The former Minister of Labor and Social Protection of the Trans-Baikal Territory went to a general regime colony for 5 years for giving a contract for the major renovation of the residential building No. 5 of the Khadabulak psycho-neurological boarding house to a company for 12.5 million rubles, where his relative was appointed director, it is reported in Telegram channel of the regional prosecutor’s office. At the time of the crime, Andrei Fedotov was the region’s Minister of Labor and Social Protection.
According to the investigation, from May to December 2018, Fedotov reached an agreement with the director of the Khadabulak psychoneurological boarding home, Elena Shevchenko, the woman’s name and surname were published on the website of the Central District Court of Chita. Using allocated subsidies from the budget of Transbaikalia, he hired the limited liability company “RETS” as a contractor. According to the Kontur.Focus service, the director of this organization was Alexander Tttyan. It was previously reported that this is his wife’s brother.
After the contractor failed to fulfill his obligations, on the basis of signed work acceptance certificates, all the money was transferred to the contractor, but the building remained unfit for use.
The Central District Court of Chita sentenced the former director of the Shevchenko psychoneurological boarding home to 3 years in a general regime colony. Both Fedotov and Tttyan were taken into custody in the courtroom. They were also banned from holding leadership positions in government bodies for 2 and 1.5 years, respectively.

Workers of the Khadabulak psychoneurological boarding home in the Olovyanninsky district recorded video message to the Governor of Transbaikalia Alexander Osipov. They asked to confirm or refute information about the liquidation of the boarding house and prevent its closure. They stated that major repairs were carried out in 2018, which was later confirmed by documents. According to them, this is the only institution that provides jobs to residents of not only Khada-Bulak, but also the village of Sherlovaya Gora, Borzinsky district.
When Fedotov’s fraud was revealed, Osipov ordered the boarding house to be resettled and only after that decide what to do with the building.
From 1996 to 1999, Fedotov was deputy chief physician for medical care of the population, after which he headed the district hospital for 10 years. From 2009 to 2013 he worked as the head of the administration of the Borzinsky district, after which he returned to the position of chief physician, where he worked until 2016, to the position of its minister appointed in 2018.
The previous Minister of Labor and Social Protection, Georgy Reva, from 2002 to 2015, for 700 thousand rubles, built and equipped for personal use a house and a bathhouse at a boarding house for the elderly in Atamanovka at the expense of the institution. He faced up to 7 years in prison, but in 2016 he was found guilty, given a suspended sentence and amnestied in honor of the 70th anniversary of Victory in the Great Patriotic War.
