Presnensky Court of Moscow arrested Vadim Soynikov, former chief of staff of the head of the Ministry of Emergency Situations of the Russian Federation, who is accused of exceeding his due powers. This was reported by a TASS correspondent from the meeting room.
“The court granted the petition of the investigation and chose V.E. custody for a period until October 1, 2022,” Judge Olga Kiselkova read out her decision.
According to the case file, in 2020 Soynikov told Yevgeny Zinichev, who then headed the Ministry of Emergency Situations, about the need for a major overhaul of the sports complex of the department’s central office on Vatutina Street. At the same time, the state of the object made it possible to limit itself to current repairs. According to investigators, Soynikov later organized the work using expensive materials, and also attracted a contractor who withdrew from the repair after dismantling the old equipment. The Investigative Committee believes that the damage from the actions of the ex-official is 17 million rubles. Soynikov pleads not guilty.
Vadim Soinikov headed the apparatus of the previous head of the Ministry of Emergency Situations, Yevgeny Zinichev, who died in September 2021. In the spring of this year, the minister’s office, as a structural unit of the Ministry of Emergency Situations, was liquidated, and Soinikov was dismissed from the Ministry of Emergency Situations.

Speaking about the need to take the defendant into custody, the investigator emphasized that Vadim Soynikov had worked in the FSB for 18 years before joining the Ministry of Emergency Situations and was skilled in operational-search activities. According to the representative of the ICR, he can use them, among other things, to destroy evidence in the case and put pressure on witnesses.
The ex-official himself, who, after the abolition of the apparatus of the head of the Ministry of Emergency Situations in the spring of 2022, did not find a new job, asked the court for house arrest. According to him, no money was allocated from the budget for the reconstruction of the sports complex, and therefore it is not clear to him what kind of damage we can talk about. Indirectly, this version was confirmed by the investigator himself, who noted that, having taken up the reconstruction of the sports complex, Mr. Soynikov thus decided to curry favor with his superiors. By the way, on a similar initiative, according to Kommersant, the former head of the apparatus of the head of the Ministry of Emergency Situations got burned at his previous job. Vadim Soinikov, who rose to the rank of colonel, was engaged in the fight against smuggling in the department “K” of the SEB FSB.
