The Moscow Garrison Military Court on Friday sentenced to five years in a strict regime colony the former deputy head of the department of the Ministry of Defense for ensuring state defense orders (DOGOZ), a reserve colonel Leonid Kharlamovaccused of taking especially large bribes, a TASS correspondent reports from the courtroom.
“The court found L. A. Kharlamov guilty under part 6 of article 290 of the Criminal Code of the Russian Federation “Taking bribes on an especially large scale” and sentenced him to imprisonment for a term of five years to be served in a strict regime colony,” the decision was announced judge Vadim Korchagin.
The defendant was also deprived of the military rank of “colonel”. The court turned in favor of the state 3 million rubles confiscated from it and property worth more than 2 million rubles.
When sentencing, the court took into account Kharlamov’s admission of guilt and the conclusion of a deal with the investigation, as well as the presence of commendations, state awards and participation in hostilities in Syria. He was threatened with 7 to 15 years in prison. In a deal with the investigation, the court could not assign him more than half of the maximum term. During the debate of the parties, the representative of the military prosecutor’s office asked the court to appoint the officer seven years in prison.

As established by the court, Kharlamov received monthly bribes in 2019 for general patronage and the inclusion of companies in the number of executors of government contracts. Thus, from 2019 to 2022, the general director of NPO RIF Corporation JSC systematically transferred bribes to Kharlamov, the total amount of which amounted to at least 6.52 million rubles. During the investigation, the businessman gave incriminating testimony to the colonel.

In March of this year, Leonid Kharlamov resigned from the ministry due to the expiration of his contract, and the officer who took his place had questions about contracts concluded on behalf of the Ministry of Defense with JSC RIF, about which the military counterintelligence department of the FSB was informed. From there, the materials were sent to the GVSU of the ICR, which opened a criminal case against Leonid Kharlamov. The interrogated entrepreneur, in order not to become accused of giving bribes (part 4 of article 291 of the Criminal Code of the Russian Federation), wrote a frank confession and did not fall under criminal prosecution.
