According to the local portal NGS24.ru, Dimitrov oversaw work related to the government contract for updating the old metro project in the city. In 2019, the regional transport department (KTU) entered into an agreement with JSC KrasnoyarskTISIZ for almost 1 billion rubles; the work was not completed on time, but Dimitrov instructed to accept them and sign an act worth more than 742 million rubles. In June of this year, the former official fully admitted his guilt and entered into a pre-trial agreement with the prosecutor, the portal indicates.

The project to build a metro in Krasnoyarsk has existed since the late 1980s. In the early 1990s, its implementation was suspended, but construction began in 1995. In 2011, the project was stopped again and construction was mothballed. In 2019, engineering and technical surveys and development of design documentation began.

In May 2023 in the city started building light metro.

Then still Minister Dimitrov detained in July last year in the case of the former deputy head of Rosprirodnadzor and ex-prefect of the Northern Administrative District of Moscow Oleg Mitvol. He was arrested by the same Krasnoyarsk court in June. Charges were brought against Mitvol under Part 4 of Art. 159 of the Criminal Code (fraud on an especially large scale) due to the theft of 975 million rubles. during the construction of the metro. At issue in the case was also a contract between KTU and KrasnoyarskTISIZ – Mitvol was the chairman of the organization’s directors. The company received the amount under the contract, the theft of which Mitvol is accused of.

With the sanction of the court, Mr. Mitvol was taken into custody. He remained there until July 5, 2023 (with the exception of several months that he spent in an anti-tuberculosis dispensary, where he was treated for extensive bilateral pneumonia), after which the businessman was transferred to house arrest. According to Kommersant sources, to compensate for damages at the request of the investigation More than 53.5 million rubles, approximately $125 thousand and about €47.5 thousand, which were kept in bank accounts opened in the name of Mr. Mitvol, were seized. The accused himself compensated damages in the amount of 1 million rubles, sources said. For several months, Mr. Mitvol and a group of his lawyers familiarized themselves with the investigation materials. The hearing of the case will take place in a special (simplified) manner – without examining evidence and questioning witnesses. Since Mr. Mitvol entered into a deal with the investigation, the court cannot assign him more than half of the maximum sentence under the incriminated article of the Criminal Code – in this case, no more than five years.

In the case related to this construction, also was detained former head of KTU Konstantin Mandrov.

A scandal occurred during the trial. At the request of the prosecutor’s office, the ex-minister’s measure of restraint was changed from house arrest to detention. The basis was Konstantin Dimitrov’s violation of the restrictions established for him by the court, in particular the ban on receiving and sending correspondence.
The ex-minister wrote a letter to another person involved in the case – the former head of the regional government Yuri Lapshin. In his message, the ex-minister spoke about the testimony he gave regarding Yuri Lapshin’s involvement in the crime. It should be noted that criminal cases against other defendants in the case have not yet been considered.

NGS24.ru notes, citing a source, that KrasnoyarskTISIZ in September asked to recognize itself as a victim in the Dimitrov case.

The company claims that it informed the authorities about the impossibility of completing the work on time, but they were accepted uncompleted.

At the same time, KrasnoyarskTISIZ reported at work meetings that the work has not yet been completed and it will not be possible to complete it in full by the deadline established in the government contract, Shundrik assures in the petition. Now KTU is collecting 679 million rubles in damages and fines from KrasnoyarskTISIZ in the arbitration court. The institution is also going to go to court to recover more than 450 million rubles in damages.
As stated in the petition, thus, KrasnoyarskTISIZ will be held accountable with its property for the criminal actions of Konstantin Dimitrov, Konstantin Mandrov and ex-prime minister of the region Yuri Lapshin, who is also involved in the theft case on the metro. In addition, the company suffered “irreparable damage in terms of ruined business reputation.” As the source of NGS24.RU clarified, KrasnoyarskTISIZ asks to recognize itself as a victim and recover 742 million rubles from Lapshin, Dimitrov and Mandrov. According to him, property worth 400 million rubles was seized from former officials.
