The former vice-governor of the Leningrad region Moskvin took millions

According to the publication 47news, Moskvin was taken after his former subordinate, now a deputy of the regional legislature, Daniil Fedichev, wrote a confession, in which he indicated that he “transferred bribes to Moskvin.”

Fedichev was detained in the case of abuse of power on March 2, but after the court released him under house arrest. From 2017 until the fall of 2021, Daniil Fedichev headed the “Directorate for the Integrated Development of the Territory of the Leningrad Region” (DKRT) created by Moskvin and was a member of his team. The directorate, as reported on the organization’s page on the social network, was created to build social facilities, roads and engineering infrastructure in new residential areas of the region. As 47news notes, the DKRT resembles a fund to which developers were supposed to donate money if they could not agree among themselves on the construction of infrastructure.

Among other things, Fedichev is suspected of fraud with the sale of a contractor company, which, according to the sources of the publication, received billions in orders, and then was sold to structures associated with Fedichev’s father and at the same time a friend of Mikhail Moskvin.

The press service of the judicial department said that the detention of Moskvin was connected with the receipt of a bribe in the amount of 8.5 million rubles. According to investigators, Moskvin, being the deputy chairman of the government of the Leningrad region for construction and housing and communal services, as well as the chairman of the supervisory board of the DKRT, for four years (from 2017 to 2021) received a bribe in cash “for the general patronage of Fedichev”, namely, he assisted the DKRT at the conclusion of contracts for financing the statutory activities and contracts for targeted financing with developer organizations, at the expense of which the activities of the Directorate were carried out. The court also noted inaction in relation to the DKRT, that is, the absence of checks and “other connivance in relation to the performance of Fedichev’s official duties.”

The arrest of Moskvin became another high-profile corruption case in the Leningrad region.
