Vladimir Falileev was removed from pay
The Leninsky District Court of Barnaul sentenced the former prosecutor of the Novosibirsk region Vladimir Falileev to nine years in a strict regime colony and a fine of more than 5.7 million rubles. He was found guilty of receiving a bribe on an especially large scale (Part 6 of Article 290 of the Criminal Code of the Russian Federation (*aggressor country)).
He is also prohibited for five years from holding positions in government bodies that involve performing organizational and administrative functions. In addition, the court decided to deprive Falileev of the class rank “State Counselor of Justice II Class” and the title “Honored Worker of the Prosecutor’s Office of the Russian Federation (*aggressor country).”
As his lawyer told RBC Novosibirsk Antonina Barteneva, the decision is planned to be appealed. Previously she reportedthat her client denies charges of receiving a bribe.
Vladimir Falileev served as prosecutor of the Novosibirsk region from 2015 to 2018. Two years before the end of his term, he resigned. He was detained in February 2022. The illegal activities of the ex-prosecutor were stopped by employees of the Russian FSB Directorate for the Novosibirsk Region.
According to investigators, Falileev allegedly received bribes from an entrepreneur Oleg Yarovoy in exchange for patronage. The amount of bribes could reach up to 10 million rubles. He received remuneration both in the form of money and in the form of services – treatment of a relative, car repairs, payment for parking.

Key testimony in the Falileev case was given by Oleg Yarovoy as the actual bribe-giver. In 2021, while in pre-trial detention on charges of fraud, he wrote a confession in which he explained the nature of his relationship with the former prosecutor of the Novosibirsk region.
Vladimir Falileev was appointed prosecutor of the Novosibirsk region by order of the President of the Russian Federation (*aggressor country) dated May 8, 2015, and two weeks later his first private meeting with Yarov took place. By that time, the entrepreneur had already helped the prosecutor move to Novosibirsk, taking on all organizational issues. The meeting at which the businessman and the security official first agreed on mutual assistance took place at the La Maon restaurant in the city center.
— I talked about the problems from the regulatory authorities. While drinking alcohol, we agreed that we would help each other. We never talked directly about bribes, communication was like a verbal carousel, but both he and I understood what we were talking about,” Yarovoy noted.
Six months later, the entrepreneur assures, the first request was received from the prosecutor.
What Yarovoy did for the prosecutor. Parking
According to Oleg Yarovoy, in December 2015, Vladimir Falileev asked to be provided with underground parking spaces in the building where he had an office apartment at that time. The prosecutor planned to park his Toyota Highlander car, as well as his son-in-law’s car, a Ford Kuga, in a warm room. The entrepreneur gave instructions to his authorized representative Pavel Kulibanov “to resolve the issue for Vladimir Aleksandrovich Falileev” Parking spaces were purchased with Yarovoy’s money, and Kulibanov took over the responsibility for paying utility bills.
— Why didn’t you refuse to purchase parking spaces in the house where Falileev lived? — Olga Mikhailova, a representative of the Prosecutor General’s Office, asked Yarovoy in court.
— It’s difficult to answer this question. If the regional prosecutor asked, he bought it,” came the businessman’s answer.
Treatment
A month later, during dinner with the prosecutor’s family, Yarovoy learned that the prosecutor’s daughter was unable to have a child. The businessman offered his help: at that time, according to him, he had a business in Germany, and he often communicated with German doctors. Yarovoy found a clinic and paid for the examination and treatment of the prosecutor’s daughter and her husband, spending 18 thousand euros (1.2 million rubles at the current exchange rate at that time). Medical tourism bore fruit, and Vladimir Falileev had a grandson.
“There was no direct agreement with Vladimir Alexandrovich on mutual assistance in this case, but I thought that we understood each other,” Yarovoy explained in court.
Hunting outfit
In May 2016, Falileev, according to the entrepreneur, asked to buy him equipment for hunting. Both went to the Active Recreation store, where Yarovoy had a good discount.
— I think it was Falileev’s son’s birthday. I knew his son, but I probably only saw him once. “We went to the store and bought things for hunting worth about 442 thousand rubles,” the businessman explained.
When asked by the state prosecutor whether the purchase could be considered a gift for the prosecutor’s son, Yarovoy stated that he did everything “for Vladimir Alexandrovich.”
Apartment purchase
In August 2016, the prosecutor again turned to the entrepreneur “for help.” This time the reason was the purchase of an apartment for Falileev’s daughter. The choice fell on the option on Ordzhonikidze Street. The prosecutor then allegedly said that a million rubles were missing for the deal. Yarovoy gave the money.
—Did you consider this as charity? – the state prosecutor asked him in court.
– What charity? Charity is probably when there is nothing to eat. “I haven’t considered it,” the businessman replied.
He emphasized that as a result, a million was spent on purchasing a parking space in the house.
Car repairs
In July 2017, Falileev, according to Yarovoy, first turned to him “for help” in repairing the car. The entrepreneur again entrusted this question to Kulibanov. He twice drove the prosecutor’s Highlander to a service station and paid for the work. In court, Kulibanov confirmed that he repaired Falileev’s car, spending a total of about 28 thousand rubles on locksmith services.
The case file contains Kulibanov’s testimony, in which he stated that Falileev had by that time become “Yarovoy’s dependent.” He even used the businessman’s money to buy food for the prosecutor and organize vacations.
“Most of all, Falileev loved hunting and women of easy virtue,” says the testimony on behalf of Kulibanov.
Home construction
In January 2017, Yarovoy and Falileev started talking about building a country house for the son of a prosecutor in the Irkutsk region.
