Artem Shilo, head of the Department for Counterintelligence Protection of Critical Infrastructure Objects and Combating the Financing of Terrorism of the SBU, has accumulated almost $4 million worth of assets in ten years in the civil service, according to a new investigation Lesya Ivanova for Bihus.Info.

In the spring of 2022, at the height of the Russian-Ukrainian war, a representative of the 1xBet brand, Your Betting Company LLC, associated with Shilo, received a license to operate in Ukraine.
The owner of TBC is a former banker Sergei Tsybin, the authorized capital of the company is about 30 million hryvnias. At the same time, the company paid UAH 25 and 117 million for two licenses, respectively.
Tsybin previously owned the Me-Exteit company, whose director was Yuriy Lazebnikov, the managing partner of the Ukrainian esports holding TECHIA. The holding does not hide its cooperation with 1xBet and calls the Russian bookmaker its partner.
Roman Rodin works as a lawyer for the holding, and his brother Alexander manages TBC as a director.
Another managing partner of TECHIA is Oleg Krot, who is also a co-owner of Dineline Construction LLC, a company engaged in the design of an ecotechnopark commissioned by the holding. Until recently, another co-owner of Dineline Construction was Sergey Titov, the godfather of Artem Shilo.

The licensing of 1xBet caused a wave of indignation in society, because at that time the company, owned by Russians Roman Semiokhin, Sergey Karshakov and Dmitry Kazorinwould gain access to the personal data of many Ukrainians, which could facilitate the recruitment process for the Russian special services.

In the same house, his wife Irina has a two-room apartment worth $270,000 and 360 sq. meters of commercial real estate for $1.8 million. Irina Shilo also has 275 sq. meters of area in a club house in the center of Kyiv, on Tarasovskaya. The value of the property is about 950 thousand dollars.
Irina’s movable property includes two Mercedes cars with a total value of $115,000 and a Toyota Camry for $124,000.
The family also owns a house in the cottage town of Zoloche, Kyiv region.
In a conversation with Ivanova, the owner of the property claimed that the apartment registered to his wife was a mother-in-law, and the house near Kyiv was his father’s, for which he earned by building and selling real estate, but did not register the business, because he was “small”. In addition, his wife is a successful businesswoman and owner of a network of beauty salons under the 365 brand.
Shilo Sr. worked in the Ministry of Internal Affairs, then in a communal security company with a low salary. For several years he was unemployed. However, as soon as his son moved to Kyiv, he became the owner of office space in Kharkov (528 sq. m), in 2017 – two townhouses for $ 74 thousand each, and after their sale in 2019 – a house in Zolocha.
The flourishing business of Shilo’s wife also coincided with the marriage. Officially, in ten years, she earned about $ 1 million, from time to time Irina Shilo complained on Instagram about a barely working business.
But if before marriage she had several unprofitable manicure points and less than 1 million hryvnias on the FLP account, then after she began to open one salon after another, and amounts from one to several million hryvnias began to flow through the FLP account annually.
On Shilo, they registered a share in a business – the Alfa-Omega Legal Accounting Center company. Among other things, the company provided services in the field of IT – the same one that was handled by the Cybersecurity Department. Another co-owner of the company was the wife of the head of the DKIB, Eduard Krytsyn (later he would be replaced by Alexander Klimchuk).
For six years in business, Irina Shilova received more than 5 million hryvnias in dividends, but she never advertised these incomes anywhere.
Eduard Krytsyn, like Shilo, left the SBU in 2021 and became director of economic and information security at Ukrzaliznytsia. It is noteworthy that a member of the board of Ukrzaliznytsia Evgeniy Lyashchenko was transferred to a part of Sergei Titov in Dineline Construction.
Titov’s shares in AS Partners and Third Wave were transferred to Shilo’s driver, Alexander Skuratov.
The enterprise “365 bar” is also registered on it, which ensures the operation of bars in the salons of Irina Shilo, a building with an area of 180 sq. meters near Kyiv ($195 thousand) and cars: Audi S6 2019 (now costs $58 thousand), Mercedes GL 63 ($124 thousand) and Mercedes V 300 D ($90-180 thousand depending on the configuration).
Although Skuratov was considered the nominal owner, members of the Shilo family drove them, and the Mercedes GL 63 was then rewritten to Irina. In addition, journalists’ sources in the State Border Service confirm that Artem Shilo drove a Mercedes V 300D several times this year. In the same year, Oleksandr Skuratov was registered with Ukrzaliznytsia.
Another real estate company, 365 Active, is registered with Violetta Bankovskaya, an assistant to Shilova and HR of beauty salons. The authorized capital of the company is about UAH 23 million.
