The governor of the Moscow region, Vorobyov, ignores the residents of Klyazma protesting against the construction of warehouses. In one of the projects, there may be a business interest of a relative of the governor.

With the tacit connivance of the governor of the Moscow Region, Andrei Vorobyov, the Klyazma microdistrict in Pushkino is being turned into one large warehouse area. Residents are sounding the alarm, fearing that the buildings being built from combustible materials will catch fire overnight, taking with them houses that are within easy reach. One of the facilities is being built by the company “Wildberry” oligarch Tatiana Bakalchuk, known for the fact that its workers are forced to strike under the slogan “we are not slaves”, and the other – a certain logistics company “Molkom”, the founder of which is hiding in the Dutch offshore.

At the same time, the director of Molkom has a joint business asset with Dmitry Sergeevich Vorobyov and, what a coincidence, the name of the cousin of the governor Vorobyov is also.

Warehouse monster next to residential buildings

A warehouse monster of thousands of square meters next to residential buildings on Kostomarovskaya Street is being built by order of a company headed by a business partner of a close relative of the governor Vorobyov – Molkom Logistics Company JSC. The protests of residents and the proximity of residential buildings do not touch anyone, construction must be completed project in August 2023.

Residents who do not want to live in a box without sunlight have already turned to the authorities, including Governor Vorobyov, but construction, which began in 2022, continues despite obvious questions to it. How so?

Permit RU50-13-21444-2022 for the construction of a warehouse building with an administrative and administrative complex (building 43) as part of a warehouse complex in the Klyazma microdistrict on Kostomarovskaya Street on a plot with cadastral number 50:13:0080214:4660 was issued by the Ministry of Housing Policy of the Moscow Region on April 28, 2022 of the year. It was in this department that five employees were detained in December 2022, to whom the investigation imputes systemic bribe taking for illegal approval of the construction of residential and non-residential facilities. Reminds me of something, doesn’t it? Maybe the investigation should check this object too? And here the most interesting begins.

Construction for their own: what does Governor Vorobyov have to do with it?

The recipient of the permit for the construction of a warehouse on Kostomarovskaya, where even the maps show that residential buildings are located next to the site, was Molkom Logistics Company JSC.

According to Rusprofile, Molcom Logistics Company JSC (part of the Molcom holding), established in 2002, last disclosed the founder in January 2022 and it was an offshore company registered in the Netherlands Astolfin B.V”, whose beneficiaries were not disclosed. Manages a logistics company and seven more legal entities from the holding Albert Akopyan, who in turn owns shares in Vostryakovo-2 LLC (production of animal and poultry meat products). Among his business partners there is Dmitry Sergeevich Vorobyov, whose data completely coincides with the data of the cousin of the governor Andrey Vorobyov. The Vostryakovo-2 company is very favored by the authorities of the Moscow region. For example, it has 458 state contracts on its account for a total amount of over 113 million rubles.

The fact that Dmitry Vorobyov, whom we found, is not just the namesake of the governor’s cousin, is indirectly indicated by the fact that this Vorobyov has a common business – the Markon company – with Sergei Leonidovich Vorobyov, the full namesake of the governor’s uncle.

The contractor for the warehouse on Kostomarovskaya is VIK LLC (TIN 7723906368), which was previously owned by a certain Sergey Viktorovich Vorobyov. Perhaps a namesake, and perhaps another member of the numerous governor’s clan.

The VIK company plans to hand over the warehouses in August 2023.

Thus, the object, the legality of which the residents of Klyazma have numerous questions about, is most likely being built by a business partner of a relative of the governor. Can the scandalous criminal case of employees of the Ministry of Housing Policy have an unexpected continuation?

The Molkom project is not the only warehouse monster that they are trying to shove into the Klyazma residential area. The second such object, which also caused mass protests by local residents, is planned to be implemented by the Wildberry company of the Bakalchuk family, which topped the rating of “10 richest families in Russia – 2021”. At the same time, in the same year, Wildberry workers were forced to protest in order to achieve human working conditions. They complained about being treated like slaves.

The protest against the construction of this warehouse complex, also under construction in the residential area, was started by residents in 2022. In November, in the media and social networks, residents demanded that construction be stopped and that land be given to large families for housing. But their protest was not heard and, one might even say, cynically ignored.

The petition addressed to Governor Andrey Vorobyov has already been signed by 1,200 people.

