Murders of competitors, an attempt to unleash a war between criminal clans, racketeering and fraud – this is an incomplete list of crimes that Kursk resident Dmitry Volobuev and several of his accomplices are accused of. Among the alleged members of the organized criminal group are the former head of the local department of the Ministry of Internal Affairs, deputy head of the city administration Sergey Zaitsev and his son. The investigation believes that the patronage of a high-ranking official for many years allowed the gang to escape punishment.

Crime Wars

In the UK, Volobuev’s gang is called one of the most influential and cruel in the region. Its alleged leader, 41-year-old businessman Dmitry Volobuev, nicknamed Volobuy, began his career in a private security company in the late 90s.

He quickly entered the local criminal environment, but did not collect his own group until ten years later. According to investigators, Volobuev was fond of sports from his youth and recruited into the “team” those who shared his hobby. He distributed all subordinates into two structural divisions: one dealt with economic crimes, the other with the accompanying “dirty work”.

Law enforcement agencies believe that Volobuev’s brother Nikolai was responsible for the economic “direction”. Its structure controlled several city enterprises and kept the accounts of the group.

Members of the “power section”, in turn, intimidated businessmen who refused to cooperate “in a good way”, and formed the image of the organized criminal group as one of the most influential and cruel gangs in the region. In addition, the investigation attributes to Volobuev intrigues in the local criminal environment.

In particular, in 2012, in order to quarrel two rival clans, the gang leader ordered the burning of a BMW X5 that belonged to one of the criminal leaders. As planned, the victim was supposed to suspect not Volobuev’s people, but his main competitor, of setting fire, after which he would unleash a war.

Whether the plan succeeded, the investigation does not specify, however, Volobuy’s “team” gradually strengthened its position. Influential patrons also contributed to this: according to the investigation, the ex-head of the Ministry of Internal Affairs for Kursk, deputy head of the city administration Sergey Zaitsev was listed in the organized criminal group.

personal revenge

According to the prosecution, more often than not, intimidation was enough to force businessmen to “cooperate” with the group. At the same time, the gang has two murders. The power unit of the organized crime group got rid of those with whom Volobuev had personal scores. There were legends about the incredible vindictiveness of the leader of the group.

The first victim was the local crime boss Sergei Delyukin, nicknamed Dilya. Volobuev believed that Dilya was involved in the attempt on his life. In June 2010, near the cafe “Chantal” in Kursk, unknown people seriously injured the leader of the gang, he survived, but lost part of his leg. A few years later, Volobuev figured out the offenders.

On the morning of February 9, 2013, Dilya left the house to take out the trash. The killer fired nine bullets at him, six hit the target.

According to relatives, Dilya, although he was seriously wounded, remained conscious: the bullets went right through and did not hit his vital organs. Relatives believe that he was finished off by the actions of Sergei Zaitsev, at that time the deputy head of the department of the Ministry of Internal Affairs.

“Zaitsev was the first to jump to the place. Why did he come there? He didn’t let him take him out (the victim from the scene. – Approx. ed.), – Delyukin’s mother told reporters after the first court session.

The second victim of the group was a local businessman Khodyrevsky, who publicly insulted Volobuev. According to investigators, the leader of the gang did not immediately take revenge: his people dealt with the offender a year later. On the evening of April 20, 2015, Khodyrevsky received two bullets in the back and died in the hospital a day later.

I framed myself

The security forces believe that Volobui’s gang was killed by the lust for power and attempts to quarrel and eliminate competitors. His name surfaced during the investigation of other criminal cases related to wars between criminal gangs.

In March 2017, Volobuev was detained. He was first charged with organizing two murders and fraud. Together with him, they took the direct perpetrators of the murders. They made a deal with the investigation and added details about the activities of the organized crime group. And when rumors about Volobuev’s arrest spread throughout the city, statements from victims of racketeering poured into the police.

In one of these complaints were the names of the deputy head of the administration of Kursk, the former head of the local department of the Ministry of Internal Affairs, Sergei Zaitsev, and his son. According to investigators, Zaitsev and Volobuev took part of the garage-building cooperative from one of the businessmen. Zaitsev was arrested a few months later.

Investigators found that the leader of the gang managed to cash in even on his disability. After the assassination attempt in 2012, Volobuev acquired a prosthesis worth about 2.5 million rubles. I bought it myself, but then managed to double the cost of the purchase at the expense of the state.

The investigation lasted almost two years. The charge was brought under many articles: from the destruction of other people’s property to the creation of a criminal group. The criminal case took 105 volumes. Now the materials are already in court.

There were ten criminals in the dock. Two – the perpetrators of the murders – have already received terms. Despite active cooperation with the investigation, they failed to avoid severe punishment: the killers were given 12 and 15 years in prison.
