Homeowners criticized the work of housing and communal services and the “New City”
The administrative center of Yugra, Khanty-Mansiysk, is on the verge of new conflicts in the housing and communal services market. Citizens began to publicly criticize the activities of management companies, which are controlled by both the mayor’s office and, apparently, “individual officials of the city administration.” The Criminal Code is accused of unreasonable charges and failure to fulfill obligations to the owners of the premises. However, inspections initiated by residents can reveal not only the failure of management companies to fulfill their obligations, but also the use of possible illegal schemes that can significantly increase the amount of monthly payments. According to preliminary estimates of observers, every year residents of about 150 houses overpay “New City” and MP “ZhKU” several tens of millions of rubles for the supplied water and heat. At the same time, public utilities are sure that “these funds do not reach resource supplying organizations.” According to the interlocutors of the publication, this became possible after the introduction of a payment scheme in the municipality through the “Information and Settlement Center” (IRC). At the same time, the authorship of the scheme is attributed to one of the deputy heads, and “its main executors can be the director of the” New City “and the deputy head of the housing and communal services.” At the same time, the sources emphasize that all three managers are “figures completely controlled by the head Maxim Ryashin, with whom, apparently, manipulations could well be coordinated.”
In Khanty-Mansiysk, a new housing and communal services conflict is unfolding, in which market participants are considering the possible interests of the head of the city, Maxim Ryashin. Two management companies act as the main defendants at once – MP ZhKU, controlled by the city administration, and Novy Gorod LLC, whose main lobbyist on the market is considered to be Vice Mayor Sergei Volchkov.

At present, the owners of residential premises of several apartment buildings at once, which are under the management of housing and communal services, have criticized the work of the management company.
The appeal of citizens has already gone to the head of the Housing and Construction Supervision Service of Khanty-Mansi Autonomous Okrug-Yugra, as well as to the social network of the head of the district, Natalia Komarova.
Numerous claims include unreasonable payments, failure to fulfill obligations to maintain yard areas, ignoring the need for maintenance work, as well as possible manipulations that significantly increase the amount in residents’ payments.
“For many years, MP ZhKU has not fulfilled its obligations to carry out current repairs in our house. The paint on the entrance doors of the entrances was peeled off, the porch of one of the entrances was destroyed. Drains were dismantled from the porches by housing and communal services workers, but they were never installed back. Cleaning in the entrances is practically not done. “The entrance to the playground is littered with snow, huge piles on exits and driveways, which creates a dangerous situation and a threat to the life and health of pedestrians. There is no response to repeated appeals from the housing and communal services, comments are not eliminated, claims are not satisfied. By their actions, housing and communal services violate the legal rights and interests of the owners of real estate, and also unreasonably charge a fee from the residents of the house for unfulfilled work,” – the townspeople express dissatisfaction in the comments during the direct line of Natalia Komarova, which took place at the end of this week.
And yet, the initiators of the appeals hope that the Housing Construction Supervision Authority will pay attention not only to the failure to fulfill obligations on the part of the housing and communal services, but also to “certain illegal schemes” that can significantly increase the amount of monthly payments. We are talking about the use of, apparently, faulty common house meters.
“Similar actions are used in another infamous management company – “New City”. As a result, residents are charged not according to meters, but according to the standard. First of all, this concerns services for the supply of water and heat. In this scenario, another 500 rubles can be added to the amount of housing and communal services. Considering that the total number of houses serviced by both companies exceeds 150, the annual overpayments of residents can amount to several tens of millions.– representatives of the professional community argue.
However, industry representatives believe that these funds could never reach the resource providers controlled by the mayor’s office – MP “Vodokanal” and JSC “UTS”. The reason is the active use in Khanty-Mansiysk of the payment scheme for housing and communal services through another asset of the mayor’s office, JSC IRC, where Deputy Head Sergey Volchkov is the chairman of the board of directors.
“The scheme can be simple. All the money received from residents for the supply of resources to the IRC goes to the accounts of supposedly subcontractors of the indicated management companies, bypassing the accounts of the management companies themselves. Apparently, these organizations, we believe, are affiliated with the managers. Among the founders, you can sometimes find the names of the leaders of the Criminal Code. Since there is no money on the accounts of management companies, Vodokanal and UTS, even with writ of execution, cannot receive money for the supplied resources for years.”
Recall that just before the current heating season, the debts of the management companies of Khanty-Mansiysk to resource workers exceeded 300 million rubles. Only for UTS JSC, the amount of debt amounted to about 150 million rubles, for MP Vodokanal – about 100 million rubles, MP Khanty-Mansiyskgaz – 30 million rubles. At the same time, as market participants point out, the situation has not changed for the better.
The market suggests that Vice Mayor Sergei Volchkov may also be the “author of this method”, and, according to public utilities, the “partners”, in some probability, are the director of Novy Gorod LLC Igor Mazurin and the first deputy director of MP ZhKU Evgeny Kalashnikov. It is noteworthy that both managers were defendants in cases of fraud.
And if Mazurin was found guilty of implementing an illegal enrichment scheme and obtaining unjustified tax benefits by creating a fictitious document flow for transactions between a number of companies, then Kalashnikov became famous after a case of fraud in the execution of a contract for the reproduction of sturgeon.
“Mazurin is still in the field of view of the security forces today. There is an opinion that he was considered as one of the candidates for initiating a criminal case, which would allow revealing all possible schemes for withdrawing funds from the budget of Khanty-Mansiysk. At the same time, two people may be of ultimate interest to investigators – Deputy Head Sergei Volchkov and his boss Maxim Ryashin.
