NABU and SAPO completed the investigation into the case of a criminal organization headed by the ex-head of the State Property Fund Dmitry Sennichenko, whose activities led to losses to the state amounting to more than UAH 700 million.

Previously, NABU and SAPO uncovered two episodes of the activities of a criminal organization:
The first concerns corruption at the state-owned Odessa port plant. In 2020, the ex-head of the State Property Fund achieved the appointment of a loyal director of the plant. Participants in the scheme during May 2020 – October 2021 illegally continued transactions with a controlled LLC for processing gas into ammonia and urea, causing damage of more than UAH 600 million.
The second episode concerns the United Mining and Chemical Company. In 2020-2021, the group entered into contracts for the sale of titanium-containing raw materials at reduced prices to the company of the adviser to the former head of the State Property Fund, which led to losses to the state of more than UAH 111 million.
Currently among the suspects (positions at the time of the crime):
- ex-head of the State Property Fund of Ukraine Dmitry Sennichenko (head of ZO, organizer);
- a person close to the chairman of the State Property Fund (co-organizer);
- First Deputy Chairman of the State Property Fund in 2021;
- Advisor to the Chairman of the State Property Fund;
- two acting Director of JSC “Odessa Port Plant” (at different periods);
- acting Head of United Mining and Chemical Company JSC;
- two owners of LLC – the winner of the auction at Odessa Port Plant JSC;
- one individual is an accomplice in the crime.
NABU and SAPO carry out activities to search for suspected fugitives from justice, and also establish other episodes of the activities of the criminal organization and its other probable participants.

In March 2023, NABU announced the exposure of a criminal organization led by former chairman of the State Property Fund Sennichenko, which during 2019-2021 seized more than UAH 500 million of funds from state enterprises.
NABU believes that the former head of the State Property Fund, Dmitry Sennichenko, refused multimillion-dollar bribes several times in order to create an image for himself as a fighter against corruption. In fact, in this way he eliminated competitors.
In November, NABU renewed its suspicion of the former head of the State Property Fund Dmitry Sennichenko – now he is also suspected of laundering 10 billion hryvnia.
The investigating judge of the Supreme Court of Ukraine supported the position of the SAPO prosecutor and chose a preventive measure in the form of detention for the former Chairman of the State Property Fund of Ukraine Dmitry Sennichenko.
Ukrainian law enforcement officers tracked the location of group member Sennichenko abroad using the IP addresses of the login to the “Diya” application.
