As it became known to Kommersant, eight years in prison was requested by the state prosecutor for the former Prime Minister of Dagestan Mukhtar Mejidov. The ex-official is accused of embezzling 108 million rubles from the Ministry of Defense allocated for the production of the RSP-10MN-1 radar landing system. His alleged accomplice Firyaz Farmanov, the former general director of OJSC Izberbash Radio Plant named after Pleshakov P.S. (IRZ), where the military department transferred the money, the prosecutor asked to impose a sentence of seven years in prison. Several more defendants were convicted in this case in a special order.
The criminal case on especially large-scale fraud (part 4 of article 159 of the Criminal Code of the Russian Federation), the defendants of which are former Prime Minister of Dagestan Mukhtar Mejidov and the director of the IRZ Firyaz Farmanov, who are under house arrest, began to be considered by the Meshchansky District Court of Moscow in February last year. The case came to the capital after the Supreme Court of Russia, at the request of the Prosecutor General's Office, changed its jurisdiction – the crime, according to the investigation, was committed in Dagestan.
During the recent debate, the state prosecutor requested eight and seven years' imprisonment, respectively. The defendants, according to Kommersant, do not admit their guilt.
As follows from the materials of the case, in the spring of 2012, Mukhtar Mejidov, who then held the post of Deputy Prime Minister of the Dagestan government, “abusing the trust of the Ministry of Defense employees in the person of the air force, with whom he had personal acquaintance”, lobbied for the interests of the IRZ belonging to him (in February 2020 declared bankrupt) and JSC NPK Russian Radioelectronics.
In particular, the official convinced the employees of the military department that the radio plant in Izberbash has the necessary capacities for the production and supply of RSP and, as a city-forming enterprise, needs a defense order .
The contract with the Ministry of Defense was signed by Valentin Semendyaev, who was appointed General Director of the IRZ in August 2013 (he was replaced by Firyaz Farmanov in 2014). Also, the chairman of the board of directors of the IRZ and at the same time the general director of the Makhachkala OAO NPK Russian Radioelectronics, Alexander Ivanchenko, was also involved in the theft. ., and in September 2013, the Ministry of Defense transferred 108 million rubles in advance to the supplier.
According to the investigation, part of these funds went to the settlement account of Russian Radio Electronics under a fictitious contract for the supply of electrical equipment, the rest was transferred by Valentin Semendyaev to the accounts of organizations and individuals for various obligations of the radio plant, not related to the execution of the state contract for the supply of RSP.
The defense department did not receive the ordered RSP kits – according to the investigation, when concluding the contract, the defendants in the case understood that the plant was unable to fulfill its obligations: it had neither design documentation for the RSP, nor the necessary components, 56 items of which were generally removed from production.
First, as part of the investigation, investigators from the Main Directorate of the Ministry of Internal Affairs for the North Caucasus Federal District detained Valentin Semendyaev and Alexander Ivanchenko. The first in 2020 received in a special order in the Meshchansky District Court two and a half years, and his accomplice received the same amount a year later. The involvement of Mukhtar Mejidov and Firyaz Farmanov in the theft helped to establish just the testimony of the “pre-trial judges”. Both were detained in the summer of 2020.
Mr. Mejidov headed the government of Dagestan from January 31 to July 22, 2013. His successor was Abdusamad Gamidov, who is now serving a term of six and a half years for embezzlement (part 4 of article 160 of the Criminal Code of the Russian Federation) of budgetary funds. the son of an ex-official, MGIMO student Murtuzali Majidov. First, the young man was accused of driving his girlfriend, MGIMO student from Kazakhstan, Tomiris Baysafa, to suicide in 2018 (Article 110 of the Criminal Code of the Russian Federation). However, later the case was reclassified to Art. 105 of the Criminal Code of the Russian Federation (murder). However, on July 7, 2021, based on the verdict of the jury, the Nikulinsky District Court of Moscow acquitted the defendant, but the Moscow City Court overturned the verdict. In June of this year, already the Izmailovsky District Court of the capital established that Medzhidov Jr. first beat the girl, and then pushed her out of the window of the fourth floor of the university. As a result, the killer received 13 years in a strict regime colony. On December 2, the court of appeal upheld this decision.
