The first criminal case (clause “e”, part 3 of article 286) concerns the events of last December. The investigation believes that Osipov organized the conclusion of a municipal contract for the development of design documentation, major repairs and maintenance of one of the roads in Cheboksary with a company led by his acquaintance. In fact, this organization did not meet the requirements necessary to fulfill the contract. According to the calculations of the Investigative Committee, the damage to the budget of Chuvashia exceeded 7 million rubles.

“Yard” is registered in Moscow, its authorized capital is 12.5 thousand rubles, and there are two people on staff. There is no information in open sources about the tenders won by the company. There is only a mention that in 2020 “Yard” bid for the renovation of the Kalinin rural library in the Vurnarsky district, but lost at the auction to a local individual entrepreneur. In short, Yard’s track record was in no way conducive to such an extraordinary step as transferring to it a 100% subcontract for 347 million. And now an absolute exclusive – today, October 1, Pravda Volga Federal District managed to contact Vladimir Osipov. He, still in the status of a member of the government, categorically denies reports that the Yard received fabulous subcontracts. “My son and I had an agreement that while I am a minister, his company will not get involved in road contracts at all,” Osipov said. — The Yard was involved in the repair of commercial enterprises. With Dorstar he had the only small subcontract in 2021 for landscaping in Kanash. So it has nothing to do with Lapsarsky Proezd. The second criminal case (part 3 of article 33, part 1 of article 187) relates to the events of June 2022. According to the department, Osipov organized the submission of a fictitious payment order to the Chuvash treasury, according to which the money should be used for purposes unrelated to the contract for which it was allocated. The Ministry of Finance of Chuvashia blocked this transfer of funds.
The former minister, in the presence of a lawyer, admitted his guilt in full and testified against his accomplice, the Investigative Committee summarizes. In the first case he faces up to ten years in prison, in the second – up to six.
Osipov resigned in October 2023. Shortly before this, the Chuvash prosecutor’s office found 555 violations in the implementation of national and regional projects, including problems with the implementation of the Regional and Local Road Network program. 4.6 billion rubles were allocated from the budget for it, cash execution as of August 31 was less than 50% – about 2.2 billion rubles. At the initiative of the regional prosecutor’s office, searches were carried out in the Ministry of Transport and the Ministry of Finance of Chuvashia, wrote TASS with reference to sources.
The head of Chuvashia, Oleg Nikolaev, announcing Osipov’s resignation, thanked him, but also noted that he hoped for an “objective assessment” by the investigative authorities of the “violations committed” in accordance with the law.
