Surgutneftegazbank is offered to pay hundreds of millions

MIFTS No. 10 for Khanty-Mansi Autonomous Okrug-Yugra filed an application to arbitration to declare Trust Zapsibgidrostroy LLC (Trust ZSGS) bankrupt. The relevant information is posted in the “Electronic Justice” service. Moreover, based on the data, we can talk about a debt of 547.6 million rubles.

Other players also announced their intention to go to court with claims to declare the company financially insolvent – in particular, messages from Construction Control Center LLC (Surgut) and, on behalf of IP Kuznetsov A.I., were published on Fedresurs.

Let us clarify that we are talking about the “ZSGS Trust” (TIN 8602289578), which market participants call a “clone” of the famous bankrupt Surgut “Zapsibgidrostroy Trust” (TIN 8602228279).

The prototype of the enterprise, as the publication said, was a major player in the field of design and construction of hydraulic engineering and transport structures and traced its history back to a trust formed back in 1977. “The ZSGS Trust listed among its customers NOVATEK, SIBUR, the French concern Total, PJSC Fortum and other industrial giants. The Surgut company participated in such large government projects as the construction of hydraulic structures for a floating nuclear power plant [1] (JSC Rosenergoatom) in Pevek and reconstruction and technical re-equipment of the Severnaya Verf shipyard [2]. At a certain period, the trust stated that it included 6 companies that provided jobs for about two thousand people.

However, back in 2018, Trust “ZSGS” faced major financial conflicts and related problems [1], which was described in detail by Pravda UrFO. At the same time, a “clone” with the same name was quietly created.

In 2022, the original “ZSGS Trust” was declared bankrupt, bankruptcy proceedings were introduced against it, and the new “ZSGS” was “pumped with billions.” [3], apparently, transferring the debtor’s activities to him. “Pravda UrFO” spoke in detail about the connections traced, in particular, through Andrei Vakhrushev [4]. Now the participant of the operating company in “Kontur.Focus” is Evgeniy Ivanovich Olshansky, who could previously have worked as an engineer in the MTS department of the bankrupt trust [5]. In addition, the publication examined in detail the likely connections of the original “Trust “ZSGS” with LLC “Bolverk” (Samara) [2]. The latter was also a large enterprise with billions of dollars in government contracts, but eventually went bankrupt. Bolverk itself became a participant in several high-profile scandals. For example, the Investigative Committee initiated a criminal case under Part 7 of Article 159 of the Criminal Code of the Russian Federation “Fraud on an especially large scale”, related to the probable theft of 1.6 billion rubles during the construction of an international sea terminal in the city of Pionersky, Kaliningrad Region [6].

At the moment, the existing “Trust “ZSGS”, even without taking into account disagreements with the Federal Tax Service, is also faced with major financial conflicts. As the publication reported, they filed a claim for 2.8 billion against Perm Concession Company LLC and Stroytransgaz JSC. [5] (STG). He also faced serious risks from the point of view of the requirements of the bankruptcy trustee of the bankrupt “Trust “ZSGS” for bringing him to subsidiary liability [5]. In general, as follows from the documents, apparently, a confrontation with the “clone” began, as reported by Pravda UrFO. In September, the arbitrator filed new applications challenging transactions between the two trusts.

Another noteworthy aspect: the bankruptcy of the ZSGS Trust became a platform for a clash between Surgutneftegazbank JSC (SNGB, the main owner is Surgutneftegaz, headed by Vladimir Bogdanov) with National Bank Trust PJSC [6].

According to data on Fedresurs, Trust recently demanded that a number of the trust’s transactions with SNGB be invalidated and that 861.2 million rubles be recovered from the latter in favor of the debtor.
