The ex-head of the Belgorod Federal Tax Service was arrested for illegal VAT refund of 22 million rubles.

Former head of the Belgorod branch of the Federal Tax Service Sergei Voronin detained by security forces. He and several unidentified persons are accused of stealing 22 million rubles from the budget – we are talking about fraud committed by a group of persons or on an especially large scale. A criminal case was opened on October 2. The press service of the regional department of the FSB clarifies that the money was withdrawn through value added tax fraud. — At the place of residence of the defendant, who currently holds the position of deputy head of one of the region’s large enterprises, objects and documents were found indicating his participation in the fraudulent scheme. The issue of choosing a preventive measure for him in the form of detention is being decided, reports the press service of the law enforcement agency.

The suspect faces up to ten years in prison. In Moscow, the Basmanny Court arrested him for two months – until the beginning of December. Voronin himself and his lawyer asked not to arrest him because the suspect admitted his guilt. At the time of his arrest, the former tax officer worked as deputy director of Rovenki Creamery Plant LLC. He left the Federal Tax Service in 2019 along with the head of the city branch of the tax department Ivan Teslenko. Then their unexpected departure explained by the own decision of both tax authorities.

Sergei Voronin was born on September 13, 1979 in the village of Nikolaevka, Novooskolsky district, Belgorod region. In 2014, he headed the Federal Tax Service inspection for Belgorod, and in 2017 – the regional department. Two years later, Mr. Voronin resigned along with the head of the Federal Tax Service of the regional center, Ivan Teslenko. Now the former chief tax officer of the Belgorod region is deputy director at one of the largest milk processing plants in Central Russia, Rovenki-maslosyrzavod LLC. The accused himself and his lawyer Alexander Goryainov opposed detention and asked the court to order a ban on certain actions. Mr. Voronin emphasizes that he does not intend to hide, fully admits his guilt, and also has positive characteristics and a young child. However, the court decided that at the initial stage of collecting evidence related to the interrogation of witnesses, as well as fixing specific facts of criminal activity in procedural documents, a preventive measure in the form of detention is justified. The decision can be appealed.
