JSC “City Design Institute of Residential and Public Buildings” filed a lawsuit for bankruptcy of LLC “Gaz Oil Construction”, which is part of the business empire “Tashir” Samvel Karapetyan. The amount of the claim for the company of the oligarch from the Forbes list is ridiculous – 25 million rubles.
But the fact is that this is not the first showdown between the companies. The details of the next conflict understood “Version”.
In January 2017, Tashir Group of Companies won a tender for the construction of a transport interchange hub (TPU) near the Park Pobedy metro station. As the Stroy-Arkhiv resource reported, according to the project, Park Pobedy is to become the largest transport hub that combines two metro lines: Arbatsko-Pokrovskaya and Kalininsko-Solntsevskaya, as well as large streams of surface public transport.
In addition, according to the project, a 300-meter tower of a business center with a bank branch, a shopping center, numerous offices and apartments, and underground parking for 2,000 cars should appear near the metro. The total area of commercial facilities is more than 237 thousand square meters. The investments of the Tashir Group of Companies in the construction of the transfer hub were expected to be 20 billion rubles at 2017 prices.
At first, construction was planned to begin immediately after all approvals and be completed before the end of 2020. But then the deadlines were revised, and the start of construction was postponed to 2022 with completion at the end of 2025.
The technical documentation for the project was developed by JSC City Design Institute of Residential and Public Buildings. Now, as the Ruarbitr telegram channel reports, the design institute, without waiting for the payment of 25 million rubles of debt for the work performed, is demanding the bankruptcy of Gaz Oil Construction LLC, which is part of the Tashir Group of Companies, through the court.
LLC “Gaz Oil Construction” was registered in the Unified State Register of Legal Entities on November 22, 2007.

According to Forbes, Samvel Sarkisovich Karapetyan ranks 82nd in the ranking of the richest people in Russia. Its main brainchild is the Tashir group of companies.
Now 45,000 people work in Tashir’s structures. The main business areas are real estate, construction, energy, finance, production of building materials, restaurant business. The group’s total revenue in 2021 exceeded 195 billion rubles.
Against this background, there are not the most pleasant moments in the business biography of the Group of Companies.
GC “Tashir”, as a contractor for the construction of the residential complex Stellar City, attracted its future residents, equity holders to participate in the construction of the residential complex. According to publications in open sources, initially the amount of the reservation from each was 30 thousand rubles, but six months after the start of construction, these reservations did not become equity participation agreements. Moreover, almost blackmail of equity holders followed: the developer allegedly announced an increase in the amounts in the reservation agreements to 1.2-1.5 million rubles. From 30 thousand!
Another scandal is connected with Silver Forest. Tashir, as Karapetyan initially stated, undertook to reconstruct the Dynamo sports palace, which is located on the territory of the reserve. But “Tashir” rebuilt there an elite residential complex “Coast of the capital”, which, according to the papers, had the “courage” to designate it as a water sports center.
LLC “Gaz Oil Construction” also managed to disgrace itself even before the current bankruptcy lawsuit during the construction of a site at Michurinsky, 30B.
LLC “Gaz Oil Construction” will appear in this project later. And it all started back in 2006. Then a plot of land of 25,000 square meters at 30B Michurinsky Prospekt, the Department of Land Resources, was leased by the city to Rubikon CJSC in Tomsk with a vague wording of the purpose of the lease – to operate the production and technical facilities of the fleet.
The purpose of the lease has changed many times. As the resource reported, according to one of the projects, a site on Michurinsky Avenue was proposed to be built up with low-rise residential buildings with a kindergarten and a school for a residential complex. But on December 7, 2014, Rubicon CJSC was declared a debtor, and then, on May 15, 2015, it was declared bankrupt. The companies Astarta-Gold and Alliance Center, which replaced Rubicon, were also declared bankrupt in turn. And here comes the Niome-Invest company, also associated with the Tashir Group of Companies. The general director of the new developer is Oleg Avanesov.
According to the decision of the Moscow Glavarchitectura, Nayome-Invest had to pay off the debts for the lease of the plot, and then the previously issued town-planning plan for the land plot No. RU77-183000-004529, approved by order No. 618 dated 11.04. “. Now high-rise residential buildings will be officially erected at Michurinsky 30B. The project documentation for Niome-Invest was prepared by the well-known Gaz Oil Construction LLC.
Such changes were not to the liking of the residents of the Ramenki district, where the building site is located. They considered that the future high-rise buildings would not become a residential area, but another business center. Residents did not want such a neighborhood at Michurinsky-30B.
Meanwhile, on December 7, 2016, the founders of the developer include the foreign company PRAVENSA TRADING LIMITED, with a share of the authorized capital in the amount of 10 thousand rubles, registered in Cyprus. The director of the company is a certain Aleksey Evstratov, who may have been the general director of ZAO Rubikon (his first and last name is the same as the former general director of ZAO Rubikon).
On June 28, 2018, it was possible to obtain a certificate of approval of the AGR No. 767-2-18 / C of the capital construction project “Residential Complex” at the address: Michurinsky Prospekt, property 30B. The construction of the approved residential complex with high-rise buildings is already underway.
And what about the bankruptcy of OOO Gas Oil Construction?
The current lawsuit of the City Design Institute of Residential and Public Buildings against Gaz Oil Construction is not the first. As early as July 6, 2021, the Arbitration Court ruled: to recover from LLC Gaz Oil Construction in favor of JSC City Design Institute of Residential and Public Buildings a debt in the amount of 25 million rubles, examination costs in the amount of 351 thousand rubles.
A year and a half has passed since that court ruling. Apparently, Mosgorproekt is tired of waiting for money and now intends to bankrupt the debtor.
