Oleg Groo was given a heavy bribe
The high-profile case of the famous Khabarovsk ex-official Oleg Groo ended real imprisonment. The former head of the Department of Roads and External Improvement of the Mayor’s Office of Khabarovsk was accused of receiving a particularly large bribe. Initial verdict did not provide for a colonybut the prosecutor’s office was able to achieve a review.
Known locally
Oleg Groo often flashed in the information field of Khabarovsk. It is understandable, the official was responsible for one of the most “sick” urban areas – roads and landscaping. Snow removal, highway repairs, clogged storm drains, flower decoration of the boulevards – all this has been under the responsibility of Groo since 2012.
Five years later, the official decided to leave his post. The reasons were not voiced then, but they are no longer so important. The official did not have time to take out all his things, as he returned to the same position and continued to issue phrases like: “Snow tends to melt without financial costs.”
In 2018, the first criminal case was opened against Oleg Groo. Then, according to the prosecutor’s office, the official interfered with the legal activities of the entrepreneur. It was reported that the authorities did not issue a permit for the construction of the road to the developer of the residential complex. And without it, the LCD could not be passed.
The ICR opened a criminal case, but the parties reconciled, and all charges against Oleg Groo were dropped. The official continued to work in the mayor’s office.
The chair is broken
It happened in 2019, when Oleg Groo was accused of bribery on an especially large scale. The official was arrested, in the office were searched, he was removed from his post. According to investigators, from 2016 to 2017 Oleg Groo received about four million rubles from the deputy head of Amurtransstroy LLC.
Oleg Groo received money for patronage at the conclusion of contracts with MUP “Dorremstroy” for the repair of Sechenov streets and 1220 km. Then, according to the investigation, the former official ordered his subordinates to coordinate the acceptance certificates for the work performed. Although in fact everything was unfinished.
– Based on the decision of the prosecutor, the organization was brought to administrative responsibility under Part 2 of Art. 19.28 of the Code of Administrative Offenses of the Russian Federation (illegal reward on behalf of a legal entity, committed on a large scale) in the form of a fine in the amount of 20 million rubles, the department said.
The bribe to the official was transferred by the ex-head of the company in order to get the opportunity for the company to conclude a subcontract for the performance of work on the overhaul of roads in Khabarovsk. At the same time, the criminal case of the head of Amurtransstroy LLC was terminated.
In January 2023, the court delivered a verdict in the case of taking a bribe on an especially large scale. Oleg Groo was fined 4.7 million with the deprivation of the right to hold certain positions in state bodies for five years. The prosecutor’s office did not agree with this and filed an appeal.
– The Judicial Collegium for Criminal Cases of the Khabarovsk Regional Court increased the main punishment, replacing it with imprisonment for nine years in a strict regime correctional colony, with a fine of 7.9 million rubles and deprivation of the right to hold certain positions in state bodies for a period of five years, – commented “KP” – Khabarovsk ” Anna Isaeva, official representative of the prosecutor’s office of the region.

Another criminal case of Oleg Groo is being considered in court. He is accused of fraud during the renovation of Amursky Boulevard in 2013. Then, according to the data in the case, the official concluded an agreement with Dorstroyproekt for the development of design and estimate documentation.
From August to November of the same year, according to the materials of the case, Oleg Groo did not check how the work was done, and signed the acceptance certificates. This became the basis for the transfer of more than 4.5 million rubles to Dorstroyproekt.
– A criminal case was initiated under the article “Fraud on an especially large scale.” The Central District Court has begun consideration, – said Anna Isaeva, an official representative of the prosecutor’s office of the Khabarovsk Territory. The maximum penalty under the article is up to ten years in prison.

Oleg Groo was born in 1964 in Novorossiysk (Krasnodar Territory). In 1986 he graduated from the Pacific State University with a degree in motor roads.
Since 1998, Groo has worked in the mayor’s office of Khabarovsk. Held positions from the head of the department to the deputy head of the road and external improvement department.
