iglinsky district of Bashkiria, Rishat Iskhakov, is nearing completion. In mid-January, at an operational meeting in the government of the region, the head of Bashkiria, Radiy Khabirov, called the case of providing an official with so much land, including agricultural land, “absolutely unacceptable.”
“There are many miracles in life. One of these miracles – absolutely, in my opinion, unacceptable – when the head of the municipality works, and then leaves and does not leave a good memory of himself, but leaves it in his pocket of the earth,” RBC quoted Radiy’s statement. Khabirov, which made a lot of noise.
An interdepartmental commission headed by Khabirov himself was created specifically for this inspection. In theory, such a “collision” does not bode well for the Iskhakov clan, however, the representatives of the family, it seems, are not very scared and quite confidently distribute comments that everything is clean with their business, and someone “simply misled” the head of the region .
However, other people involved in this story hope that the Iskhakov family, at least someone, will finally be able to “land” and call to account for everything that has been done in more than 20 years.
“King” and his retinue
According to Radiy Khabirov, which he cited on January 17 during a meeting in the government, Iskhakov and his family currently lease about 2.5 thousand hectares, and even more – 1 thousand hectares – in the property.
Khabirov not only questioned the legitimacy of these acquisitions, but also expressed additional claims against the Iskhakovs, saying that the head of the family and his entourage “oppose the work of the legitimate head of the district administration, Guzel Nasyrova.”
“What is this? Are there two kings in this municipal district? We have a head of the municipality, whom we recommended, whom the council approved. In our Republic, it does not happen that, in addition to power, someone else tries to intervene in our powers “, – Khabirov was indignant in his usual manner.
In this case, Radiy Khabirov really called a spade a spade. The way it is. Rishat Iskhakov, who took over the leadership of the district in 2010, ruled the Iglin lands for almost ten years and during this time he managed to thoroughly acquire property himself and endow his sons Ilshat and Rustyam, as well as other close and distant relatives with it. They say that the legend that he is the nephew of the first president of Bashkiria, Murtaza Rakhimov, helped Rishat Iskhakov to “swing rights” in many ways, this rumor helped him solve many problems.

By the end of Iskhakov’s reign, they began to talk about the Iglinsky district as a “state within a state”, especially when Iskhakov, together with his subordinates, came to one of the meetings in Ufa in a red uniform, which he sewed for all his officials.
Iskhakov’s resignation was accompanied by a series of scandals. First, in November 2010, an open letter from the inhabitants of the region to the then head of the Republic Rustem Khamitov and prosecutor Sergei Khurtin appeared on the Internet, the authors of the letter begged to be released from Iskhakov’s rule and described in detail their claims to the “feudal lord”. This letter can still be found on social media.
An inspection by the Chamber of Control and Accounts (KSP) was sent to the Iglinsky district, which was able to get into the administration building only the second or even the third time.
In fact, the inspection, according to the Ufa-press news agency, was carried out two months later than planned. To do this, it was necessary to start a criminal case against officials who prevent the controllers. But by that time, part of the documents, both on paper and on digital media, had been destroyed.

Nevertheless, the inspectors found confirmation of the unjustified spending of state money “to improve the material base of individual private enterprises and commercial structures.” As a result, the PCB found violations for 196.5 million rubles. Keep in mind that this was before 2010. By the time the check was over, Iskhakov had already left the post.

As expected, no serious action was taken against him. By the way, many remembered that the PCB had checked the administration of the Iglinsky district before, and even detected violations, including those involving various members of the family, but during the time of Rakhimov, this did not threaten the head of the municipality.
Chronicle written in blood and tears
Obviously, the enrichment of the Iskhakov clan took place according to the principle “if it arrived somewhere, it means it disappeared somewhere” and was accompanied by infringement of the rights of other people. Therefore, the extensive legal service that serves this family has hardly been selected from the courts of various levels for many years. In fairness, it should be noted that for all the doubtfulness of the situation, the courts lose very rarely.
Compatriots who have known Iskhakov for many years, pay tribute to his foresight and claim that he “did everything in a smart way.” Having relatives and acquaintances in almost all departments from the municipality to Rosreestr and the Supreme Court, he was able to properly formalize the land ownership rights. Now they can be annulled only through the courts, where the clan’s lawyers firmly hold the defense.

