As 47news writes with reference to the new ruling of the criminal case, which the publication has read, the Investigative Committee of the Russian Federation has reclassified the accusation against Umnov and two other generals, Ivan Avakumov and Alexei Semenov.
All three were previously accused of abuse of power. Now the investigators believe that “Sergey Umnov created and headed an organized group”, which received bribes under the guise of donations to the accounts of the controlled Fund for Assistance to the Programs of the Main Department of Internal Affairs in order to extend the contractual relations with the branches of the commercial MREO.
According to investigators, a total of more than 64.6 million rubles were transferred to the fund, which were used to purchase luxury cars, repair the fund’s premises and organize holidays for employees of the Ministry of Internal Affairs.
Umnov from March 2012 to February 2019 headed the department of the Ministry of Internal Affairs for St. Petersburg. Then he was appointed assistant to the head of the Russian Interior Ministry, Vladimir Kolkoltsev. As RBC wrote earlier, Sergei Umnov was detained by the FSB in July last year. According to Kommersant, searches were carried out at Umnov’s house and office the day before.
