The firm of deputy Vladimir Chebotarev is developing a water protection area in order to build a residential complex. Probably not without the knowledge of the head of the Siberian Branch of the Russian Academy of Sciences Igor Bychkov.
According to the correspondent The Moscow Post in the Irkutsk regionon the banks of the Angara River, in the water protection zone, it is planned to build a multi-storey building from the Grand Stroy company, owned by the deputy of the local Legislative Assembly Vladimir Chebotarev.
Meanwhile, literally at the end of January this year, the State Duma lifted the ban on the privatization of land in water protection zones, wrote about this “Interfax”. It is obvious that this territory, according to the current legislation, is not subject to development. Where is the Ministry of Natural Resources looking?
Apparently, we are talking about a project that is part of the so-called Soyuz microdistrict – information about it is published on the official website of the company “Grand Building”.
“Grand-Stroy” in cooperation with FSK “New City”, OAO “Sibaviastroy” and FSK “DomStroy” is going to build a whole block near the Angarsk bridge, connecting the area with the historical center of the city. This is not the first time the firm has used the coastline for its projects. She also offers apartments in the SunCity residential complex, information about this is published on company website – apartments here, according to information from the developer, will cost no less than 5.2 million rubles.
According to the author of the telegram channel “Pokhabovsk”, allegedly residents oppose infill development in the area, which, in their opinion, will turn the already overloaded area into an extremely uncomfortable place to live. In addition, the future house will completely block the view of the residents of the 9-storey building No. 297, which, of course, they are extremely unhappy with.

Where I want, I build there
It is known that this is not the first time questions of this nature have been raised with Grand-Stroy. So, in 2020, there was a whole scandal in Irkutsk related to the construction of a residential complex right in the courtyard of another house – the tenants then claimed that Grand Stroy occupied their adjacent territory. Moreover, once, according to local residents, about 80 people appeared in front of the site of the planned development as a “human chain” with the aim of “intimidating citizens and suppressing indignation,” the publication wrote about this. “Irsiti”.
However, the other side of the conflict claimed that it was not violating anything, but that it was “Grand-Stroy” that became the victim of a “raider seizure” by people living in a house opposite the construction site. As a result, the administration of Irkutsk had to intervene in the situation. The construction was suspended, and the residents were offered to take ownership of the land under their house. It is surprising that this was not done before the scandal – there are already questions to the cadastral department of the city. At the same time, it is still not clear how the story will end – apartments in the future house are already being sold, and where it will eventually be built is not clear.
By the way, now the Simvol company, affiliated to Chebotarev, together with the administration of Irkutsk, Grand-Stroy, the Federal Property Management Agency and the Irkutsk State University, is the defendant in this particular land privatization case. The trial has been going on for a year, since February 2021, the plaintiff’s claims have been rejected over and over again, which does not inspire confidence in victory in the townspeople defending their yard.

Another story very similar to what is happening now could have taken place in 2015. According to the authors of the site Babr24, Chebotarev’s construction company allegedly violated environmental legislation when it began construction of a microdistrict in the village of Dzerzhinsky without a document authorizing the state environmental review. At the same time, a building permit was somehow obtained. According to the results of the audit, the head of the administration of the Dzerzhinsky municipality, Irina Sokolovskaya, was fined for this fact, and Grand Stroy got off with a warning.
Interestingly, in file cabinet of arbitration cases there is no information on this case. And Sokolovskaya “noted” there only by the fact that in 2009 she was a defendant in a claim for the recovery of 50 rubles from the tax service.

But part of the litigation relating to Grand Stroy attracts attention with other “surprises”: according to the company’s litigation register from the Rusprofile website, the company has several “letters of happiness” from the traffic police. Presumably Chebotarev decided to cover the “recklessness” of driving a car registered to the company from its budget?

One more fact concerning “Grand-Stroy” and conspicuous is the financial position of the company. Until 2019, it was clearly unprofitable, and then the flow of money received by Grand Stroy increased sharply to a figure close to 200 million rubles. And this is against the backdrop of a continuing decline in the company’s revenue. Where did such huge sums come from? Is it from the equity holders of the construction project near the Angarsk bridge?

Another firm affiliated with Chebotarev is called Investgrand and is in the process of bankruptcy. And another company, Sibiryinvest, is already in the process of liquidation.
On the whole, judging by Rusprofile’s data, the financial position of Chebotarev’s assets is far from ideal. And yet who but he is behind the major development projects in Irkutsk?

Who is Deputy Chebotarev? Why, judging by the picture that we see, “everything is possible” for him?
If some “blunders” of his company are revealed, then there is no big noise.
There is not much information about Chebotarev himself in the public domain, although he is certainly a well-known person in the region. He began his career back in 1978, when he got a job as an electrical engineer at the USSR Ministry of Geology of the Irkutsk experimental and methodological expedition of automated control systems. Then he went to work in the Ministry of Energy, after that he was the chief power engineer at Astrakhan Gazprom for several years, and now he is known as a deputy of the Legislative Assembly of the Irkutsk Region, chairman of the board of directors of Grand Stroy and the owner of several other smaller companies in the region .

In addition to the aforementioned construction projects, Mr. Chebotarev is also known for his political activities, however, very peculiar ones. According to the authors of the site Babr24, allegedly the politician is not interested in his public work – he “skipped” meetings, trying to refrain from expressing his opinion. Perhaps it is precisely because of close ties in the political community that Mr. Chebotarev “gets away with everything.”
According to the authors of the site Babr24, allegedly in 2017 he was going to “relocate” from the Civic Platform party to United Russia, because the “native” party was losing ground. Be that as it may, Chebotarev did not get into the “United Russia” and is still listed for the “Civil Platform”.
Nothing personal, just business
But back to the long-suffering plot of coastal land, which became the new goal of the deputy Chebotarev. According to the authors of the telegram channel “Irkutsk. Nowhere else”allegedly this land not only belongs to the water protection zone (which means a ban on construction on it), but was also previously in federal ownership, since it belonged to the Academy of Sciences.
Accordingly, there are legitimate questions to the director of the Siberian Branch of the Russian Academy of Sciences, Igor Bychkov.

However, some of them disappeared after it became known that Academician Bychkov had been working in the Irkutsk Duma since 2004. From 2006 to 2007, he even managed to be vice-mayor, and from 2013 to 2015 he served as chairman of the Public Chamber of the Irkutsk Region. In this regard, it becomes clear that it would be at least incorrect to call the situation with the aforementioned land a “raider seizure” by Chebotarev.
Apparently, the director of the SB RAS and academician Bychkov “out of old friendship” handed over the site to the deputy and businessman Chebotarev. But how could it be otherwise? .. If it were different, Mr. Bychkov would probably already “trumpeted in all instances” about robbery and robbery.
In the meantime, only the inhabitants of the desired territory are ringing the bells, who may have to coexist with the dot high-rise …