However, among the former associates of Iskhakov, there were still people who harbored their resentment and willingly talked about the dark deeds of the former “boss”. One of them is a former assistant to the head of the district, Dmitry Pronin, who was previously sentenced to three years in prison for organizing an attempted murder of a police officer.
This is another terrible page in the Iskhakov family chronicle. It concerns the death of 15-year-old schoolgirl Lena Alexandrova, who was in love with Rishat Iskhakov’s eldest son, Ilshat, who was then working at the school. She was found hanging from a tree in the forest, the search lasted four days. Too many details pointed to the possible involvement of Ilshat Iskhakov in this case. The policeman, whom Pronin was later accused of attempting to assassinate, is still convinced that the case could have been solved. However, in his opinion, Iskhakov Sr. turned on all the levers of his influence to prevent this from happening. An interview with a former law enforcement officer was recently published by Znak.com. Later, Rishat Iskhakov succeeded in initiating a criminal defamation case against the grief-stricken mother of the dead girl, and when he won the trial with her, he even pasted leaflets all over the district with a message about this. The girl’s mother first left Iglino for the North, and then completely left the country, but not because she was frightened, but in order to save her son, who promised to “deal with the Iskhakovs.”
Truth without a statute of limitations
Shortly after Radiy Khabirov’s current order to “deal with the Iskhakovs’ property,” Dmitry Pronin admitted in a video interview, excerpts from which were published by the Euro-Asian News news agency, that he allegedly served “for nothing” and is now ready to share everything he knows about the family of the former “chief”.
According to him, at the disposal of the ex-head of the municipality, in fact, there is much more land – at least 4 thousand hectares. “At one time, 24,000 hectares of protected lands were assigned to the Tashly farm,” a former official tells blogger Nikolai Bazhin in a video recording.

Information about large properties, including the “privatization” of a sports complex with a ski slope, is confirmed by local residents.
Among other strange stories, many were shocked by the situation with the mosque in the village of Turbasly. In the late 90s (even before Iskhakov came to power in the Iglinsky district), the local administration allocated empty land for a mosque. It was built on private donations, among the funds there are also 49,530 rubles allocated in 2003 from the regional budget by order of Rishat Iskhakov.

And in 2013, when it became necessary to legalize the land under the mosque, it suddenly turned out that the former head had managed to register the site for himself in 2008. A certain sale and purchase agreement appears as the basis for registration, but neither the abbot of the mosque, nor any of his assistants know anything about any transaction.
Svetlana Fatkullina, a resident of the Iglinsky district, calls herself one of the victims of the Iskhakovs. The Euro-Asian News news agency also spoke in detail about her problem. In 2012, a woman purchased a house. She also hoped to buy the adjacent land. The administration promised her to hold an auction, but there were no auctions.
“Suddenly, the land from municipal property passed to the enterprise of Iskhakov’s son,” the woman said. “For many years I sued, lost all instances, including the cassation. Last year they came and started demolishing my fence, put up their own. now my windows are closed on both sides. They literally blocked the light for me, do you understand?”

The demolition of the fence was filmed by Fatkullina, which she sent to a local WhatsApp chat. And this became the reason for a lawsuit from the youngest son of Iskhakov, Rustyam, to protect his honor and dignity. The first instance sided with the woman, but the process has not yet been completed, the plaintiff filed an appeal. As Iglintsy say, almost every second house in the district has its own claims to the Iskhakov family. Everyone is waiting for the results of the commission’s investigation and is very worried that its work will end in nothing. The connections and money of the Iskhakovs are still palpable. Not without reason, not so long ago, a very positive interview was published with Rishat Iskhakov, as a “responsible businessman and patriot of the Republic” in the popular publication “Proofy.rf”, which is published by Murtaza Rakhimov’s niece.
“Now, while everyone is worried about the events in Ukraine, the Iskhakovs and their team will fuss under the guise and make sure that they do not find any violations,” a resident of the Iglinsky district shared her feelings with The Moscow Post correspondent on condition of anonymity.
