The Oktyabrsky District Court of St. Petersburg sent Mikhail Moskvin, former vice-governor of the Leningrad Region, under arrest. He was detained on March 3 and charged with taking a bribe.
According to 47newsMoskvin was taken after his former subordinate, now a deputy of the regional legislature, Daniil Fedichev, wrote a confession, in which he indicated that he “transferred bribes to Moskvin.”
Fedichev was detained in the case of abuse of power on March 2, but after the court released him under House arrest From 2017 until the fall of 2021, Daniil Fedichev headed the “Directorate for the Integrated Development of the Territory of the Leningrad Region” (DKRT) created by Moskvin and was a member of his team. The directorate, as reported on the organization’s page on the social network, was created to build social facilities, roads and engineering infrastructure in new residential areas of the region. As 47news notes, the DKRT resembles a fund to which developers were supposed to donate money if they could not agree among themselves on the construction of infrastructure.
Among other things, Fedichev is suspected of fraud with the sale of a contractor company, which, according to the sources of the publication, received billions in orders, and then was sold to structures associated with Fedichev’s father and at the same time a friend of Mikhail Moskvin.

According to investigators, using his authority, the suspect organized the transfer of management of the subsidiary joint-stock company to his close relative, hiding from the Supervisory Board of ANO “Directorate” information about contracts concluded and planned to be concluded for a total amount of at least 445.9 million rubles. Subsequently, he received the right to sole management of the legal entity and, thus, caused significant losses in the form of non-receipt of profits by a subsidiary legal entity in the amount of at least 22 million rubles, which had to be used, among other things, for the construction of schools, hospitals and other social infrastructure facilities of the Leningrad region. The press service of the judicial department said that the detention of Moskvin was connected with the receipt of a bribe in the amount of 8.5 million rubles. According to investigators, Moskvin, being the deputy chairman of the government of the Leningrad region for construction and housing and communal services, as well as the chairman of the supervisory board of the DKRT, for four years (from 2017 to 2021) received a bribe in cash “for the general patronage of Fedichev”, namely, he assisted the DKRT at the conclusion of contracts for financing the statutory activities and contracts for targeted financing with developer organizations, at the expense of which the activities of the Directorate were carried out. The court also noted inaction in relation to the DKRT, that is, the absence of checks and “other connivance in relation to the performance of Fedichev’s official duties.”

The arrest of Moskvin became another high-profile corruption case in the Leningrad region. In 2021, Dmitry Lobanovsky, deputy chairman of the State Construction Supervision Committee of the Leningrad Region, was arrested for a bribe of 500 thousand rubles and negligence (sentenced to 5 years probation), in July 2022, the ex-head of the Fund for Assistance to Deceived Interest-holders Alexander Gorshenev was detained, he is accused of embezzlement and commercial bribery. In September 2022, Yevgeny Bredikhin, deputy head of the State Expertise of the Leningrad Region, was arrested (in February 2023, the court changed the preventive measure for him to house arrest), he is a defendant in the case of embezzlement of funds from the regional Fund for the Protection of the Rights of Shareholders. We are talking about 300 million rubles allocated for the completion of residential complexes in the Vyborgsky district of St. Petersburg and the Vsevolozhsky district of the Leningrad region.
