The court ruled to arrest the previously detained deputy head of the digitalization department of the Federal Air Transport Agency Alexander Matyushkin on suspicion of taking a bribe. REN TV source saidthat there are no other suspects from the department in this case. At the same time, the Federal Air Transport Agency reported that another employee of the department was detained today. According to media reports, this is the 27-year-old head of the digitalization department, Tatyana Kocherova, Matyushkin’s boss.
He added that the businessman wanted to pay a bribe for winning the state procurement competition. However, the official allegedly asked for too much, and the businessman reported him to the police.
According to the source, Matyushkin was caught red-handed while receiving a bribe on 24 December. About 4.5 million rubles were transferred to him. At the same time, Larionov, who denounced him, also faces a term on charges of giving a bribe to an official on an especially large scale.
Matyushkin became deputy head of the digitalization department on November 17, and on the same day Larionov came to him with a proposal. The contract that the entrepreneur wanted to receive concerned the supply of software, and in total amounted to 22.8 million rubles.
“Kommersant”, 12/27/2022, “There was a place in the contract for a rollback”: As the security officers established, Mr. Matyushkin, having taken the position of deputy head of the department and received the authority to conclude government contracts for the purchase of goods and services for the needs of the Federal Air Transport Agency, including the field of information security, decided to take advantage of the situation for the purpose of personal enrichment.
In particular, according to the materials of the investigation, a high-ranking employee of the Federal Air Transport Agency undertook to assist the management of LLC 5.25 Programs (the company has been engaged in activities related to the use of computers and information technologies for more than 14 years) in the participation and victory of the company in competitions held by the Federal Air Transport Agency (they were held in Odintsovo Moscow region). In November of this year, according to the investigation, after preliminary telephone conversations with the general director of LLC Ivan Larionov, Mr. Matyushkin sent the latter ready-made versions of the terms of reference for state contracts of his department for the supply of information security software so that they corresponded to the tender documentation developed by the company. As a result, according to investigators, on December 12, Mr. Larionov’s company entered into a state contract with the Federal Air Transport Agency for the supply of technical means of information protection for 22.8 million rubles. The transaction was completed, and the money was transferred to the account of the LLC. According to the investigation, after signing the deal, Mr. Larionov came to Mr. Matyushkin’s home in Odintsovo, where he handed over to the official about 4.5 million rubles. — Inset K.ru

Whether this detention is connected with the Matyushkin-Larionov case is not reported.
Newspaper “Izvestia” citing its own sources, at the same time, she said that the searches took place in the entire central office of the Federal Air Transport Agency on Leningradsky Prospekt in Moscow.
According to the source, more than ten employees of the FSB and the Ministry of Internal Affairs arrived there to officially inspect the workplaces of Tatyana Kocherova, Anna Pasko, head of the legal support and property relations department, and Elena Kudlayeva, head of the Financial Support, Budget Planning and Reporting Department.
At the same time, according to an anonymous source of Izvestia, the searches were allegedly caused by a criminal case on embezzlement of budget funds intended to subsidize interregional flights.
However, the press service of the Federal Air Transport Agency stated that “this detention [недавно принятого на работу сотрудника] is in no way related to the provision of subsidies and government support measures to airports and airlines.”
