In Udmurtia, a verdict was passed against the ex-Minister of Construction and the former general director of the State Unitary Enterprise TPO Housing and Utilities of the Republic, Ivan Yastreb. The man was found guilty of taking a large bribe, including through an intermediary, and fraud using his official position (clause “c” part 5 of article 290 of the Criminal Code of the Russian Federation, part 6 of article 290 of the Criminal Code of the Russian Federation, part 3 article 159 of the Criminal Code of the Russian Federation). According to a Kommersant-Udmurtia correspondent from the courtroom, Ivan Yastreb was sentenced to six years in prison to be served in a strict regime penal colony. He was also fined 14 million rubles. and for seven years they were deprived of the right to hold positions in the state and municipal service.

According to the press service investigative department of the TFR in the republic, it was established that the convict received a bribe in the amount of 4.5 million rubles from June to August 2020. from the general director of the Belgorod commercial organization for the conclusion of contracts for the preparation of design estimates for the construction of feldsher-obstetric stations in Udmurtia within the framework of the national project “Health”. Also, Ivan Yastreb was supposed to provide general patronage in the service in the performance of concluded contracts.

Later, in October, the convicted person received money in the amount of 1.9 million rubles through an intermediary. as the first part of a bribe in the total amount of 9 million rubles. from the general director of the Samara commercial organization. For this, the convicted person had to ensure the conclusion of a contract for the supply of treatment equipment, as well as its installation, and for expediting the issue of paying the cost of the contract.

In addition, Ivan Yastreb, having lost the right to receive payments from the budget as compensation for renting an apartment in connection with the acquisition of his own housing, did not notify the employer about this. So, in the period from July to November 2020, he continued to receive these payments. As a result, he illegally received money from the budget in the amount of 174 thousand rubles.

Recall that on June 27, Ivan Yastreb delivered his last word at a court hearing in the Oktyabrsky District Court. He said he was “really sorry” for breaking the law. Earlier, Ivan Yastreb’s defense side asked for a non-custodial sentence for him. During the debate, the convict himself stated that during the trial he had already pleaded guilty to taking bribes, and he did not act for the purpose of personal enrichment.

Of this amount, 3 million rubles. were transferred by transfer to various bank accounts, the remaining 1.5 million through an intermediary, which was Alexander Kholodov, the husband of a relative of Ivan Yastreb. At the same time, the funds, according to the defender of the ex-head of the State Unitary Enterprise, were also used not for personal enrichment, but for printing design estimates and some other services related to the repair.

In the third episode, the briber, according to the position of the state prosecution, was the now former director of Ecoton Engineering LLC Artem Semenkin. He won the tender for the supply of treatment equipment and the execution of work on its installation in the hospital campus of the village of Kez. Defender Alexandra Kholodova indicated that Ivan Yastreb attracted her client to the search for a potential contractor, who has the necessary knowledge in this industry. Alexander Kholodov found such a contractor in Samara in the person of Ecoton Engineering LLC. Even before the announcement of the auction, they met in Samara, where Ivan Yastreb asked, after the conclusion of the contract, to return to him 9 million rubles from the amount paid on it. The deal was profitable, so the company representative agreed to its terms.