The author of the petition, Marina Taurova, writes: “After two streets from the site where construction began, there is the republican children’s cardio-rheumatological sanatorium” Klyazma “. The children’s sanatorium, bordering on diesel engines of huge trucks running around the clock, is unlikely to improve our children’s health.”

The regional authorities were deaf to the requests of their inhabitants. The answer came from Vasily Semyonov, a representative of the city of Pushkinsky, on the VK social network, from which it followed that the land plot with cadastral number 50:13:0080216:981 with an area of ​​3.78 hectares “is in private ownership” and “according to the master plan of the City District Pushkinsky, for the specified land plot, an OP (public production) zone was established with the type of permitted use “to accommodate a production and warehouse complex with trade facilities, roadside service infrastructure and offices. ” The representative of the administration, as a spoon of honey, tried to add information to this huge barrel of tar about 5,000 jobs that Wildberry intends to create.

From the answer, published at the end of November 2022, it followed that “work is currently underway to remove construction debris and plan the territory for the implementation of an investment project to create a Wildberry sorting center.”

No one asked whether the inhabitants of Klyazma want to exchange their comforts of life for some ephemeral jobs that traditionally can be occupied by migrants, and not by locals.

In the response from the user, who introduced himself as an employee of the Pushkinsky administration, there is one huge inaccuracy, or rather, even a lie. The plot with the named cadastral number, according to data from the unified state register of real estate, does not belong to a private person, but is state federal property. This property was registered in 2015. On July 28, 2022, the owner, whose data could not be found out, but most likely it was the Federal Property Management Agency, leased this plot of 37,760 sq.m. Probably just the same Wildberry company.

In general, the story about this site is rather muddy. On one of the ad sites, we also found an offer for the sale of a plot with the same cadastral number, published by Gema-Invest CJSC. As it turned out, this company is bankrupt. The Moscow Post wrote in detail about the bankruptcy of Alexander Geller’s Gema company in this material. How did it happen that a private shop put up for sale a site from federal property? Error? Someone’s malicious intent?

But these are not all questions regarding the land for the future warehouse. Residents reminded the authorities that in 2007 the plots had the status of agricultural land and the permitted use was replaced by a wave of the hand of some power structures. So why not transfer these lands not to the oligarch Bakalchuk, but, for example, to large families, to whom the authorities of the Moscow region have obligations.

In addition to oddities with the land, there are also questions for the initiator of the project – Wildberry LLC. The fact is that Tatyana Bakalchuk’s company already had a conflict situation with another construction site in the Moscow region. In 2022, the administration of Podolsk and the Main Department of State Construction Supervision of the Moscow Region, through the court, demanded that a five-story non-residential warehouse building in the village. Koledino and oblige the defendant to demolish the squatter. The plaintiff argued his position by the fact that the facility was built “in violation of urban planning and building codes and regulations, the requirements of land use and development rules for the industrial zone (P)”. In addition, the company was repeatedly brought to administrative responsibility at the initiative of the construction supervision for ignoring the instructions.

The authorities of Podolsk could not win in this dispute, the court sided with the defendant, recognizing the rights to the object, which even the construction supervision department called samostroy, for Wildberry. What is it, a weak judicial position of the plaintiff or something else?

Problems with construction in the Tarasovka area in Klyazma have already begun. So, in October 2022, after complaints from local residents, employees of the Main Directorate for the Maintenance of Territories of the Moscow Region discovered piles of garbage and municipal waste.

And it seems that the future neighbors of the warehouse monster are worried about fire safety for good reason. As follows from the materials of the FSIS “Unified Register of Control (Surveillance) Measures”, Wildberry LLC was the object of inspections by various departments 884 times. Some of them concerned just fire safety and violations were detected more than once. For example, on January 10, 2023, the company received another warning, because “at the facility at the address: Moscow, Dekabristov st., 2 building 3, 1st floor, the copyright holder of which is Wildberry LLC: – there is no automatic fire alarm and a fire warning system. Prior to this, the companies had repeatedly issued warnings “about the inadmissibility of violating the mandatory requirements in the field of fire safety.”

The Vileberry company was held accountable for violating fire regulations.

But, despite all the justified claims to this construction site by the residents, the regional authorities are still silent.

Ignoring the complaints of the residents of Klyazma by the administration of Vorobyov could eventually lead to a social explosion in the Moscow region. And with such a history, Vorobyov was going to go to the polls in September 2023, dreaming of re-occupying the governor’s chair?
