In June of this year, the former official fully admitted his guilt and entered into a pre-trial agreement with the prosecutor, the portal indicates.
The project to build a metro in Krasnoyarsk has existed since the late 1980s. In the early 1990s, its implementation was suspended, but construction began in 1995. In 2011, the project was stopped again and construction was mothballed. In 2019, engineering and technical surveys and development of design documentation began.

The ex-minister wrote a letter to another person involved in the case – the former head of the regional government Yuri Lapshin. In his message, the ex-minister spoke about the testimony he gave regarding Yuri Lapshin’s involvement in the crime. It should be noted that criminal cases against other defendants in the case have not yet been considered.
NGS24.ru notes, citing a source, that KrasnoyarskTISIZ in September asked to recognize itself as a victim in the Dimitrov case.
The company claims that it informed the authorities about the impossibility of completing the work on time, but they were accepted uncompleted.
According to Shundrik, in December 2019, Dimitrov gave instructions to present and accept unfulfilled work worth 742 million rubles. At the same time, KrasnoyarskTISIZ reported at work meetings that the work has not yet been completed and it will not be possible to complete it in full by the deadline established in the government contract, Shundrik assures in the petition. Now KTU is collecting 679 million rubles in damages and fines from KrasnoyarskTISIZ in the arbitration court. The institution is also going to go to court to recover more than 450 million rubles in damages.
As stated in the petition, thus, KrasnoyarskTISIZ will be held accountable with its property for the criminal actions of Konstantin Dimitrov, Konstantin Mandrov and ex-prime minister of the region Yuri Lapshin, who is also involved in the theft case on the metro.
