The court found that the defendant, in the period from December 2016 to August 2018, while holding the position of head of the regional department of the bailiff service, acting together with his subordinate Alexandra Mardanova, received over 15 million rubles in total as bribes in various amounts. The funds were intended for the quick and unhindered initiation of enforcement proceedings against debtors of various organizations on fictitious certificates of labor dispute commissions and writ of execution issued by the courts. Also, with the help of documents, they managed to freely collect and transfer more than 3 million rubles from the personal account of the regional UFSSP to the bank accounts of controlled individuals – nominal collectors.
In addition, the accomplices implemented a criminal scheme to cash out funds through the personal account of the department. The total amount of illegally withdrawn money amounted to over 222 million rubles.

Igor Kozhevnikov himself categorically denies guilt, during the process he convinced the court that the case was ordered and was actually based on the testimony of Alexandra Mardanova.
