The reason was the complaints of the Kazan social activist Yerken Sarsembaev, who found out that the data on the first higher education of the head of the RRF, received at the Omsk University of Physical Culture and Sports, are false – they became the basis for issuing further diplomas to the head of the union. The Ministry of Sports of Russia promises to look into the situation after receiving documents on the annulment of diplomas, but a number of athletes have already suggested that the head of the RRF leave his post.
The claim for the recognition of the diploma of the head of the SBR Viktor Maygurov as invalid was submitted to the Kirovsky District Court of Yekaterinburg in early March. The plaintiff was the prosecutor’s office of the Kirovsky district, the defendants were Maigurov himself and the private Ural Institute of Commerce and Law. The Ministry of Education and Science of Russia and the Siberian State University of Physical Culture and Sports were involved in the dispute.
Court hearings on the case were held in April and May, and on May 16 the court fully satisfied the demands of the prosecutor. At the moment, the decision of the court has not entered into force – it can be challenged by the parties.
The reason for the prosecutor’s verification of the authenticity of Viktor Maygurov’s diploma was the complaint of the Kazan social activist Yerken Sarsembaev.
He stated that the first diploma of the President of the RBU, issued in 1996 by the Siberian State University of Physical Culture and Sports, may be fake – in the card file of the Omsk university they could not find the personal file of the student Maygurov, there is also no information about issuing a diploma to him.
In the early 2000s, this diploma became the basis for the head of the RBU to receive a second diploma in the direction of “jurisprudence” at a Yekaterinburg university. Later, in 2017, on the basis of both diplomas, Maygurov was educated at Tyumen State University.
According to Oktagon.Ural, Yerken Sarsembaev, in addition to complaints to the structures of Yekaterinburg, he sent an appeal to the prosecutor’s office of the Tyumen region, where he asked to clarify the situation with Maygurov’s higher education at the Tyumen State University. From there he received an answer that the check had been carried out, but there were no grounds for challenging it. According to the supervisory authority, when Maygurov applied to the Tyumen State University, he provided only a certificate of secondary education.

– Now, as far as I know, Maigurov is being investigated in the Yekaterinburg police department – I asked to check his actions for the elements of a criminal offense, because he submitted a false diploma from Omsk when he entered the Yekaterinburg university. After Sarsembaev receives official documents with a court decision, he intends to send complaints to military prosecutors, to the military registration and enlistment office and to the administration of the Khanty-Mansi Autonomous Okrug, where Maygurov did his civil service.
At present, the district courts of Omsk, Tyumen and Khanty-Mansiysk have no claims against Viktor Maygurov either from former employers or from prosecutors. The prosecutor’s office of the Tyumen region promised to comment on the situation later.
The Russian Biathlon Union has not yet commented on the decision of the Yekaterinburg District Court.

Interestingly, the judgment was issued against the backdrop of several lawsuits against the Russian Biathlon Union, which are being considered in Moscow courts. According to Oktagon.Ural, there, in particular, the procedure for re-election of the head of the union that took place at the end of 2022 is being contested – during the re-elections, Viktor Maigurov retained the chair of the president of the RBU.
The Ministry of Sports of Russia will consider the situation after receiving the documents, RIA Novosti Sport reports with reference to First Deputy Minister Azat Kadyrov. Two-time Olympic champion in biathlon Dmitry Vasiliev and three-time world champion in cross-country skiing Anfisa Reztsova have already made a call for the early resignation of the head of the RRF to Maygurov. And sports commentator Dmitry Guberniev called on Viktor Maygurov to speak out about the story with a diploma.
