The head of “Telta” was framed by the Chekist
“Under the monastery” Igor Morozov was let down by his alleged partner in “Telta” Vladimir Sadilov.
In Moscow, as part of a criminal case on fraud on an especially large scale, the heads and beneficiary of the Perm Telephone Plant Telta (OJSC PTZ Telta) were arrested – co-owner and former general director of the enterprise Igor Morozov, current director Alexei Vysokov and chief accountant Elena Grishina.
Initially, the case was initiated against unidentified persons. It turns out that now there are also figurants. At the same time, the security forces do not disclose the essence of the case. According to one version, we can talk about fraud with the state defense order – the supply of communications equipment for the military department at inflated prices.
According to our information, one of the secret beneficiaries of the enterprise may be a Perm businessman, a former FSB officer, Vladimir Sadilov. The latter is a longtime partner of Anatoly Zak, who was previously convicted following the tragedy at the Lame Horse club. More than 150 people died in the fire. He, Sadilov, may also be involved in the current scandal at Telta.
The Telta plant traces its history back to 1941 – it was then that a new enterprise was formed on the basis of the Leningrad Electromechanical Plant evacuated to Perm (at that time – Molotov). Telta’s main product has always been communication equipment: far from just ordinary telephones, but special communications for government agencies, communication and communication systems for the armed forces.
Actually, thanks to this, the plant somehow survived into the 90s. Now the enterprise has greatly reduced the area, and, again, it lives, practically only at the expense of the state defense order – it supplies special communications equipment for law enforcement agencies. The defense of the country depends on his work.
Probably, the criminal case is connected precisely with the state defense order – therefore, its details have not yet been disclosed to the public. According to Kommersant, another possible version is fraud with the import substitution program. Since 2014, the plant has attracted serious federal funds for the modernization of special communications, but in the end, samples of Chinese production were found among the components.
According to the authors of the PZDC Telegram channel, it allegedly turned out that Morozov buys in China not only cables, toggle switches and power supplies, but also the telephones themselves. Roughly speaking, Chinese “fakes” could be supplied for our government money.
If this is true, then it is time to open a case not only about fraud, but also treason?
Get rid of minority shareholders
Now the composition of Telta’s shareholders is shrouded in some mystery. Legally, Igor Morozov is not the owner of the plant. The company belongs to the capital’s management company “Center”, which is owned by Anna Karpova. She is the wife of Igor Morozov.
Previously, the company also had minority shareholders. For example, the former financial director of Telta, Vladimir Gudkov, who in 2005 accused the management of the plant of selling real estate at reduced prices, as a result of which OJSC Telta allegedly suffered damage in the amount of 113 million rubles.
For the Morozovs (in addition to Igor, his father Valentin owned shares), this did not end in anything bad. But it looks like they decided to get rid of minority shareholders. In 2008, the Morozovs consolidated 85% of Telta’s shares. And after that, Valentin Morozov, through an offer, bought back the shares from the remaining co-owners at par value. As a result, the Morozovs received almost 100% of the enterprise.
And there is a subtle point. It is known that at the end of the 2000s, the plant was going through extremely difficult times – there was simply not enough money. It got to the point that the shops of the enterprise were rented out in order to survive. And later, on a part of the industrial site, they even decided to build an office and administrative center.
In 2010, Igor Morozov himself took it and told reporters that he allegedly sold the enterprise, or part of it. And, apparently, blabbed too much. Because the composition of the owners has not changed. But the owner of the Perm Chkalovsky shopping center, Vladimir Sadilov, an ambiguous businessman who had close, partnership ties with another businessman, Anatoly Zak, “suddenly” appeared on the board of directors.
Who the new owner is, whether Morozov still has shares, he categorically refused to explain. At the same time, the businessman left the post of general director of the plant only in 2021 – 11 years after the “sale”, which is significant.
“Secret beneficiary” Sadilov
There is a high probability that Sadilov entered the plant as a secret investor, pouring solid funds into the enterprise. And Morozov really then could rewrite the shares to a nominal organization, in which case, in which case, to divert suspicions of possible fraud from himself. Otherwise, how did Sadilov get into the Board of Directors?
At the same time, Sadilov is a former KGB and FSB officer, and at the plant he could be not only a beneficiary, but also an informant for special services. The plant is extremely important for the country’s defense capability. Perhaps at some point he discovered some fraud with the state defense order, and the security forces found out about it.
