For money, Sergei Moskvin signed state contracts for 190 million rubles with sanatorium companies and accelerated the payment terms for them. Bribers provided services for the sanatorium treatment of children with disabilities. In total, more than 6.5 thousand vouchers for a period of 18 to 21 days were distributed. Rest was provided in the sanatoriums “Lake Uchum” in the Uzhursky district, “Balm” in Minusinsk and “Rodnik” in Achinsk. Bribes were given in cash, as well as in bags of food and boxes of tomatoes under the pretext of gifts and thanks.

So, the director of Lake Uchum at the end of 2020 turned to the ex-head of the Department with a request to “help with contracts”: inform about auctions and “screen out” possible competitors. Having reached an agreement, the parties signed 9 contracts for 120 million rubles. For the assistance provided, the director of the sanatorium transferred 1.1 million rubles to his patron.

In addition, in the period from December 14, 2021 to January 21, 2022, Sergey Moskvin personally received 200 thousand rubles from the director of StroyAchinsk LLC of the Rodnik sanatorium Alexander Khvalko for assistance in concluding state contracts between the regional branch of the fund and its organization for the provision of services for sanatorium treatment of citizens.

The irrepressible thirst for money did not stop Moskvin, and from June to August 2021, he received 308 thousand rubles from the director of the Balsam sanatorium in Minusinsk, Viktor Belyaev, for assisting in speeding up the procedure for checking documents for payment and payment for services concluded between the regional branch of the fund and the state organization contracts.