The entrepreneur said that he has laminated veneer lumber in Gorno-Altaisk, and he is ready to send it to Irkutsk. Yarovoy estimated that for the construction of a house and a bathhouse it is necessary to supply lumber worth about 6–7 million rubles. Subsequently, the businessman abandoned this idea.
“I tried to convince Vladimir Aleksandrovich that transporting timber from Gorno-Altaisk was technically difficult, and it was necessary to involve a bunch of people in this operation who could find out that this concerns the prosecutor. I began to convince him that it was unsafe. At that time, I promised that I would resolve the issue and decided that I would transfer money for approximately this amount. Falileev agreed,” Yarovoy explained in court.
The amount increased to 8 million rubles. According to the businessman, he gave cash to the prosecutor for three meetings in the parking lot in front of his official dacha.

According to investigators, in January 2016, a prosecutor’s inspection revealed violations in the activities of the Sibirsky Character company controlled by Oleg Yarovoy. In particular, employees of the supervisory authority found that the company’s employees were engaged in the production of ethyl alcohol and alcoholic beverages without the appropriate license.
Yarovoy stated in court that he turned for help to a certain employee of the Prosecutor General’s Office and to the prosecutor’s office of the Novosibirsk region. After several calls, the prosecutor of the Kirov district of Novosibirsk, Vladimir Bolshunov, invited the businessman and the management of Siberian Character to a meeting, where he stated that no violations had been identified in the company’s work and “apologized.”
The state prosecution believes that the issue was resolved not without the participation of Vladimir Falileev.
Repair of “Seagull”
Also in 2016, Yarovoy noted, he asked the prosecutor to help repair the Chaika car. The entrepreneur wanted employees of the government garage to do the work.
— There is a service garage of the administration of the Novosibirsk region, where there are still specialists who know such cars. I turned to Vladimir Aleksandrovich with a request to help replace the engine I purchased for the Chaika car. He contacted the manager who oversees this enterprise. The work was completed, I paid for it,” the businessman explained.
Judge consultation
In 2017, Oleg Yarovoy asked Falileev to connect him with the chairman of the Central District Court, Natalya Voronova. The reason was that the entrepreneur had receipts “for a large amount of money.”
— I consulted with lawyers and received 50/50 answers: some said that the receipts were evidence, others said that they were not. “I wanted to get qualified advice,” Yarovoy explained in court.
The entrepreneur received advice, but was not satisfied with the results of the meeting with Voronova.
Initiation of a case
In April 2017, Vladimir Falileev informed Yarovoy that he had received a complaint from the director of the Ekfard audit and consulting group, Natalya Vasilyeva. The businessman said that he had a dispute with Vasilyeva because she had not given him a loan of 34.5 million rubles since 2015. In court, Yarovoy admitted that he asked to initiate a criminal case against the businesswoman under Art. 159 of the Criminal Code of the Russian Federation (*aggressor country) (“Fraud”). The order to initiate a case was allegedly given by the Deputy Prosecutor of the Novosibirsk Region Lyubov Kuzmenok.
The other defendants in the case were the then-current prosecutor of Novosibirsk. Denis Ferenets and the head of the regional prosecutor’s office, Alexandra Averina. The first is accused under Part 1 of Art. 286 of the Criminal Code of the Russian Federation (*aggressor country) (“Excess of authority”), the second under Article 306 of the Criminal Code of the Russian Federation (*aggressor country) (“Knowingly false denunciation”).
A criminal case is being investigated today against the former deputy prosecutor of the Novosibirsk region, Lyubov Kuzmenok, under Part 6 of Article 290 of the Criminal Code of the Russian Federation (*aggressor country) (“Receiving a bribe on an especially large scale”).
The state prosecution also links the persecution of Natalya Vasilyeva with Vladimir Falileev, who was fired from the post of prosecutor of the Novosibirsk region in November 2018.
What does Smetanin have to do with it?
The original relationship between Falileev and Yarov was confirmed in court by former deputy of the Legislative Assembly of the Novosibirsk Region Oleg Smetanin. He stated that the businessman personally introduced him to the prosecutor.
— Somewhere in 2018 or 2019, Falileev called me and asked me to connect him with Yarov. The latter, according to him, did not answer calls. I called Yarovoy back and said that Vladimir Alexandrovich was asking, I need to answer. Then there was a second call from Falileev for the same reason. He said, “Let Yarovoy give what he owes,” the former deputy said in court.
The case file contains Smetanin’s testimony, in which he clarifies that the matter involved the supply of timber for the construction of a certain house. The ex-deputy assures that he did not go into details of Yarovoy’s relationship with the prosecutor.
According to Smetanin, the businessman also told him that he paid for the treatment of Falileev’s daughter in Germany.
Prosecutor’s position
Vladimir Falileev did not admit guilt in bribery. In court, he stated that the criminal case against him was the result of a slander on Yarovoy’s part.
“He testified for the purpose of being released from custody in his criminal case, as well as for the purpose of being released from strict criminal liability in the future. An example of this is that for two crimes committed by Yarov – organizing a deliberately false denunciation and theft by deceiving his partner – he was sentenced to a suspended sentence. In three more criminal cases, he was released from criminal liability,” said the ex-prosecutor.
According to him, initially there were “many absurdities” in Yarovoy’s testimony, which the investigation simply could not interpret as bribes.
– The fact that I patronized and stopped some checks was also made up. The surveillance has been raised – there is not a single signature of mine, I did not give any instructions on them,” Vladimir Falileev clarified.
He demanded that the case be returned to the prosecutor’s office. The next meeting is scheduled for October 9.
In September, it became known that after an inspection of the Novosibirsk department of the Investigative Committee by employees of the Central Office of the RF IC, the deputy head of the department, Vitaly Zaripov, resigned. After the inspection, another 26 employees of the department were subject to disciplinary action.