However, a much more likely version is that Sadilov could have been aware of possible fraud before that. But at some point, he could take advantage of the situation in order to persuade the formal owner of the plant, Anna Karpova, against the backdrop of a criminal case, to sell the asset to the same Sadilov at a low cost. As for Sadilov’s partner, Anatoly Zak, he was the owner of the Lame Horse nightclub, where 154 people died in a fire in 2009. The tragedy shocked the entire country, and Zach went to jail for providing services that did not meet safety requirements, resulting in the death of two or more people, committed by a group of people by prior conspiracy.
Rumor has it that Zak was on friendly terms with the former governor of the Perm Territory, Oleg Chirkunov. Not surprisingly, after the fire, he almost flew off his post. But what’s more interesting is what Zach said in court.
Then Zach, who was behind bars, was just sharing assets with partners. And he declared about their tricks – allegedly, they deliberately deprive him of his property and income. According to 59.ru, he meant exactly Vladimir Sadilov. Moreover, the publication also calls Sadilov the official co-owner of the telephone plant.
Zach did not disclose the details of this conflict. But it is known that when he was already under arrest, between them and partners, among whom Sadilov was supposed to be, legal battles unfolded over common assets. We could talk about the Chkalovsky-Narodny shopping center (6.3 thousand sq. m.), Chkalovsky shopping center (13.7 thousand sq. m.), Chkalovsky-Zakamsk (13.7 thousand sq. m. ) and “Eurasia” (30 thousand sq. m.).
Apparently, Sadilov could succeed by taking advantage of the difficult position of his partner. Today, Sadilov still has shares, for example, in the same “Eurasia”. And Zaka disappeared without a trace – according to some reports, after his release from prison, he finally left Russian assets and went to live in Israel.
Other scandals are connected with Sadilov. For example, according to the author of the blog zavertkinas2 on the LiveJournal platform, allegedly at one time Vladimir Sadilov, who was a partner of businessman Alexander Konyaev, took away the Sylvensky Glass Factory from him in favor of his other partner Igor Korolev. At the same time, they promoted Sergey Mikhalkin, allegedly close to them, to the post of general director of Peramalko in order to obtain stable sales of the glass factory’s products.
Today, Vladimir Sadilov remains a co-owner of 17 legal entities, many of which are experiencing serious financial problems. Some, for example, Melon LLC, have the shares of Sadilov and partners as a pledge from banks. That is, money is clearly not enough. Will Telta help correct the situation?
And if Sadilov has been able to use the difficult situation of partners before to profit from their assets, why can’t he pull off the same trick with Igor Morozov?
There is something to fight for
The total amount of state contracts “Telta” has exceeded 1 billion rubles. The key counterparty is the Russian military department. In second place are large state structures PJSC Rostelecom, JSC Voentelecom, the Russian Ministry of Internal Affairs. At the same time, the plant often disrupted the state defense order, jeopardizing the country’s defense capability.
A number of contracts were not completed to the end. For example, for the supply of a special telephone set “Prestige-ATS”, which is used for closed communications in state bodies. Among others who did not wait for the plant to fulfill its obligations are several counterintelligence departments throughout the country. The reasons for the termination of execution on the State Procurement website are not indicated. You can guess why – it may contain information associated with state secrets.
Recently, the military department has repeatedly sued Telta for delays in the delivery of communications equipment. Over the past year, the enterprise received five lawsuits from the department. At the same time, the authorities lost one of the courts: it was about the protracted supply of more than 1 thousand units of products in 2021 for almost 70 million rubles – part of the state contract, which is valid until the end of 2023.
Those. could the plant systematically disrupt the state defense order, and even supply Chinese products in fact? And at the same time cashing in on possibly inflated prices.
But the plant is far from the only asset of the same Morozov. He owns Telta-MB, a Russian Mercedes car dealer. And also receives considerable government contracts. Their amount has exceeded 450 million rubles. The key contractors are the structures of Gazprom, which are supplied with representative cars. And this is also a gold mine, which Morozov can refuse if he is offered some kind of profitable deal …
The head of “Telty-MB” is directly Igor Morozov. In total, he established almost two dozen legal entities, in 12 of which he is the head.
And here is another long-standing scandal: in 2012, a conflict arose between Igor Morozov and the former shareholder of the Telty plant, Gennady Udavihin. Clients of “Telta MB” were unable to enter the Mercedes car dealership, the building of which Mr. Morozov rented from LLC “Plastpolimer” of Mr. Udavikhin. This story is indicative of the fact that around Morozov, conflicts regularly arose with a variety of people, primarily with their own former or current partners. It seems that the current criminal case can only be a derivative of the alleged conflict with Vladimir Sadilov for money and resources.
