The Moscow City Court sentenced the former head of the Ingush branch of the Social Insurance Fund Yakub Belkhoroeva to nine years in prison, having found him guilty of misappropriation and embezzlement of more than 20 million rubles. The accomplices received suspended sentences, the Sledkom reported today.
The “Caucasian Knot” has reported that on July 10, 2020, law enforcers reported the detention of the head of the Ingush branch of the Social Insurance Fund, Yakub Belkhoroev, the next day he was arrested on charges of embezzling 19 million rubles from the budget. At the end of May 2021, it became known that the investigation into the Belkhoroev case was completed, he was charged with embezzlement of about 20 million rubles. The defense opposed the transfer to another region of the trial in the case of the head of the Ingush branch of the Social Insurance Fund, one of the leaders of the Batalkhadzhins, Yakub Belkhoroev, considering the transfer unreasonable.
According to investigators, Belkhoroev embezzled more than 4 million 875 thousand rubles from 2015 to 2020 using forged documents. Also, in collusion with other defendants, he stole property entrusted to him in the amount of more than 18 million 324 thousand rubles, investigators say. In addition, one of the accused illegally kept a pistol and ammunition in his house, the investigation believes.

The court found that Belokhoroev, using forged documents, received about 5 million rubles in insurance in connection with an accident at work, and also stole the property of the Fund in the amount of 18.3 million rubles, instructing his subordinates to assign fictitious payments and transfer funds to Zarema Gaisanova and Roza Dakieva, ex-wife Marem Mutsolgova, son Khavazh Belkhoroev, daughter Elizaveta Polonkoeva, their drivers Belan Tachiev and Uruskhan Tochiev, and gardener Bakhrun Tochiev. Payments were assigned on the basis of fictitious documents about a traffic accident, and about injuries during the audit of the warehouse, according to a message on the agency’s website.
Elizaveta Polonkoeva has been put on the federal wanted list. The criminal cases against her, as well as against Khavazh Belkhoroev, have been separated into a separate proceeding, the report says.
Yakub Belkhoroev was sentenced to nine years in prison to be served in a penal colony of general regime and deprivation of the right to hold positions in the civil service and local governments for three years. Other defendants received suspended sentences. Belan Tachiev and Bokhrun Tochiev were sentenced to four years probation, and Zarema Gaisanova, Uruskhan Tochiev, Roza Dakieva, Marem Mutsolgova – to three years probation.
The court granted a civil claim for the recovery of almost 17.5 million rubles from the defendants, and also extended the arrest imposed on the property of the accused. The Maybach car, which actually belonged to Belkhoroev, was turned into state revenue, the Sledkom said in a statement.
Recall that on May 27, 2021, according to sources, the security forces searched the house of the head of the Accounts Chamber of Ingushetia, brother of Yakub Belkhoroev Mustafa. Earlier, he complained that after his son was detained in the case of an attempt on the life of the head of the regional center, he was subjected to severe torture, but the investigators refused to open a case. His son Amirkhan Belkhoroev stated that his father was severely beaten, but in such a way as not to leave marks. Businessman Khasan Polonkoev has been named as the head of the group involved in the murder. The murder of Eldzharkiev was recognized as a terrorist act. On August 14, the suspects in the case were charged with terrorism. Alikhan Belkharoev was detained in connection with the attack on Eldzharkiev. On the morning of October 27, the security forces searched the house of the head of the Accounts Chamber of Ingushetia, Mustafa Belkharoev (mentioned in a number of sources as the Belkhoroevs) and detained him, the lawyer could not get a meeting with the detainee. A relative of the Belkharoevs, a former member of the Ingushetian parliament, Mikail Aliyev, was also detained after the search. Sources in law enforcement agencies reported that businessman Tukhan Zyazikov was detained along with Belkharoev and Aliyev. On October 28, it became known that all three were arrested for a month. On October 1, searches were held at the homes of five sons of Mustafa Belkharoev’s cousin, two people were detained, Mustafa’s son Amirkhan Belkharoev said.
The head of Chechnya, Ramzan Kadyrov, stood up for the Belkharoev family, several members of which were arrested in Ingushetia. He stated that the Belkharoevs would always be his close friends, and the term “batalkhadzhin terrorist society” is absurd. Declaring the members of the Belkharoev family as their close friends after the searches and arrests in Ingushetia reminded of the close contacts of the head of Chechnya with the Batalkhadzhins during the establishment of borders between the republics, political scientists interviewed by the “Caucasian Knot” pointed out.

Belkhoroev is one of the leaders of the Batalkhadzhins, members of the Batal-khadzhi brotherhood, which has great influence in Ingushetia. He was appointed Mayor of Magas in 2011. In 2014, he became the manager of the regional branch of the Social Insurance Fund. In parallel, since 2016, Yakub Belkhoroev has been a member of the People’s Assembly from United Russia and a member of the parliamentary committee on education, culture and relations with religious organizations. After his arrest, he was expelled from United Russia.
