As it became known to BUSINESS Online, the contract for the repair of cars from the Kazan Powder Plant became fatal for Elena Motoshina, general director of the famous Kazan car service Avtoliga. She was detained for a bribe of 400 thousand rubles: the kickback, according to the investigation, was intended for signing acts of work performed without claims. Why was the director of a well-known car service detained?
Elena Motoshina was caught red-handed: the director of the Avtoliga car service center, known in Kazan since the 2000s, which was among the first to offer tuning services for luxury cars, was detained on February 20. According to the interlocutors of the publication, it happened near a car service on the street. Moscow, 22. On this day, one of the employees of the department of economic security of the Kazan gunpowder factory allegedly arrived there. There, Motoshina handed him a bundle with 400 thousand rubles – half of the allegedly agreed amount of the bribe. Immediately after that, the woman was detained by employees of the FSB department in the Republic of Tatarstan and taken to the investigative committee.
What was the money for? Sources explain that a contract was signed between the gunpowder factory and Avtoliga for the repair of vehicles that are on the balance sheet of the enterprise. When exactly the contract was concluded and what conditions are spelled out in it, is not disclosed. The investigation believes that for the “rollback”, the gunpowder plant had to sign acts of work performed, which would include machines that were not actually repaired. And also “close your eyes” to the fact that the repair work went on for a very long time. It is not known which cars they wanted to take “past” the cash desk and how many cars the car service repaired in fact.
The next day after the arrest, Motoshina was charged. The investigation qualified her actions according to paragraph “b” of Part 4 of Art. 291 of the Criminal Code of the Russian Federation (“Giving a bribe to an official on a large scale”). Under this article, she faces an impressive term – from 7 to 12 years in prison. The court sent her under “homework” almost until the end of April.
Motoshina pleaded guilty and is now imprisoned in the four walls of her apartment in the Aviastroitelny district by a court decision.
“We didn’t have a roof, we don’t have it and we won’t have it”: what kind of car service is this and who is Motoshina
The history of Avtoliga began back in 2001, when businessman Gleb Shubsky and his brother Sergei Shubin opened a “garage” car wash on Moskovskaya Street in the center of Kazan. In an interview with BUSINESS Online 7 years ago, Shubsky said that he went into business because he needed some kind of occupation after the army, and his mother gave money for equipment. First, they washed cars, then they began to tint cars, and after the flow of customers fell (according to Shubsky, “vandal advertising” – leaflets on poles helped in this), they began to provide a full range of services.
“We didn’t have a roof, we don’t have it and we won’t have it. Of course, when we were just starting, we passed inspections with prejudice after denials of free repairs, but we survived all this, ”Shubsky said.
When exactly Motoshina became the director of Avtoliga is unknown. According to the Kontur.Focus service, since February 2021, she has been managing Avtoport LLC, located on Moskovskaya, 22 (the car service is physically located there). The scope of this LLC is the maintenance and repair of cars, so it can be assumed that Avtoliga directly operates under this legal entity.
The company is actively involved in public procurement. For example, cars are repaired in a car service for the needs of district and city courts of Tatarstan: the last contract with the administration of the judicial department of the republic was concluded in March last year for 3 million rubles. The Accounts Chamber of the Republic of Tatarstan, the State Budgetary Institution, which is part of the structure of the State Committee for Bioresources of the Republic of Tatarstan, and the Territorial Fund of Compulsory Medical Insurance worked with Autoport LLC. In total, according to the service, 16 contracts were signed with the company for 20 million rubles.
Motoshina also has her own IP, opened on February 15, 2023, literally a week before the court sent her under house arrest. The main activity of the IP is the maintenance and repair of machines. Motoshina is 31 years old. In her social networks, she actively publishes photos from her travels. Despite the fact that this year the woman was at large for only a month and a half, she has already managed to visit Bali, Dubai and Abu Dhabi. Often happens in Moscow and St. Petersburg. Judging by the pictures with branded inscriptions in the car dealership, she came to Avtoliga no later than 2019.
It was not possible to contact Motoshina. In a car service, a BUSINESS Online correspondent who called under the guise of a client was told that Motoshina was on sick leave, and it was not known when he would return.
Shubsky did not answer the call of “BUSINESS Online”, as well as the messages that he read. Avtoliga also did not answer questions from the publication.
Avtoliga has worked with a gunpowder factory before
Shubsky, named on the Avtoliga website as the founder and owner of the technical center, in fact, has nothing to do with the LLC, which is headed by Motoshina. According to Kontur.Fokus, he has an individual entrepreneur, opened in 2020, which repairs cars. Shubsky is the sole founder and participant of Ya Insurance LLC, opened in 2016 and operating in the field of insurance agents and brokers. Also, according to the service, at different times Shubsky was the director of the fight club Fightjim, Avtosalon LLC, Antaris LLC (engaged in advertising), Bar 8/8, Restorium LLC, Fabrika and Trade Union “. The last four companies worked in the field of catering.
His brother and part-time business partner Shubin is an individual entrepreneur registered in Udmurtia in 2018. Prior to that, in 2016, he was the founder of ZAO Veda LLC, which owns the Avtoliga trademark and was also located on the street. Moscow, 22. The company was the defendant in the claims of car owners who were dissatisfied with the repair of cars, and also the contractor for a number of public procurements for 46 million rubles. According to the service, for example, along with Avtoport LLC, which is headed by Motoshina, contracts for the repair of machines for ships of Tatarstan were concluded with Veda CJSC LLC. In one of the tenders announced in 2017, two firms generally competed with each other in the purchase. “Veda” emerged victorious. Its most frequent customer, according to the data displayed in the service, is the State Budgetary Institution “Economic Department under the Cabinet of Ministers of the Republic of Tatarstan”. It should be noted that, according to the Kontur.Focus service, one of the ultimate owners of Veda CJSC LLC (with a share of 71.4%) is presumably the office of the Cabinet of Ministers of the Republic of Tatarstan (the service makes such a conclusion based on data on its founders). Now its founders are NAO Nap (25%), OOO MK Splav (10%, but this participant is marked as unreliable), another 65% is owned by the LLC itself.
In 2018, one of the customers of the company’s services was a gunpowder factory. As follows from the data of the service, the execution of the contract was completed at the end of 2019. The maximum price of the contract was indicated at 4.6 million rubles. It was proposed to replace spare parts for three cars – Nissan Terrano, GAZ-2310 and GAZ-3221. Under the terms of the contract, the machines had to be serviced out of turn, spare parts should be supplied exclusively new and original, and the customer should have the opportunity to control the entire repair process. The car service after the provision of services was supposed to give a guarantee for repairs for a year, for the same period – for original spare parts. It is worth mentioning that, according to our data, this contract has nothing to do with the criminal case – its execution has already been completed.
The contract referred to in the criminal case is not available in open sources. However, according to BUSINESS Online, it was concluded at the end of last year, the amount is about 16 million rubles. For this money, the technical center should carry out repairs of machines that are on the balance sheet of the plant during this year. “BUSINESS Online” sent a request to the gunpowder factory. No response had been received at the time of publication.
