The damage from the actions of the OPS in the performance of government contracts at the Taganrog enterprise Zvezda-Strela exceeded 600 million
The group includes the company’s general director Vladimir Maslensky, the director of the Taganrog Foundry LLC Konstantin Slinko, and the head of the 222nd military representative office of the Russian Defense Ministry Andrey Podlesnykh, they were charged with fraud on an especially large scale.
All three have been under house arrest since May. One of the defendants, Konstantin Slinko, signed a pre-trial agreement on cooperation with First Deputy Chief Military Prosecutor Yevgeny Ivanov on June 1.
On May 17, Slinko was charged with a new episode of especially large-scale fraud – the investigation found out that he, along with other members of the organized group, “prepared and submitted to the Russian Ministry of Defense settlement and calculation materials containing deliberately false information about the cost of products supplied by Zvezda-Strela JSC (“Container for product 713” and “Container for product 714”), unreasonably overestimating it, on the basis of which four state contracts were concluded and paid within the framework of the state defense order.” According to this episode, 15.2 million rubles were stolen from the Ministry of Defense.
“In addition, according to the decisions on the initiation of criminal cases, combined in one proceeding, the preliminary investigation authorities suspect Slinko that he, acting as part of an organized group with Maslensky and Podlesny, in the period from January 2016 to December 2022, as part of the execution government contracts, stole budgetary funds totaling over 547 million rubles, and also that he, Maslensky and Podlesnykh, while executing contracts concluded for the purpose of implementing the state defense order, stole funds from the Russian Ministry of Defense in an especially large amount for a total amount 63,257,537.57 rubles,” the court ruling says to extend Slinko’s house arrest.
The director of the Taganrog foundry will sit in his house in the Rostov region, since it is in this region that further investigative actions are planned.
