The head of “VIS” prepared another billion-dollar conflict

Widely known in professional circles for the conflicts around Gazprom NGCC and Energogaz, which acted as a subgeneral contractor for the Punginskoye UGS facility expansion project in Khanty-Mansi Autonomous Okrug, Dmitry Doev risks facing new major financial proceedings. Thus, the external manager of Ecology-Novosibirsk has already demanded that, in particular, the VIS group headed by Doev be brought to subsidiary liability, and also questioned transactions worth more than a billion. These events, among other things, were preceded by the initiation of a criminal case by the Ministry of Internal Affairs on fraud and the deprivation of Ecology-Novosibirsk of the status of a regional operator for the treatment of MSW. While conflicts in the Novosibirsk region are gaining momentum, responsibility from Doev, as well as, according to market participants, a partner of his family and manager of another Gazprom asset, Alexander Karabanov, is demanded as part of the case of the bankrupt Energogaz, which left a whole heap of scandals, including initiated criminal proceedings and tax schemes. At the same time, observers draw parallels between the two disputes, recalling ties with Seligdar and Russian Funds, as well as major managers, and note new lawsuits in which Gazprom assets are again involved.

Gazinkom LLC (according to the data of Kontur.Fokus, the participants are Gazprom Asset Management KSN LLC and Gazprom Invest Rgk LLC) filed a lawsuit with the Moscow City Arbitration Court against Nauchny-6 LLC, the subsidiary of the bankrupt asset Gazprom LLC Energogaz, which acted as a sub-general contractor for the expansion project of the Punginskoye UGS facility in Khanty-Mansi Autonomous Okrug.

At the moment, the application for proceedings has not been accepted, the details of the conflict have not been disclosed, but, according to the Electronic Justice service, we are talking about the recovery of funds.

To clarify, the publication has already talked about major proceedings around Nauchny-6, in particular, with the participation of Gazprom Tsentrremont LLC, as well as billions of dollars in disputes associated with the bankruptcy of Energogaz.

For example, it was reported that the cassation sent for a new consideration a dispute about a “subsidiary” for the debts of Energogaz in part of the responsibility of Gazprom Tsentrremont LLC, Alexander Karabanova (currently the director of another Gazprom asset, Elektrogaz JSC), the former the head of Gazprom Tsentrremont, and now the General Director of VIS Group JSC Dmitry Doev and Alexander Psatiy.

The publication analyzed the process in detail, pointing to numerous and high-profile conflicts, ranging from creditors’ arguments about the likelihood of a deliberate bankruptcy of Gazprom’s asset, ending with a criminal case that was initiated and a major tax scandal. At the same time, as industry experts noted, next to each of the conflicts, in one form or another, the name of Dmitry Doev arose.

Now Dmitry Doev, apparently, will have to deal not only with conflicts around Elektrogaz, but also with the high-profile case of Ecology-Novosibirsk LLC (part of the VIS group, whose beneficiary is Igor Snegurov).

Earlier, the publication already informed about the problems at that time of the regional operator for the treatment of MSW. However, later the situation only worsened: in January it became known that the Main Directorate of the Main Directorate of the Ministry of Internal Affairs of Russia for the Novosibirsk Region opened a criminal case under Part 7 of Article 159 of the Criminal Code of the Russian Federation “Fraud” related to the activities of the VIS asset, and in February, Ecology- Novosibirsk” was deprived of the status of a regional operator.

Now the external manager of the company, Vladislav Baryaev, in arbitration is demanding that the following controlling persons be brought to subsidiary liability for the obligations of Ecology-Novosibirsk: EcoTrans-N LLC, KPF LLC, PF VIS LLC, VIS Group JSC (general director – Doev). Note that we can talk about claims in the amount of about 900 million rubles.

In addition, the arbitrator recently filed an application to invalidate the contracts between Ecology-Novosibirsk and EcoTrans-N LLC with a parallel demand to recover more than a billion rubles from EcoTrans-N.

It should be noted that these disputes caused observers to immediately list parallels with the scandalous case of Energogaz. So, in the proceedings flashed a certain Bochkarev Alexander Mikhailovich. The authors of the Bankruptcy of OOO Yugorskremstroygaz channel previously drew attention to a person with a similar name, noting that Bochkarev allegedly became the pledgee of a share in the business that was previously associated with Ms. Berkovich, whom market participants call the wife of Dmitry Doev. It should be noted that now, according to Kontur.Fokus, there are no pledge marks in relation to the shares of New Technologies LLC, Summa Technologies LLC and Alibra Sever LLC. At the same time, references to Bochkarev as a pledgee can be found in other open sources.

We also add that Alexander Bochkarev, for example, according to Kontur.Fokus, was listed as the liquidator of Rk-Global LLC, in which the VIS group had previously been a participant. In addition, Alexander Mikhailovich Bochkarev appeared as the director of Selkhozprom LLC, which also mentions Launer Gennady Alfredovich. Earlier, market participants spoke in detail about the likely ties between Gennady Launer, a member of the board of directors of PJSC Seligdar, and Dmitry Doev and Igor Snegurov.

“Interestingly, as follows from the biographies, Gennady Launer, Dmitry Doev and the beneficiary of the VIS group Igor Snegurov, who, by the way, are connected with Doev by the multi-billion dollar scandals around Gazprom Novourengoy Gas Chemical Complex, graduated from the Leningrad Polytechnic Institute named after M.I. Kalinin at about the same age, ”the interlocutor of the publication noted then.

All the more remarkable is another fact. In the bankruptcy case of Ecology-Novosibirsk LLC, a certain company Evolution-Asset Management LLC from Moscow declared its intention to pay off all debts. According to “Contour.Focus”, Alexander Koshkin is listed as its participant and director. He also appears as the head of Ptidom LLC, among the ultimate owners of which are the aforementioned Gennady Launer and Beirit Konstantin Aleksandrovich, a member of the board of directors of PJSC Seligdar and chairman of the board of directors of JSC Russian Funds. Earlier, Pravda UrFO told in detail how the company, at some point connected, in particular, with Beirit, took part in the bankruptcy of Energogaz, and about the joint business of PJSC Seligdar and Doev.

“There is a complete impression that they are trying to put Ecology-Novosibirsk on the path of controlled bankruptcy. And again dubious transactions with affiliated structures, again a criminal case and again the same names: Doev, Snegurov, Russian Funds. Probably, this should already raise questions among the security forces, ”says the source of the publication on the market.
